Board unanimously approves transfer station redesign concepts

Detailed site layout, building designs, traffic flow, and sustainability features were reviewed before a unanimous approval vote.

Read the full breakdown

The meeting’s sole scheduled item was a design review for the Marblehead transfer station renovation. A presenter walked the board through site plans and architectural concepts prepared by designer Dana, covering:

Traffic flow

  • Residential vehicles enter via Green Street; commercial trucks enter via Arnold Terrace and exit separately to prevent mixing.
  • A flashing warning light (possibly sensor-triggered rather than manual) will alert residents when commercial trucks are exiting.
  • An electric gate will open at 7:00 AM so vehicles queue inside the facility rather than on Green Street or Arnold Terrace.

Scale house

  • Includes a scale operator office with direct sightlines to the intercom, pit, and incoming traffic.
  • ADA-compliant public restroom, staff break room with mini-fridge/microwave, shower (for spill emergencies), air-lock entry vestibule, and lockers.
  • Heated and cooled by an air-source heat pump; solar-ready conduit installed during construction.
  • Transaction drawers at two heights (car level and truck level) modeled on a bank-style drawer; board requested a sliding window be added for friendly personal interaction.

Compactor building

  • Existing steel structure retained; exterior cladding replaced with fiberglass/metal siding.
  • Translucent panels on one side to allow natural light; two exhaust fans (top and bottom) to direct dust away from public areas.
  • Solar panels planned for south-facing sides; thin-film roll-up solar technology proposed to address fire-department roof-access requirements.
  • Permanent and removable bollards separate residential from commercial traffic zones.

Swap shed

  • Building rotated from original orientation to give attendants and visitors more door-clearance space.
  • Sliding doors allow items to be pulled out and displayed; visitors may also enter.
  • Additional parking and marked crosswalks planned in the inbound residential lane area.
  • Board members suggested proactive media outreach to highlight the community value of the swap shed.

Staff transaction kiosk

  • Small building for residents dropping off items such as TVs or light bulbs; online pre-payment with receipt presentation anticipated to streamline transactions.
  • Used-oil drop-off relocated to back of facility.

Vote: Motion made, seconded, and approved unanimously (members identified in transcript as Mr. NR, Ms. [unclear], and Dr. Tomball all in favor).

Follow-up items noted: Dana to explore a sliding window on the scale house; civil surveyor to confirm how far north the transaction kiosk can be shifted; design slides to be posted on the town website.

A board member reported on the Marblehead Mental Health Task Force meeting and noted questions remain before the board can vote on distributing roughly $200,000 in ARPA mental-health funds.

Read

After the transfer station vote, the board briefly discussed the December 12 agenda.

ARPA mental health funds A board member reported that the Marblehead Mental Health Task Force met the prior evening and was not yet ready to make formal recommendations. Key context surfaced:

  • The Counseling Center had submitted a grant request for approximately $140,000 in ARPA funds.
  • The Board of Health had separately requested approximately $60,000 in ARPA funds for mental health.
  • The Board of Health was awarded $200,000 total for mental health purposes.
  • Board members discussed whether to allocate funds in a single vote or in tranches, and whether organizations outside the formal town structure could apply.
  • A board member indicated the task force would hold at least one more meeting before December 12 to resolve outstanding questions.
  • The board indicated it could vote on a portion of the funds at the December 12 meeting and carry the remainder forward if not all questions are resolved.

Operations contract A board member mentioned having a copy of the current contract for the Opera/Community Center and offered to circulate it before the next meeting.

Adjournment: Motion made, seconded, and approved.

0:01 Following to order of remember. What is today 29th? 2022 7:30, we have one item origin tonight, which is the transportation design review because we have technical difficulties that are conversation committee meeting and want to have the board see everything that they’re going on and then we can take a look as to how we move forward. So if you want to just recommendation

0:24 So Santa gave me all his boards and slides so.

0:31 Where the move back home here. We have got. Oh, yeah, um,

0:41 So obviously everybody knows the flow of the traffic. Excuse me, if you come up to this table, can you? Yeah, I’ve been blocked me right? Obviously, everybody knows what for the traffic people will be entering from Green Street or residents from here Green Street entering the facility again, we’ll open the facility early and the idea is to have a gate up in this round this area. They can go to the yard waste and then exit and Commercial is up in this area. The buildings that we’re looking at are the scale house with a municipal staff support building. the pit and the scale itself

1:28 a new staff transaction kiosk oil drop off and then really the swap shop is the other really big item. So obviously that’s gonna be the layout commercial enter in through within Terrace and then exit through with excellent down just as well.

1:50 Um, so the scale house operations

1:57 So obviously the trucks will be entering around we will be installing an intercom. We want to make sure we have good eyesight. So this is the scale operational room itself.

2:13 You have to scale office with an individual submit at the desk. And they’ll have good eyesight or good view down to the intercom and also good view to the pit. It’s important that you kind of see the traffic and it kind of have some viewpoints to the the attendant that’s looking at the trash and looking at the song waste itself the good we need mirrors. So you’re still probably have some cameras and stuff like that to eat and some some of the stuff but yeah, you’re not looking at mirrors and stuff like that. So we’ll be a direct view you might got to still you do whatever you want first. Oh, yeah. So yeah. So in the scale house itself, there’s a bathroom for the attendant. And then there’s also a main bathroom, which is 88 compliant.

3:00 There will be a Sherry a shower area in case somebody has something that spills on them and oil Solid Waste least she so there will be a shower area. Obviously. This is an ADA confined bathroom a staff great room a sink a small mini fridge that will be under the counter and this will allow for look at toaster, you know microwave oven and then a little cable. We are trying to make this. a not lead compliant, but looking at making sure that It hits all the requirements for kind of leads Construction in a way. So we have an airlocker. So we’re trying it’s gonna be a

3:43 What’s the technical term for the the heat in the air? So in the air source heat pump? So it will be cool and heated by this air source heat pump which is very efficient. But trying to make sure that you maintain your heat your cool you have an airlocker. So the idea is that the employees walk in the door is closed and then you can walk into the break rooms or into the scale office and you won’t lose any heat or AC and there are lockers you’ll have some benches for you know for changing and some small lockers for our coats and some minor things like that that’s open and open area. Once you get into the air Locker. Yep, so changing and yes, you’re just like taking a coat put on the code not like taking off their full clothes. If you’re gonna take off your full clothes you’re doing that in the bathroom. So I would hope

4:31 that when you say changing it just no just like, you know changing your shoes coming to work stuff like everybody welcome for each employee. I believe Diana is gonna take a look at doing pocket doors. So you don’t have a door swing into the scale office as well. He might be looking at a pocket door for the bathroom and that in this area will keep some Mechanicals and then down over here will be the solar closet. So the solar cloud is exactly so you’re putting solar panels all over the compactor building. They generally run back to a main location where everything kind of gets time back into electrical grid. again, we’re trying to be the we’re not reliant on the solar but we would like

5:17 to look at the full electrical use for the facility itself and provide enough panels that were essentially covering the luxury City usage through the solar panels. So in the main benefit here, I heard you last time ask and I wash station. Yeah. Yeah, so there will be an iOS station it is required.

5:41 So obviously with the transactions so the trucks will pull up will be an intercom. So the scale operator can speak with the truck. Make sure that he’s complying with them. He’s always relations any of the band waste items and stuff like that making sure that at this point we only take check cash or check so that they’ll be able to speak with the driver. He’ll tell them to wait and then soon as they’re ready. He’ll tell them to proceed go back onto the scale. You see a library will take the weight fully back up. Don’t the material pull back forward get back on the scale and then they can end and they’re transaction. So they’ll pull back over and it’ll be like a slide outdoor similar to a bank. And do the fact that we’re dealing with multiple Heights, they’ll actually be true transaction doors like drawers. So

6:27 one for a normal truck size or car size and then one for larger trucks and vehicles and stuff like that. Well the intended to be able to communicate effectively without Electronic, you know interface to talk to the people with better when they’re checking out. So as far as I get where you generate the bank we have an intercom. Okay that yeah, but we will talk to Dana about maybe we should have a sliding window in case you know, but obviously I can’t if i the powers out. I can’t use the scale. So it’s always dependent on electricity to be operational but might sometimes it’s nice. You can not speak to the speaker. Well, I said some time up there and it just seems like a really friendly environment. Yeah, and it’s a really friendly environment and like that personal interaction is I think

7:13 what people really appreciate my great and so I think that’s something that we don’t want to necessarily remember loose. So I think that’s something that we want to communicate today and say hey it would be great if we got a slide any windows so they could actually be some yeah pleasantries that of course like I’d come rotary. Yeah, exactly. So this is the Compact and building it’s structurally. So the steel itself is fine. I can stay as is and just the outside signing will need to be replaced. We’ll also be adding like a little attendance food. So be attending to be in there and be slightly protected from the dust with debris, but he can take a look at any of the solid waste that’s being dumped down the trucks for compliance. Those are attentive there all the time or yeah, so there has

7:58 to be an attempting here all the time to do good inspections. So you have an attended here you have an attendant in the scale house. You have to have those for operations and then the employees and I realized it was a time. Yeah, they have to be doing compliance checks with for solid waste regulations. We’ll also create an area where we can put a dumpster to take some additional material right now. It’s really going to be used for. Boat shrink wrap and stuff like that when I try to capture all that we’ll also like so we’ll have some additional area around here. We can do some additional items. So if there’s anything that we need to look at what is flex area mean so Flex area could be like, you know, sort of a commercial guy that needs to drop off a TV. Okay, you can place the TV in the flex area.

8:44 No, yeah, you’re probably gonna go on to this next but I see some crisscross in here with the green and the red the green the blue whatever the green is the air of the sight lines the blues the path of the truck. So the red the pack the truck comes down talks to the intercom with the scale house. He goes to back up on the pit goes on the scale and into the pit and then when he leaves he has to complete transaction. So he’s coming back over here. It’s got a Christmas other than while he’s in in there and that’s what correct. Yeah, and they the other end with the arrows are just showing us that the sideline. Yeah, that’s exactly right. Yeah ADA Compliant part in space most likely, you know, so if anybody needs to come up and talk here or work right in itself, we need

9:30 to make sure that we’re fully compliant with Ada regulations. And that means a post-proximity parking spot to the building. We’ll have followers for text the residential traffic from the commercial traffic. And we’ll also be installing the caution like a flashing light that will be controlled by attendant. So when the commercial trucks are reading the attending to push a button the flashing light to notify the residents of emerging traffic. I’m very similar to what’s in Downtown Salem like the pedestrians are crossing making that flash light it gives you good notification something similar to that. I couldn’t be the truck itself shouldn’t rushing like instead of relying on a human to

10:17 do this. You can you know, we have to take a look at the dish like what kind of costs savings are expenditures that you would have I mean To me, it would be better than having rely on stuff an individual to do what in case they get distracted. Yeah, so generally that’s an optical eye that we’d have to position somewhere out in this area that’s going to catch the truck as it’s leaving triggering that and it was just want to make sure that it’s not going to be blocked by snow or any of that stuff. That’s something that we can talk to do about. Could you put that on us? Yeah, we can put that on the list.

10:51 Um these balls down here just in this area. We’re going to make them so they are removable. So if I need to get to the scan, I can remove the ball Arts Drive attracting this area and remove them and it’s not going to create any problems with Cam here. Yeah. Yeah. um any questions about the the scale House of a Sacrament anything like that looks really thoughtful and so obviously one of the things that we kind of he’s got some basic ideas for side one thing you refresh my memory on something when we were talking at the meeting on the on the building Still oh, so the pay the scale was show me. Could you show us the other?

11:36 The one down below this one. So this is the payroll that you were just showing. We talked earlier about making it was some question about that second band of these smaller that could we move it over something. I think that Becky was talking about that the whole idea is that she was pushing what was that? I really, you know, we want to make sure That’s easy for the trucks to come off the scale and do the transaction so we can move this. Can we how far can we move this building? I’m the same North right? Okay and making sure that we still have our parking space 88 compliance, but try to move it this way as much as possible just given us some room in this area. And so obviously we’ll do that through civil engineering. So we’ll

12:22 have civil Meridian the surveyor will come out. We have a lot of this on survey, but just want to make sure that we have everything then they can place this building that we can kind of move things around but the whole idea with this meeting is to give the approval for the designs and then we can kind of move around our site like she was saying that maybe permit a little bit on a time no Becky was talking about adding some character to it. So, you know, obviously

12:53 You know, can you do some different you do like a root wine? You have some overhangs and Dana is gonna work on some overhangs to make sure it’s still compliant with truck traffic. But just to give it some character the other stuff that you can work with is always the side. I don’t know if everybody’s familiar with the commercial electric light. Main building that’s a building that was designed by Winter Street. Everybody should take a look at that. It’s got some decent signs on it, but I think people need to just get an idea some ideas for side here and this can really give it some character. Having flat roots with the snow that could be an issue that would sort of no obviously everything is designed for snow load and all that stuff.

13:38 Um, and you know we can make sure it is on an angle, but we can obviously make sure a lot of times we’re slowly you have to do some breaking offers stuff like that. Yeah, that’s an issue with the tour stop you can only you have to have a four foot. Walkway for firing to be on the room. Yeah to be on a little bit. So if you use the typical slightly children that were on metal range The older style of solar panel it’s not even because I’m taking off. Hello guys, there’s no room left. Yeah, so if

14:24 you’ve been filmed here. Goes on and if you can walk it glues to the roof deck and you can walk on it and there’s no issue with that. Well, the issue is then it is time to find out this there might be some question that data is dealing with Pavilions back on now. So if you’re the design of regular solar panel route, you know current model. Yeah, you don’t do a layout like this with the solar panels panels in the middle and then I’ll walk around for the fire department if there was any issues and stuff like that. What’s Dana is proposing is a very thin film it’s a newer actually can like be rolled up like in a shooting away. It’s a new material the idea with our construction project is not necessarily the place the solar panels on the building certain construction because it’s

15:12 cost. We’ve spoken to electric light about possibly buying this for us, but we are going to be solar ready so Cliffs and all that stuff we’ll decide on the solar panels beforehand and all the clips would be installed this projects. Um, the compound actor building itself is going to have a like a fiberglass metal siding again. We’re the idea is so to fill the whole thing up with solar. So again, you’re gonna have it on both, you know on two side, which is the prevailing sunlight side. And then on the other side of the back side would be a transition. Channels, so that would provide sunlight to come in and like the facility City wouldn’t need any lighting and stuff like that. This will have a large overhang door

15:59 most likely a roll-up door so we can close down when we’re not there during the day or you know at night time and stuff like that and make sure nothing’s getting it um We’ll also have or installing two exhaust fans one on the lower Edge and one on the higher Edge just to provide then exhaust any dust that’s coming. So it’s not coming out towards the front. It’s not gonna prevent all the dust but just a good exhaust system. The other buildings that we’re looking at obviously the one of the main buildings is the swap shed.

16:41 So the swap s*** is a pretty open building. And obviously this is in the swap proposed SWAT area. We have a lot of parking. The one thing that Dana is doing differently. We’d always talked about having the buildings this way. We’re gonna turn the building which gives the attendance and everybody a little bit more space to open the doors and bring some material out and that provides it will probably add some volunteer. So to prevent traffic and stuff like that provides items to be able to pull out moves, you know from the shed itself and then kind of be set up and so people can get to it easily. Recognize with just about this shed. This isn’t

17:24 but it looks like oh, this is like yes, sir into that. Yeah. Yeah, so it’s hanging over into what you know that kind of a couple of first spaces. So currently though we have two cans up there and they’re sitting right in this area. So that was the idea was that to take over that space and take over the space that was originally designated for the swap shop and it gives us a little bit more layout room and you need our little spaces here. You need all these spaces and where they create more spaces as well. Saturday is a very busy Swap Shop day. We want to make sure there’s ample parking and then safe passage from the parking to the stock s*** itself. So that means the people will be walking on those roads. That’s very busy. So thank you more cars here. So we don’t really

18:11 have much of a choice. We only have so much room and with the residency in this way. We have the whole inbound traffic area that we won’t be using so we can easily strike this area provide more pain parking and then provide some crosswalks to get people over to the software thing and that’s very sure that’s so safe.

18:33 You know that if you don’t provide this, they’re gonna Park all along here and they’re gonna walk in anyways.

18:41 when ever

18:46 I know not to go the event. Well, no, but I mean it was nobody could get into the bins to do their work. That’s up. They couldn’t get guys enough. Sorry.

18:59 Are you just they’re waiting to come in? Oh, yeah, the dump them because nobody get up to the recycling your hand over here. Someone checking, you know, a sticker. It might have to have someone spear difference. That’s right. So the idea is that you’re gonna want your attendant out in this area to help text stickers and potentially help with people crossing. The grass can be very busy. Yeah, but you know it but it’s not that easy then they’re not policeman and right and people are not inclined to not know where they wanted. Yeah, you’re gonna get the right person. So this is the base design of the swapped in obviously slightly different. It’s not just a rectangular box.

19:44 And then this is the how it’s going to look you know, once it’s complete. And those doors to go in and out the ideas of the dot doors slide open. Allowing for stuff to come out and then people to go in as well. But I think so when they can go in as well. No, you’re not gonna just pull everything out. Right again, no silicon, but solar ready for all the buildings.

20:16 I’m sorry. Yeah, you can see in this picture. All the stuff is brought out people are going in and out of the structure and then do it goes around it. No, it slides down.

20:27 Now what the solar panel goes out beyond the The building trading some you know some shade and some characters of the building.

20:40 Well it is it transfer station. Yep. It’s not Detachment that’s corrects, you know for stuff like that the scale house. We’re trying to get away from it. Looking just like a trailer. Right. That’s the whole idea that Dina has.

21:00 And so yeah, this is just some more. This is the back side of the compactor pit. Obviously your your large trash trailers will be down here. You do need to do some recreating down here. This is that other side with the translucent panels the exhaust top and bottom the scale house itself with Ballers kind of protecting the scale house. So obviously we want to make sure those are out at a height that aren’t walking any kind of use So both a bollards, we’re gonna be cement. Yep, so they can be metal posts. It could be a cement post of all it’s just something that’s gonna prevent, you know protect the structure of the building or people. You said you want them to be movable. So it’s different different areas. So

21:46 where I need to get to the scan these Ballers are gonna be removable so you can still be either inserts. You just pick the whole thing up and take it out and stick it back. The ones by the swap check by the scale house itself. Those will not be yeah permanent. And the other ones up here Primitives. Yeah.

22:07 if you’re concerned about getting to that area within why could you put it on the other side you can but then you’re gonna stop start to block some views from the scale house. So we just want to make sure that we’re not gonna you know, marketing service are trying to get to it. Yeah. Can ask this space over here? So this is over here is where employees Park as well as equipment is sort, um, staff transaction building very basic building. This will have a air source key pump as well. So we’ll have AC and he but the idea is really that we’re gonna switch to more of an online system where people will be able to pay for a TV disposal pay for any of those items that you go and have a transaction or you do the transaction online

22:55 and then you bring your slip and you can show that to attendant and continue on and it’s reasonable and it’s reasonable to imagine someone coming in with the TV getting up there and saying oops and going online on their eyes. Yeah, making the purchase transaction coming back through flashing that receipt. Yeah, too. Okay. Yep. Okay. And so there you know would have a sticker so we can put the stickers on the TVs. We’d have an area here so we could collect the TVs. We’d also take we have currently we have a light bulbs light bulb Shed from Mercury light bulbs. So that’s the big fluorescent tubes the CFLs and that shed will be going back and that as well. So we also have currently and we have a used oil tank are used oil drop off area and

23:42 we’ll be moving that to the back. what I was saying right interactive. Yeah miss Noah is that I was wondering we could sing the attendance here in the attendance how many attendance have been talking about so you have the lead equipment operators generally at this area the scale house and then you have three other people that are generally in this area. It’s not always that on a Saturday, but you have a transportation operator and then too heavy equipment operators that work in the back as well. So we would be adding any attendance. I know not at this time, but yes, we could potentially, you know, think about adding the person to part-time people to check stickers and stuff like that mainly on them. Yep. We still would be just a date with you. Is there

24:30 any multiple, you know, depending on what the meat is and stuff like that. But yeah, we would look to be doing that with part-time positions. I’m still concerned about the balance in that and that great area. And you’re going to be considering moving it. So yeah, only the time we would get to the scan is when and is when we’re close. So first in the morning so we can easily just pick the ballads up take the roll off try so we can back in straight pick up the can move the can itself, you know, or have the company move the can and then place the ball inside. You said it’s a dumpster for extra. It’s a 30 yard dumpster 40 yard dumpster for shrink wrap this generally what we have a can that sits over here as well as the one they’re all now. Yeah, there’s one there now.

25:20 And so, you know you have to we’re trying to make it flexible. So yes, we’ve called this Flex space. Solid Waste regulations are going to change over the next 10 20 years. We need to be able to adjust with the times. Are those recyclable usually these train crap? Yeah. So this great graph material is fully recyclable. Yeah, that’s borrowers are there for what reason so the ballads here are to protect the residential traffic from the commercial traffic. The residential traffic is not recently. No. No. Yeah. So the Residential Properties here. They’re also leaving, you know would have been out to be good. So remember you’re having the commercial and residential marriage here.

26:10 And yeah, this is just a basic. transaction type so a window or the attendant

26:21 so there’s no other facilities in there. That’s not there’s not no everybody has to use the bathroom. So you have to imagine or remember that

26:34 this area is all packed. So we cannot add any problem in these areas the people use the no it’s for employees only but employees include JRM Trash Guys in the morning stuff like You know, the guy that calls the large trailers, you know, we still consider them into you right now. He’s coming in the trailer that we have. That’s correct. That’s interesting. Yeah.

27:04 This is very impressive. Thanks great. But obviously with the Green Street, so like some of the minor things this is gonna be a Electric gate so we currently have a very large gate that’s not electric activated. So that will be on like almost a garage door opener to open it up in the morning. But again the skate will open up at 7 AM and my guys get there and traffic would stop up here to allow them to get passed on all terrorists and not queue up either on Green Street or right along altars. But the necessary to open up early for the residential. Yes, that’s the whole idea. But I know the commercial there so you we want to prevent the queuing up on Green Street or right in front of Arnold Terrace. So by opening the gates

27:51 at 7:00 am they would be queuing up in our facility. We stop right? Yeah, and it’s not like that. They’re they’re on a time schedule like our commercial. This was the whole idea when we choose the board choose the slow per traffic.

28:12 any questions anything else? No, so the only thing that that might be a moving part is that I brought up with.

28:23 The building that you may not as far as moving North. Yeah. Yep, but that’s all civil that that’s not what we’re necessarily voting on. Now you’re voting on The Design Concepts, right, but would other things change to I mean, I just mentioned that because I heard it and so obviously the only things that can change are Details on the outside of the building so the skin of the building or the side and the building some Minor Details identical potentially add but the layout itself would be this is what you’re going on. But also if he’s going to put overhangs or or things like that and they add to the cost of those things that are those what I would call surprises, so obviously the architect is

29:08 very cognizant of our budget and understands that wants to make sure that this but this private can be big and bills So with our vote now, he knows that we are interested whether he wants to make. The swap should look more attractive. So you’re really only the subject what it is at this point that has all the Memphis work at the end of those. Yeah. So the scale house. Yeah would be the only building. Very potentially add an overhang and like one area to add a little bit character and potentially change the side of it. So that’s the only thing that maybe yes, we’re aware of that. Yeah, that’s all I want you what we’ve learned today is not the final outcome. It’s just going into board.

29:56 I have one caveat attacks, which we talked about that the window communication Street. I would just really like to have Dana spend some time prioritizing that in this design because yeah, so this would be like where that window transaction would be and so yeah, we’ll talk to him about adding a slide and we go if possible. Um, but that’s something that you know, we understand obviously it’s important to have you know, that’s a lot of people go up there at least and my concerns the automatically yeah. No, because I’m just somebody who gets to push the button, okay? And and I have a little aside but within the scope of this project, I think building in community engagement with us and and we want to complete this with a lot of positivity and

30:45 I think one thing that occurred to me was this swap shed is another community resource that people really value and looking at that picture Jerry pulled up. Gets a lot of excitement and it seems like a lot of our residents, you know, go there and spend some time and put some energy into it but it makes sense. Maybe just to reach out we’ve got these new papers in town just as we’re building this out maybe share the stories as they are proceeding and let them know. We’re we’re Bringing a really impressive spot shed that’s got you know some utility and some gonna be welcoming and inclusive to community members and maybe just get some of that story going to bed. Yeah. I understand the swap to is a huge part of the three hours of recycling. So the free eyes or reduce what you buying

31:31 reuse and then recycle, so we want people to use good items that people are no long no longer than me and I think with the town having these great New Media resources, I think if we could start generating some of those conversations and just say hey don’t you want to share some good news? And I think this might be really welcome just to talk about yeah, you think it’s time for the press to see these things if they want to come in and obviously we had to have our meeting tonight. And yes, we can have the best. You know, we can send these out the press and answer questions, you know, once the board of resources. So anything else we entered you in mind with you? No, I think very clear and very understandable and I think it makes a lot of sense the way it’s presented. It’s been a great job. Yeah, I’m pleased that the boy was interested in

32:18 going with helping the neighbors. I think it’s important to listen to The Neighbors. I think Dana did really great job and Company to to make make this challenging project. Look very well organized and always to leave a beautiful landfill, you know, beautiful recycling area. Beautiful yard waste area. We kind of just what I’m compliment that so I think you know what to create some great job and we can get to know kind of Net Zero with electrical use obviously we speak green all the time. We need to act green and I think this project is gonna doing that so as much as that we could do, you know, obviously we encourage two things

33:04 before making a vote. Let’s see. There’s anybody in the public where they didn’t raise your hand. Questions or comments?

33:14 Okay, so let’s look at anybody wants to ask if there’s anything so we have a motion to you know set to criminal defense at presented actually. Excuse me. I moved to the motion and I accept I seconds awesome Mr. NR in favor. Miscellaneous wedding favor Dr. Tomball in favor. Great. So the next step is you’ll reach out to dinner tomorrow. We just did it tomorrow and we will start to know really dig into the design and go to all his you know, any kind of subcontractors. It’s civil law get the you know, any of those people that I mean spring into the problem and design is available to the Press. Yeah the design wheel available to the rest meeting. All right.

34:00 Yeah, we can reach out to Ryan and answer any questions that Ryan has from well not you know daily. I don’t or anybody else that wants to be so our next meeting is December 12 7:30 before we adjourned could I just make a request about what’s going on the agenda? I’d like to be able to talk about the Opera that’s that’s plans and that I think that we need to have some I had a question. I hope the answer and that we could we have some of the I asked a few questions last meeting because we have those answers before the meeting. Yes. So I have a copy of the contract or the more Community Center so I can set out the current contract that they’re under and so you can take a look at that.

34:48 That’s good and and I have right we have here.

34:54 Because she would have some Senator. Yep gave us somewhere else. We’ll be ready. But if If they have heard some of the concerns, I mean on the mental health committee and far then NLS meeting. Will they adjust this possibly? And I think that’s gonna be a debate between the board and you know, so that would happen in the next meeting. I’ll have the next thing. I mean they may they could bring in new planning because they know if they wanted to but I mean, I think they had no they had a strong argument for response that they’re asking for. Okay, and any other agencies in town that are interested in because you know mental health goes across the board. That’s correct. So I know not not at this time. Nobody else is approached myself

35:41 of the board. I think the Constantine like the counseling. Yeah. And so if I may get we had our Marblehead mental health task force meeting last night and just a quick update. We did not proceed with making recommendations yet. There were some questions and that conversation came up in terms of the budget for my understanding is that the Counseling Center proposed a request for 140,000 in arpa funds and then the Board of Health requested $60,000 in our book fund Sports mental health so we know so we were the Board of Health was awarded the 200,000 dollars right for mental officer, you know, but and so the board has to decide how they’re gonna do that. It doesn’t matter what the Counseling Center requested doesn’t

36:28 matter. What else we now reside. Okay, Calvin Center, you’re gonna get X dollars task force. You’re gonna get X dollars, you know, there’s other organizations in the community that for mental health. They’re asking for you know fund. They would prevent, you know be presented to you as well. I I just want to clarify when the Counseling Center was invited to write a grant request. It was a grant request for the artifice. They asked for 140,000 and I did was there another Grant request through our Board of Health. That was your was those determine those. Yeah, I’m sorry, but I just really shouldn’t

37:13 go to community. Okay. I I hear use it other agencies that have to be agencies under the Prophecies of the town. Well, obviously the funniest, you know, we want the funding to be spent and rival and it doesn’t have to be a community would support about you. But like what like

37:41 A mental health Council it’s over at the very early hospital and Marion or someone’s down the street. Are they able to make a requests? I mean, obviously anybody’s able to make a request to the board for Look, like that’s for their purpose. That’s what I’m saying. Maybe the ones are up to the board to spend. So you need you know again, I think this is discussion relating to take place next meeting the idea stated our last meeting that December 12, we would allocate the money and vote so that we would allocate the money but we just talked about I was saying, who’s that many they may be coming in. Asking for funds and is that a realistic thing? That’s up to you to decide. I thought that the request had to be in by August 15 that

38:28 was really original Network request. So we had put in a requests for the Opera. We have been doing a thousand dollars. That’s our money to allocate to Mental Health Services as we could. So that’s that’s where we stand for energy within whatever we want. Well, I I just want to clarify because at our meeting last night, you know, we were requested to to come up with some recommendations because the task courses, you know, there’s a lot of professionals and community members that are really tuned into these needs and I think we’re gonna have to have a meeting before the December 12th meeting because there was some conversation and some more questions. So I just wanted to let you know we’ll be forward we’ll be having another mental health

39:14 task list meeting and just hopefully having some of the questions answered and and making sure that we you know have everyone in understanding of this is a lot of money that is available and one time and they’re you know, the guidelines are very very well well written so there’s not, you know a lot of questions, but I just want to make sure that we are able we can represent the task force, you know suggestions and we have we have a request. And what comes to about three quarters of the money we’ve request from Catholic Center we can vote on that next time. We also don’t have to vote on the other quarter of the money that night we can carry that along. Can we? Yeah, yeah, so right. Yes, no July

40:02 say that they’re not ready. Whatever we give more money. I mean

40:09 When we find out that there are other needs why would we give the money on pieces? Then? They’d be I’m just saying that you all at once someone comes forward and and it seems like a good project. Why would we have? Just our next meeting. But the reason we’re bringing up now is that if you’re asking us to make a decision next week, we can’t. We need to have discussion by hands before we make a decision right which we would we talked about that last meeting about how that would be our goal for the next meeting. Nothing to make a decision. Yes, but in order to make a decision these questions there needs me. Yes.

40:56 That’s right. And thank you. Sure.

41:01 Okay, so we don’t have any other items. So we need a motion to endurance. So Jack has a question, you know, okay.

41:16 Hi, Jackie.

41:19 Hi, John. Yeah, sorry about that. Could you put the slides for the new transfer station on the on the website, please? Yes. Thank you.

41:35 Thanks, Jeff. Okay, so we’ve emotion to endure so I’m seconded honestly anyway, Dr. Donald.
