0:01 so really you know even if we stick with what is what we’ve got um you know i i’m glad that we’re having those conversations and i would just like to say i was having conversation again because policy i’ve been on the policy subcommittee now for a few years so i was having a conversation with lisa earlier today about streamlining streamlining the policies that are in those handbooks and i know i can only really speak to the high school level um because i was in that sac last year and i know some of the edits that were going on but i know some of the pieces within it were taking the policies out and hot linking them so that the handbooks don’t become you know 300 pages long because then they’re just tedious and when you actually need them they’re really hard to get through so but there’s got to be a better way so

0:48 that we’re not so our policies aren’t changing and if we you know we’ve got a couple that were being asked to rescind tonight so that those don’t stay in there and so just if you know dr bucky if when you’re meeting with the administration on this if you can sort of troubleshoot some of those ideas and if it needs to come back to the full committee or the subcommittee um that’s perfectly fine as well but just to kind of so that we’re not falling behind in the edits because it feels like we’re sort of on this treadmill right now where we make these really great substantive changes and and get things back up and running and then you know the committee continues to work and the district continues to run and then we’ve sort of got but then we fall behind a little bit and we’ve got outdated policies and and things that are kind of not quite

1:34 correct in our handbook so if we just can and you know maybe maybe it just is the nature of the beast but if you know as we’re doing some of this thought work if we can kind of point our direction at that at some point i think that that would be really helpful as well that’s a great point i think as we go through we really need to to make that concerted effort to make sure that we’re keeping our policies aligned and vice versa um so i have that motion to approve the changes to the elementary school handbooks as presented who moved second uh was that allison yep okay uh roll call emily baron can we have discussion about it real quick yes um so i sorry i just want to say that we are live on youtube and recording i think

2:20 it’s all working um in regards to the handbook i think we need to talk as a district in schools i know this isn’t a school committee issue per se but it is a policy about the dress codes in the handbooks are not consistent and i think over the next year we need to look at them more closely and kind of figure out how we’re going to deal with dress codes because i know it’s not something people want to talk about but it is something we are going to have to deal with now or in the future so i’d like to have that happen at some point and i think a piece of that is also not just creating the policy and or the handbook sections on that but

3:08 also having the discussion um which we would have with dr bucky and then he would take it you know with it through his principles and then they would take it to their teachers and how we’re enforcing these to make sure that they’re enforced equally throughout the district enforced equally you know at a grade level or um even in a classroom that every every student across the board is feeling that they’re they’re enforced equally because i think all of us have that’s the feedback we’ve heard it’s more in the enforcement piece not necessarily on um on the district policy because our district policy on this is very very broad it’s when we start to to align that down through the the various grade levels

4:42 looking very terrified that their handbooks are not going to get approved this evening in my notes i had that we were breaking it up but apparently i noted the wrong thing there so we had the we had all of those handbooks in our dropbox and we had the one-page memos from all the principals so we i i’ve already had a chance to review that from um matt and dan as well and i’m perfectly happy to call for that approval for um to approve the marblehead veterans middle school as well as the marblehead high school handbook all right i guess we’ll amend that we’ll just amend that motion and retake the vote i need a motion to amend to approve all handbooks

6:09 yes um one of the charges of school committee is the pleasure of approving school nurses we’re very fortunate to have mary talbot join us this evening for the school committee interview of her becoming the glover school nurse mary had several offers from several different districts and were very pleased that she has considered the marblehead public schools and to become the glover school nurse so i will turn it over to the chair for any questions the committee may have i’ll open up to the rest of the committee if anybody has any specific questions for mary and i just want to welcome you mary to our meeting into our district

7:00 i think she looks like she’s coming back to us so if no one has any questions for mary i just had one brief one after reviewing your resume it looks like you’ve had you’ve worked as an rn in in various settings can you just for anybody tuning in briefly let us know what your pediatric clinical experience is um as highlighting your experience utilizing your assessment skills absolutely first i wanted to apologize um i’m in the process of moving my daughter into barnard and the apartment complex that she’s in is 110 years old and everyone in there seems to be about

7:45 95 so i was running around desperately searching for the wi-fi password so i’m in front of columbia right now sitting outside of starbucks i don’t typically do zoom calls this way with ambulances in the background and people walking by so my my sincere apologies i’m usually much more professional but i did want to attend the meeting um in terms of my clinical experience i’ve worked at two different hospitals one was north shore evanston hospital in evanston illinois working as a flow tech so i’ve basically worked emergency room er

8:23 pediatric i’ve worked everywhere but um but the surgical suite that’s a very specialized suite and then i just did a seven-month stint as a star spoke to pandemic nurse at wake mad out in raleigh so that was primarily pediatric and then prior to that i was a school nurse with ccsd 21 at whitman elementary and um that was a title one school i dealt with mostly pre-k through fifth graders um so my my pediatric background is very it’s varied and it’s um it basically goes along a spectrum with children that are basically i grew up in massachusetts i graduated from salem state um i just

9:09 here from illinois so my background is with children the demographic the particular population that’s very specific to barbel head um but in terms of pediatric i’ve worked with all different types of populations so um and then prior to accepting the position with marblehead i was the masco special education nurse for the summer program uh working with the medically fragile and autism spectrum chiari malformation all different types of situations involving mostly medical transfer children so i did that with masculine up in thank you very much for all the

10:43 into the school systems i just think it’s always interesting to hear people’s paths and and why what interests them to make that shift from the hospital setting which obviously is dramatically different uh the hospital setting at this point is um is absolutely chaotic in terms of a lot of my sister-in-law the nurses are leaving the bedside which is unfortunate um so when they when they talk about a nurse shortage there’s not necessarily a nurse shortage there’s just basically attrition and departure of nurses such as myself um frankly to be honest with you i love working with children i have children they’re grown now they’re 24 and 20. my youngest um is uh is currently in new york and my oldest

11:29 is in arizona he’s a recently eas marine from from camp lejeune so working with children having children working as a school nurse is exactly where the subset the area that i want to work in i could work pretty much anywhere i wanted leahey clinic was talking to me about wound care working with skilled nursing facilities it just doesn’t interest me and i’m sort of at the age in my career where and god bless the nurses that do um cure salsas and whatnot um it’s uh it’s it’s a job that um with certain nurses i i think that there’s absolutely that’s their that’s their calling um but in terms of the pediatric uh

12:14 nursing i absolutely love it it’s it’s where i want to be and it’s where i um and my career so i started it as at whitman elementary in illinois and you know i probably have a good ten years left of uh nursing and um that’s why i’ll hold you to that thank you well welcome and thank your son for his service thank you um so emily did you have a quit any questions or are we ready um nope we’re ready and welcome um so i’m going to ask for a motion to appoint mary talbot rn as a school nurse at gulver elementary school so moved

13:45 sent free from our lawyers as the handbooks were being gone over and then the federal changes to title ix so dr bucky i will um i will let you tee it up the rest of the way uh thank you um this is just really what uh sarah fox had said earlier in the meeting getting us back into compliance with policies that have shifted over time there were some major updates to title ix a couple years ago when former director of student services was here this is rescinding some policies that are no longer necessary because of those changes and procedures and i put together that one page kind of overview so i’ll just open it up to people if they have questions about what is being added what is being rescinded or what

14:31 this means but all of this did come through matt mcavoy’s office as did the handbooks i’ll just say one more thing on that sandwiched within the ac policies and title nine is the procedure for the policy i j r and that um i think we’ve talked about a few times the librarians came to the subcommittee last june i think it was and talked to us a bit about how they’ve been trying for um the better part of a decade to get a procedure in place with the reconsiderate reconsideration of instructional material um i think the policy is pretty good from what we’re understanding and so just putting in this procedure which so just tacking it on to the the existing policy is what we’re asking of the committee and what

15:17 they’re asking of the committee and so they’ve worked all summer with dr bucky as well as with the lawyers and so what you have in your packet is what they’ve come up with and again it went through the subcommittee last week so this is technically the second reading of it um and these are this this would be the second reading of um of all these policies i believe so i’ll open that up to emily and allison if they have any questions no okay um i very much so like how this outlines the procedure because i think some of our policies that’s what’s hard for the public is to understand okay this is the policy but how do i go what are the

16:03 steps that are proper to go through um i think even if we take in the future and we look at that policy ac and we really put down the procedure for that that people can clearly follow as well make that a little clearer for the public to find and to look for um one question under the title ix is in section m i believe in the past that ocr had instructed us to have one male and one female as our civil rights coordinator right now we have two females i don’t know if that’s something that we need to um to look at because i do believe maybe two or three years back sarah gold you may be the only committee member that also recalls that i believe that was if we weren’t instructed to always have email and an email so i don’t know if something has changed since then

16:49 since then since then actually think you’re right um and that we’ve what probably has changed is our is our legal representation um so i can go back i’ll look through um i think those those changes may have occurred when um megan was on the policy subcommittee so i can ask her to look through some of her things um and go and work with dr bucky and maybe that is the edit for that third read um is to name a male person because i do i do believe you’re right sarah if i if my memory serves me it was like october or november of 2019 and i believe the instruction came not from valerio but it came directly from ocr telling us that we had to have a male

17:35 and a female represented where i think this probably organically happened is at the time our male was our student services director so we just transferred that over to our current student services director um but i think we really are supposed to outline that and then one other piece i believe we are supposed to require to outline um is in the event that the complaint is against the superintendent we had to specify a specific person that only those go through that was another piece that came out of that and that was a weird little piece that came out of it was that that direction of there had to be a specific person noted for those if that were to arise does that bring

18:22 any bells there that one doesn’t but you know sometimes i don’t remember what i made for dinner yesterday so i’m definitely gonna look um um and then so that was one question and then on page 12 section k it says identification of key personnel to be determined if um there is a way to have those key personnel determined and approved or unidentified when we approve the policy that would be helpful

18:54 and i think as i was looking through the older policy um that when we’ve made edits in the past few years it was put into the policy the name of the person and we may be better off putting more and you know again this gets to it might need to be tweaked in the future and it’s exactly what i was talking about earlier with you know staying up on policies and that but putting the uh title of a person instead of the name um may may be a better way to be doing this um and at least worth an ask to legal yeah because again where it may have to be a male versus a female because we are mandated on some of that those may change but yeah just identifying whether it’s the role whether it’s the individual um and then we won’t need this for the next meeting but if at some point in the

19:39 future dr bucky you just want to let us know if there’s any pd for those individuals that are put in those roles and if so what is that pd okay and i think that they’re when there are major changes because i’m remembering a pd at some point um for administrators and if when there are major changes i think at the federal level i think sometimes or even at the state level they’ll put together something and then if i’m recalling it correctly the people that are named in those documents or the roles then are the ones that need to be attending those um you know dr bucky correct me if i’m wrong but um some somewhere in my memory of that as well no when they were launching the title ix changes two years ago the entire

20:26 administrative team did a four-hour pd with matt mcavoy on what the changes were and what it meant for investigations colby has offered to do pd for the leadership team on investigative procedures as it pertains to bullying and harassment so i can ask her to add that she’s actually coming tomorrow to do pd for the entire district at the end of the day tomorrow as one of our professional development days on bullying harassment restraint mandated reporter so all of those very important things that need to be accomplished she’s going to do some training for the entire staff tomorrow okay um and then as it goes with those pieces at the time we redid it last time we didn’t have an

21:12 hr director and that’s why it was the student services director and the assistant superintendent but now that we have an hr director that might be someone we want to loop into these roles because they just as as course from their jobs if this is against these are pertaining to staff they we would definitely want them involved absolutely okay um so again this was just to me uh to do our second reading of these policies and we’ll be talking about these for a vote again next week but i see allison’s handout yeah i just have a question i i or a clarification for the lmrc that the way this reads that could be different each time a complaint comes in

21:58 is that correct so the library materials reconsideration committee um the principal will you know determine designees from it it he he or she will not or they will not always necessarily have the same teacher on the committee is that is that correct am i reading that correct i think it’s on a case-by-case basis depending on where the objectionable material is falling if it’s a library book if it’s something in the social studies curriculum or science the principal would then assemble a group for the individual complaint okay i just want to make sure that’s clear so it’s not always going to be the same group of people making the decision i just want to clarify thank you thank you um so this brings us to our enrollment and

22:44 staffing updates dr bucky you want to take that i do because there’s a lot of exciting stuff to report out on um i sent a memo that outlines at each building the hiring that has been done starting with the district level and building by building i think the thing that’s gratifying as you look at that are the number of staff positions that have been filled internally people that were in endicott fellow that decided to stay and apply for a permanent teaching position somebody that was a tutor that is moving up to a teaching position a long-term sub somebody going from a paraprofessional position to a tutor we have very high staff retention rate i put that little grid

23:29 on there for you to see and it’s exciting some of the hiring that we have done this summer we had new teacher orientation today and had an opportunity to meet there are still some outstanding positions sarah had asked me to address that this memo that i put in the dropbox on friday probably would have a half dozen additional new names as of today i think we extended three custodian option offers today two bus driver potential which is a very exciting development i think there are a couple tutor positions one at the middle school one at village i think mandy still has a special education position open dan

24:15 has an english position paraprofessionals seem to be the biggest need right now and cafeteria workers um we need some lunch and recess paraprofessional positions um but no one uh seems panicked about hiring at this point as you look at uh some of our neighboring districts and some of the emails that are going across the superintendent’s list today there are districts in far worse positions with some really critical openings that we still have we do have a glover school [Music] student services administrator position that’s going to be temporarily

25:02 filled but we are looking for that um student services uh administrator position which would also be the preschool coordinator uh that will be temporarily filled until that a permanent person can come in and that person can go back to the aba coordinator so that’s any questions about oh no sorry sir please that’s the team chair position correct it is

25:31 questions on staffing before i move into the really exciting enrollment update so um no classrooms are apps in a classroom teacher at this point correct uh the english teacher position would be um i’ll let i will open to mandy if she wants to talk about the special education position about how that would be uh covered at village but it is my understanding there are no outstanding open classroom positions other than those two

26:02 yeah i can talk briefly we’ve already met with paula and leah today to discuss how we’ll cover students within that caseload we’re jumping in and helping out takes a village we’ll figure it out literally yep i’m happy to weigh in on the english teacher i have a call 8 o’clock to hopefully this candidate will accept the position um so fingers crossed perfect perfect um and i’m i’m excited about what you’re going to talk about with the enrollment numbers it’s what i’ve been screaming from the rooftops for years now saying it’s going to happen and i’ve done my personal part um

26:48 so can i can you just talk about if that affects what we need for staffing this year yeah so enrollment has gone up um i might call it astronomically this summer matt fox started tipping me off to this when he had 28 in the two grades seven and eight returning uh to vets mandy then jumped on the bandwagon and i think her enrollment is knocking on the door of 40 students coming back so i put the district enrollment report as part of the memo this week to show you that we have had an increase in enrollment and in students at every grade level except grade four uh and it

27:34 was static at grade 10 but a significant and sarah shared with me this morning it’s almost 10 9.1 increase in the enrollment over the course of the summer so um we’re fortunate that we have the staffing that we do and we did not make any reductions in staffing to accommodate such a surge like this in a short period of time and i’m happy to answer questions on enrollment thank goodness grade 10 didn’t pick some up because that’s a massive grade i remember matt fox that’s my son’s grades i remember matt fox dealing with that grade over at uh that’s a few years back so that that was good that that one is remaining static that’s a 252 the

28:24 so one of um and i may have given you the wrong number this morning but it still is pretty high i think it’s closer to five i’ve given you that number this morning based on something else i was looking at but what i found really interesting is our kindergarten enrollment because we always look at what’s going out versus what is coming in because that’s really where the tipping point is and our kindergarten enrollment from last year to this year increased 14.4 percent and that’s really significant as we look at these kids are going to hopefully be in our system you know for the next 13 years i think this is going to come into play a lot as we talk about budgeting and where we’re looking at things so this really changes the dialogue because the

29:10 dialogue we’ve heard through every budget cycle for the last however many years is we’ve declining enrollment accounting enrollment and the projections show that continuance of that decline um this obviously projections are helpful and we need they’re a very useful tool but this data is very real and it’s going to have to be factored in as we look at budgeting so we just want to keep pushing that out to the community that we’ve we’ve seen the increase we’ve built the new schools if you build it they will come and and now we we have these numbers so thank you for giving us all this information i’m going to open it up to any other questions emily or allison

30:41 sarah gold sarah gold yes sarah fox yes all right um the next item on the agenda was on during our retreat as well it’s the stipend equipment and discussion for hybrid meetings as i’m sure everyone’s noticed we are all fully remote today um what has happened is throughout the spring and much of last year we were very fortunate in that we had the equipment needed to run these hybrid meetings it’s this i i’m going off with stephen has told me i am not very tech savvy so it’s this bar that really facilitates the public being able to hear the school committee members and see everyone appropriately um and we were using some of the equipment that had been purchased for the brown school it hadn’t been

31:29 installed in that space yet um and we were trialing it to work out any kinks that has since been installed at the brown school so we no longer have that equipment to use we have the option to go back to all running off of our laptops and um the downside to that is i can tell you from when i was remote and talking to you all when you’re on your your laptops there was often times where we could not hear you as the public like people not on site it was very hard to hear um or if there’s technology things i saw drastic change when we transitioned to that tech equipment that bar that we are borrowing from brown um i can’t speak to what it was like for you guys to hear

32:16 what people were saying because i i was always remote so maybe one of you can speak to that a little bit um so so stephen had worked up a quote for what’s called the polystudio x70 video conferencing kit and stand um and we’ve we’ve seen that we saw it back in july during our retreat and it’s been back in our dropbox again um and then regardless of if we choose to go with that or not there would there’s been a request made that the school committee create a stipend for a position for technologists to assist with these meetings um when stephen or a member of his team has been saying to do this for us they’re doing that without pay that got us through the pandemic we’re very grateful very fortunate that they

33:02 were able to do that but moving forward it really is a stipend position much so like what lisa does for us is our clerk um i thought that that was an absolutely reasonable request and um he earmarked roughly about three thousand dollars for the year for that statement stipend for the tech assistant throughout the throughout all the meetings um there seems to be some discussion michelle had brought up whether or not we want to do a flat fee or pay a per meeting fee either way it would work within that budget um aldiford and michelle and what the best mechanism for that would be whether it’s a flat fee or a per meeting fee but i’d like to open this up for discussion from the committee

33:53 emily so as the person doing the tech on this meeting uh it’s very difficult to be a committee member and do all this other stuff so having the stipend position is necessary i would say i know sarah gold you did it a lot and it’s very it’s hard and i’ll just do i i spent a few hours after our summer meeting um because some people would read some committee members had rightfully raised some concern about you know given that we didn’t pass the the additional funding spending any money um one thing so i spent several hours looking for grants seeing if there were any grants out there that would facilitate this equipment um it’s roughly about five thousand dollars this

34:39 equipment um i did not see anything that does not mean that if i kept looking i just i looked for several hours and i could not find one that pertains to this um dr bucky and michelle have assured me that there is room in our budget and this would not take anything away from students if we do if it is the will of the committee to proceed with this what i would recommend is that during school hours when not in use by the school committee that this this equipment be able to be used by any personnel in the school that can can coordinate that with stephen and needs it allison yeah so i uh i just want to reiterate what i said at the retreat that i think we need uh to understand that this is the best quote that we’re gonna get on this i think

35:25 it’s a piece of equipment that we need i think that the attendance we get when we offer the hybrid to folks is significantly higher and i think that it encourages people to come that you know maybe have young children are in the middle of putting them to bed at the seven o’clock hour and that sort of thing and i think that it’s important that we provide that opportunity to the community i think it’s important that we do it in the best way possible meaning with a system that’s going to help facilitate clear and transparent communication um i spent a little time after looking because you’re right there were people that that questioned the cost uh this this kit seems to be much more expensive if you just search for it online so i do trust that this is the best quote that we’re going to get on it

36:10 and i certainly think it would be a piece of equipment that would come in handy for years to come okay okay um i’ll just sorry i was just kind of waiting to obviously i’ve got a little bit more background information on this as well having stood in sarah’s seat for a while um so you know everything that sarah everything that you laid out is exactly what steven and i had talked about all last spring um and you know and emily’s correct you know i would have i would usually have megan and dr bucky and then additionally when stephen was helping us out stephen would help um let people in and and coordinate the meeting that way um because it is a lot and it is really hard to um participate in in the meeting let alone you know like run the meeting and then do all of that as well so um

36:56 um um i think it’s a needed piece of equipment i’m just really struggling with the idea of close to nine thousand dollars all in on this um if we’re adding the stipend with the i think it’s 56 something um for the for the equipment um you know after when we have other other things that that it could be spent on um yeah it you know it kind of comes in and out of my head at points you know throughout the summer um and i just i i’m struggling with that with with allotting this some to that and i can say you know for what you said sarah about being able to have others use it i think you know steven’s ideas

37:42 behind this was that it was going to be put onto a cart it was going to be very easy to access and set up and use and everything so i think that being able to say that and and have others use it is seems from everything that i know in my conversations with stephen to be um something that would probably you know i don’t know that i would be able to do it because i’m also not very tech savvy but anybody who knows a little bit about tech probably would be able to do it um so i think that that’s you know that those aren’t just words um but again i i just keep kind of gritting my teeth at the at the cost of it um to move this forward it’s it’s just you know it’s a lot and if we have library resources and that you know i understand and you know maybe um

38:28 michelle or dr bucky can speak to this a little bit better but i understand the idea that our budget could absorb it um i guess the quest the lingering question then i apologize for not having asked it before this meeting is but are there other things that we’d be better off spending that money on um in one one thing i two thoughts i have is we’ve heard a lot from the community about wanting to see everything that’s going on seeing all if you if you will seeing the sausage made um and my concern is this without this because that other equipment rightfully had to go into brown that really will take us several steps back in the community feeling like they’re

39:14 able to get a view of what’s going on how we’re doing things and i think if one of our goals this year would be really improving our community continuing to approve our communication and community engagement that to not do this would really put up a wall between us in that community engagement area and then i worry about the ripple effects that will have on on further properly funding our district one question i have and i apologize um dan for putting you on the spot is i know you have some technology classes at the high school school and i know that we have not given you any information but i don’t know if they’re during the school day if you know having
