Board of Health
Board of Health: June 15, 2022
The Marblehead Board of Health voted to approve a fowl permit for the Joyce family at 17 Haley Road after extended public testimony from neighbors on Hawthorne and Haley Roads who cited coyote safety, rodent, and noise concerns. Board members acknowledged the concerns but noted the application met all requirements under recently updated regulations and that the town's approximately 12 existing chicken permits had not generated significant complaints. The board also heard a tobacco control enforcement matter, a beach water-quality update for Gashouse Beach, and a presentation from Sea Glass Village on senior aging-in-place services.
Board approves Joyce family backyard chicken permit 2-0 over extensive neighbor opposition
Neighbors on Hawthorne and Haley Roads raised coyote safety, rodent, noise, and regulatory-compliance concerns, but the board found the application complete under recently revised fowl regulations.
The board heard the fowl permit application of Janelle and Yale Joyce, 17 Haley Road, represented by an attorney. The application included a pest management plan, waste management plan, site plan, and notice letters to abutters.
Applicant’s position: The attorney argued the application was complete in all respects under the town’s revised fowl regulations. The Joyces plan to keep hens only (no roosters), housed in a quarter-inch hardware-cloth enclosure with a buried skirt to prevent tunneling. Feed would be stored in metal containers and manure brought to the transfer station. The applicant cited correspondence with Mass Wildlife biologists, the Mass Department of Agriculture, and a former Board of Health director who stated that well-managed coops do not attract additional coyotes beyond those already present.
Neighbor objections (Hawthorne Road and Haley Road residents):
- Multiple neighbors cited the existing coyote population in and around the Hawthorne Reservation and a recent coyote attack in Swampscott.
- Concern about children — including one neighbor’s non-ambulatory disabled daughter — being unable to flee a coyote encounter.
- Assertions that the application was incomplete under the new regulations: no topographical elevations, no approved building permit, no electrical or plumbing plans, no detailed fencing specifications, no flood-zone information.
- One neighbor alleged the Joyces had a pattern of violating town ordinances (leaf burning, illegal fires, unpermitted construction work, oversized dumpster).
- Avian influenza outbreak in the region, including Marblehead, was raised as an additional health concern.
- Neighbors objected to being placed in the role of monitoring compliance.
Board deliberation: Health agent Andrew confirmed there are approximately 12 active fowl permits in town with only one prior complaint (resolved by ending ground feeding). The board discussed the 14-day correction-order process. One board member expressed reluctance but seconded the motion. The vote was 2 in favor with one member noting reservations but not casting a formal dissenting vote.
Next steps: The Joyces must obtain a building permit before constructing the coop; the health agent will inspect the structure before any birds are purchased.

Sea Glass Village presents senior aging-in-place volunteer program to the board
Betsy Morrison described Sea Glass Village, one of 350 village-model organizations nationally, and explored potential collaboration with the Board of Health and the Marblehead Mental Health Task Force.
Betsy Morrison, 6 Union Street, introduced Sea Glass Village, a volunteer organization that helps seniors age in place by providing rides, light household assistance, social connection, and referrals to services. The organization has a paid director and office space in a local church. Individual membership is subsidized to as low as $5/month for those who qualify. The board suggested collaboration with the Marblehead Mental Health Task Force and the Council on Aging. A mental health task force meeting in September is planned at the high school.

Traffic study data for the Marblehead facility not received as expected; update deferred
A preliminary data file from the traffic engineering firm was expected but did not arrive; the board was told a full report and presentation would follow at a future meeting.
The health agent reported that a preliminary traffic study document was expected to arrive that day but did not. The firm had deployed sensors on site. Two traffic circulation options had been shared with the consultants: (A) all entry from Green Street with all exit via Beacon Street, and (B) residential entry from Green Street and commercial entry/exit via Beacon Street. The board was told the consultants would present findings — including any alternative they develop — at a future meeting. A resident (David Lieberman, 5 Arnold Terrace) clarified his recollection of the architect’s original proposal differed slightly from staff’s description.

Marblehead Mental Health Task Force reports on Cinco de Mayo event and fall programming plans
The task force celebrated a successful community mental health open house and outlined plans for a September event at the high school, including a positive-parenting speaker program and the Nan Project suicide-prevention program.
A task force member reported that the May 5 Cinco de Mayo open house drew nearly 100 attendees and received positive feedback. Going forward, events will incorporate the ‘three Fs’ — free stuff, food, and fun — to draw larger crowds. A September open house at the high school is planned, focused on positive parenting across age groups. The Nan Project, a peer-to-peer suicide prevention program connected to a North Shore family that experienced loss, will hold a program at the high school in the fall. Police Chief Dennis King updated the task force on recruitment of a mental health professional to serve 24 hours per week under a jail-diversion grant, with 40 hours of Mental Health First Aid training planned for officers. The task force’s Facebook page is ‘Marblehead Cares.’

Marblehead Village Market fined $2,000 and suspended seven days for second tobacco violation
The market sold a single cigarillo below the required minimum price, triggering mandatory second-offense penalties under the town's tobacco control regulations.
The board’s tobacco enforcement agent identified a second violation at Marblehead Village Market involving the sale of a single cigarillo (referred to as a ‘single singer’) at a price below the legally required minimum. Under the regulations, a second violation carries a $2,000 fine and a seven-day suspension of the tobacco license. The board voted unanimously to impose both penalties; notice was to be issued the following day.

Gashouse Beach closed due to elevated bacteria counts; curbside trash collection normal on Juneteenth
Water samples at Gashouse Beach showed colony counts of 121 and 148 per 100 mL against a threshold of 110; a third sample was taken the same day, with results pending.
The health agent reported that Gashouse Beach had not been officially opened for the season due to failing water quality tests. The first two samples returned counts of 121 and 148 colonies per 100 mL; the state threshold for closure is above 110. A third sample was collected the same day. The agent noted that rain events and prevailing winds affect flushing of the harbor. Staff also announced that curbside trash collection would proceed normally on Juneteenth (Monday) but the transfer station would be closed; the pit would be closed Monday morning and reopen in the afternoon. A household hazardous waste collection day earlier in the session drew approximately 100 households.

3:40 in Plus. Our average daily incident rate per under thousand for the last 14 days is 13 point 39.4 the relative change in the last two weeks is lower the total tests from the beginning as 111,000 977 the total test for the last 14 days is 1,278 recent positive for the last 14 days is 8.84% which is lower compared to the food before we are on the back side of this last Peak, which is a good sign. This we started to Trend upward around March 9th. And obviously we kind of peaked just after May 9th.
4:26 So we are on the back side of this at this point and we hope to have a quiet summer. That’s all. Yep. Thank you.
4:37 personally
4:41 The next item is development application to voice families that you want to come for.
4:56 here
5:07 being everybody nice to see you live in person here. It’s really good exist Yes, actually we dimensional people. so I mean, um again both of us and I wish I drive also we just found the attorney representing the choices and you know even Um and this topic for several weeks and happy that we got to this point. So I just want to go over a few things about the application. You have the application front of you. It’s my understanding that the application is complete that everything has been turned in including plans the video management the State
5:54 Management plan test management and the details about the poop. the types of chicken the beans notice also the notice of intent the following application that was spent. To all of the others you have the notice itself on page four the list of the letters. And then the next page is we have also the other and the receipt from the postal office that there’s in fact. Nonsense and then after that as you saw that was their plan, she said The Pest Management and then here we following
6:40 ages. Exactly where the coop is going to be. Actually, the poop is a little closer going to be away from the neighbors as far as they can. Just to have more distance between the things and the other neighbors. So I went through this application. I went through our great new thing that we have for the South permits. Um, and I would have to say that it feels like there’s actually really no rational reason not to approve this permit. The choices do understand that several neighbors have concerns. It’s rational we have concerns one of the main concerns
7:26 is Payless. People are afraid that the chickens are going to be that location. You might just Which is a complete concern but of course one, we know that we have a problem with peyote weyotes, no matter what here in Massachusetts. We just so many Scott just got big. Was it yesterday or Monday? I think they were just walking around been in square think of their parking lot and Cody came and said them so it’s not something that actually specific animals are going to attract further. The Joyce’s talk to actually they have so much knowledge about chickens and spell permits and what to do that. I think they’re probably should be there the chicken people right now in local head because Janelle Jesus went and she did
8:14 so much research because she really wanted to make sure that she crossed every single tea that. She died at every single eye. She talked to the Conservation Commission here in horrible head because they’re they’re property does a butt the trail the conservation land and she wanted to know if there’s any problem from the conservation. They said no that’s Talk to people in the event environmental agencies specifically to check about how do you how do you help your neighbors? And how do you make sure that peyote is so confident, you know and take the chickens and she talked to you know that she talked to so many Board of Health and different towns really to make sure that she has complete understanding of what she needs to do. If and when they get the chickens.
9:00 And from my understanding is that specifically let’s have that coyotes is as long as chickens inside the coop, which of course they have to be and that’s what they’re going to be and it’s not going to attract more views. In fact that they always as you know, they want on almost everybody is that yards? Right? Sometimes we’ll just go out the backyard and see over your light will jump up. We’ll see on the camera and if they come in and they see that the chickens are inside of who and they’re not going to come back because you know that Or if they come in just everybody else and somebody makes a sound, you know goes into something then again, the field will probably not come back to that place because there are more Hunters of opportunity, right? They see something they’re gonna try and hunt it so that that specific concern of the neighbors should actually be a
9:48 little relaxed because again, the choices have really really learned how they need to deal with the chickens in order for it to be safe. Um other concern that maybe on some neighbors will rise is maybe a smell right the smell the noise again noise actually from different research and that’s why I gave you all that information. You will see that chickens don’t make more toys and typical job children that’s you know, in other animals. They really do not and the same goes to the smell. And again, I mean Marblehead has given permits found. We have people here that have chickens. We have few people that raise chickens and their eggs. I get their eggs to the neighbors through their friends Etc. So obviously
10:35 Marblehead is is a town that allows that allows from fallen again if there are any concerns for noise, smell not cooped in the right place. Those are hypotheticals. Those are hyperson. S you can’t deny this permit on a hypothetic. If something happens if you give the permit and then suddenly Neighbors come and say hey, we saw the chickens no roam free or there’s a lot of smell or they’re not keeping up to date night. They’re not keeping up the manure plan there doing something that they’re not supposed to do a porting to that very nice. Um procedures that we have no policies and procedures then that I would say absolutely that’s come back what’s inspected
11:21 and be suspended we vote it. Whatever needs to be done bringing to that. But all these hypotheticals it might mean coyotes in my house. It might be noisy. It might not be attractive. All these things are hypotheticals and they are not rational legal basis to deny the permit.
11:45 Another thing also is that people might raise again that they are about to talk about a conservation land to the trail, which it might be again more coyotes, but we did not write in town of Marblehead legally. It’s so in right so it did not deny people that live next to a Trill next to a conservation lands the right profound permit. That’s not in the sun in those procedures in that policy. And so we cannot deny that based on the fact that they’re just next to the trail and again, actually Janelle Joyce did talk to the people of the conscious of the Conservation Commission, and they said that you know problem there’s really no issue on that specific propert.
12:39 yeah, so I just want to finish really just say that if you look at the application it is it is completely full. It’s 100% for the notices were given. The letters were sent out. They have done all the research. They have fun with all the plans and I really don’t see any rational bases and many legal places. Thank you.
13:06 So historically in town, what do you think? There’s about 25 active permits? well, well, yeah and Just you always when we approve of treatment. We say we have the right to go back and inspect rights and if there’s any complaints, we don’t expect obviously called out in the regulations, but we’ve always before the regulations you have and that was always stimulation of being around. That’s correct. Um, and Have there been in the last couple years any complaints. It’s only been one time when I’ve had to go out and deal with the complaints regarding rodents and stuff like that. But the owner was able to address it and the complaint. Brave them in this neighborhood. I know they were not in that neighborhood.
13:53 Do you have any questions either?
13:59 We give it some lanterns here. Yes, we’re gonna get to that but first. Definition. I think they’ve been very thoroughly. So I had a couple different questions. So you’re gonna be using Contra pests. Obviously, that’s a birth control. I give you using any kind of bait stations around the facility or anything like that as well. Oh, yeah as you really have so you’ll monitor the site and look right upon activity. You’ll make sure you put out some of your stations. That’s what will you be doing with minor right in our plane is right. Keep it in the middle can we’re gonna bring to transfer station? Okay there you just saying your application. You called out the transfer station. You also called I just want to make sure it’s a career with materials you going so it’s
14:44 gonna be stored in the conflict, you know metal container and then that will be brought up on a regular basis. It’s And your feed management plan the chicken food and then it says get is that what is git or that type of speaker group? Okay, it would be cornmeal. Yeah, that’s things with the plane is or something with the stone-based. Okay. There’s a certain product that works. Well, you know fixing our research that we okay.
15:16 Those on your questions. Yep.
15:20 Could you show us you said you moved?
15:26 Who to be awakened or it is now be sure to say that that as much reasonably as we could form here.
15:38 One of the application shows a map of our lot and it’s just butter. I think if no, no, it’s not just it was nice that way that it will be far away many years, but
16:01 um Okay, so It’s listening like all the detox signs about it before we begin with the comments. which is why we change our regulations last meeting so we can this meeting instead of I think the neighbors decide. If it comes to me. so if there’s anybody who has any Comments for concerns. You may introduce yourself in public records. You just want to Stand up. Unfortunately my neighbors. I’m here my wife 11 Haley Road. The only concern we have they mentioned was they coyotes? Where one house away from the joices,
16:47 I don’t know where the coop is going to be. I assume it’s going to be in their lower Yardley, correct? Let me back here near our garden if you find a house, right? Well, we could play very like here on the map and see here’s yours. That’s our garden area right down so flat area. That’s what happens. So you’re on the lower. The product. Yeah, no report not to fully lower part. There’s a sort of second level of three. Thank you again. If they tell you these once they have a set they will come up. Every morning every night no matter it’s going to be a nice. Closed and cool. I’m sure that the coyotes
17:33 will not give up. And my main concern is if they get the scent across the yard on our side of the property they keep track there. They’re covered receptacles that they’re out in the open. Priorities will pick up that scent come over that’s less than 20 yards from our patio. We have dinner there most nights we entertain on weekends we have with amount of people there evening night ten o’clock yourself. I don’t I only showing up. If permit is granted, I’d like a stipulation removing that prayer to an enclosed area. The percent would not attract a coyote
18:18 Randy Wildlife towards our property means specifically from the fellow. Well their crafts containers the weekly trash. I mean keep them in the bottom driver they come right right, but yeah abetting our products and that’s less than 20 yards where patio ways. That’s the stipulation that I would like that those would have to be in a closed area. So trash we open right now. The trash cans are out in the open they’re covered. throughout the open and you know a child you don’t know whether you’ve seen them. I know you’re well fed. They’re big. And they could knock that over which.
18:58 That’s why I’m sorry. We have a letter from that, you know, yes, I’m sorry. I was reviewing some of the letters is he was speaking right here. You just And we have chance to really just to provision. So but you’re only concerned is the trench. What I always also what we have the life and you do hear stories of roads and what have you but you know, there’s a plan to take care of those. We’ve been at this property 41 years. We have never ever seen her, right? And I do not want to see that what what coyote?
19:40 Every night every night we hear the coyotes how there’s five coyote in the Hawthorne reservation. Are ones in this in the winter are all coyote tracks. In fact, I have a blue stone walk that leads into my house and I had a pressure watch but there are still permanent marks from coyote. They they’re all the time and my next door neighbors. Oh, my name is Stephanie Rice and I’m speaking on behalf of my husband Bill Rice and myself.
20:13 So we have the kind and my next door neighbors Marty and Camille Thompson. And they had a coyote sleeping in their backyard. And so they called over to me to let me know because I watched my two grandchildren a 11 month three and a half year old every single day and after the coyote attack yesterday. Um, my daughter came home and said to me, please do not take the children outside of your yard, which means to back but I have offensive front yard. And my Gardener even told me that it was last year that it was rating seats and fights landscaper, and he said to please not take the children out at that time.
20:59 Because the coyotes are very aggressive. Outside is when it’s in yesterday. There have been other incidents that we’ve heard of on TV in the past few years highly concerned about that and another concern. I’ve done a lot of research and the research stated that they do. I mean it’s not real trap title. I always and then rodents are a huge issue. Um, you know how to make the approve and then they make access for any type of animal snakes or any type of businesses in the area. So I’m highly concerned about that and The conservation area we have a lot of things you.
21:47 The coyote how will every night? They walk down the street at night.
21:56 There are several neighbors that would attest to that. Excuse me, abusing any roads in our property. I have not. I know well by CS. I think
22:11 right
22:15 Let’s see what happened to you, but we keep nothing. I mean there’s nothing in our there’s no you. Referred to say there’s nothing right?
22:29 is that So my name concerned at the coyotes the children in the area with a lot of young children. and although exactly It’s you’re welcome to hear that. I just wanted to say one thing that I
22:51 felt with you know, like you come no go through the meetings that have concerns also. But that chickens, I guess 12 and 14 years. And you know the foxes in coyotes and they’re gonna be there regardless, but they got a lot to eat and a lot of things to do out there and I’ve come through my area and what they view going. you know a ton of Turkeys and rabbits in the whole bit, but they come and see these Birds locked up two or three times and they’re like, they can’t get out. and it’s they have a you know, a strong fence in the waste their time from that continually something they know, you know, they can’t
23:38 You know, they move on the easier passes and I know we were feeding the birds on the ground. With attracted a few rats, but Andrew is likely you can’t throw food on the ground and you know. Rats will notice that if there is any food around the rats don’t hang around. So as soon as we start eating the bird song for Wonder Farms leftovers, we the rat. You know, which wasn’t a problem to me but we saw a few. Yeah, the young kids you don’t want to see that so he stopped the food for all on the ground and that was younger. You know that problem. I know dogs, you know will attract rats that you know, pick up after you die. I’m going to check in. You just want to write over
24:24 the AG or what I do is turn the soil over once a month and So, you know, we haven’t had that problem with I know your thoughts about we’re not right on the track. So you guys are. and I just thought that so much two sense with on that that you know we don’t I had a bunch of neighbors the same concerns, but You know, which means 14 years, I think.
24:51 And you know Justice.
24:57 Evening, so I’m not leopard I directly but the choices as well on Hawthorne. I have a several concerns. I also submitted a letter it was late this evening what we have it. Yeah, you can read it there. Perfect. Thank you. So the decision to keep follows not one that impacts only it impacts the entire neighborhood. I’m not speaking at I guess. I’ll make noise. It’s a fact that you have losses and like all livestock. They do smell those noises and smells cannot be contained to a single person’s property. Course those things can be managed with minimize with care plans, but it’s still something that in a very densely populated town will spread me on an individual’s property. I think everybody established tonight that will do also attract
25:44 rodents and coyotes and these represent a very real Hazard to our community into our health and our safety your own website states that coyotes can frequently be seen where food is commonly available and then further emphasizes that the ability to detract coyotes will be futile. If neighbors provide food and indisputable fact that follow our coyotes food. Property in question also is an established directly about the conservation land. As the Board of Health you can’t prohibit wild coyotes from entering our Seaside community. Don’t have to further. There are over 10 children five years of age and younger that live on Hawthorne Road. Two of which are my children. I have an 11 month old son and a three year old.
26:30 disabled daughter my daughter cannot differentiate between a dog and a coyote. further
26:39 she does not possess the fine motor skills such that when she goes up to it to try and pet it she would whack at it and he swing motion that a wild Cody would surely take as an aggressive act. On top of that. She does not have the ability to walk so she would not be able to run away and protect yourself.
26:57 We’re not talking about low probabilities here. This is not a hypothetical. We have established by the choices on attorney that on Monday in swamps got in broad daylight a coyote attack a man in a bank parking wall. We don’t need to be doing things to further bring these people to our town. beyond that just today the Swanson Police Department announced that there’s a formal avian flu output outbreak, excuse me, including the town of Marblehead.
27:27 On top of that WBZ was in the hot today investigating coyote outbreaks. I called and did research as well. I spoke to the neighbor of people who have chickens some in the hop. In fact, I spoke with one of the people who are part of this investigation. Not only did the coyotes continue to return to that property until they had eaten the chickens the coyotes ate some of their own pets. They attacked and killed in a cat. Of the person that I spoke with.
27:58 Running through the conservation one that but the choices property is a path. Every morning you can see countless children walking on their way to school to the tower school to the ground schooling to the Village School. This location is directly Central between all three of them. And these kids would be defenseless against coyotes. There are coyotes. They’re all ready that’s established. We don’t need to bring more to the community. We don’t need to be doing things that furthers coyotes on our property.
28:30 If those health and safety reasons weren’t enough the terrain itself makes an impossible for me to protect my property. There’s a large elevation difference between the Joyce’s property in my own and while we do have a fence between our two properties. A chicken on the Joyce’s land needs to Simply launch off a rocking ledge and glide right over my funds. And there’s not a thing I can do about it because of the building codes in this town that prohibit me from building the entire. Phones, as if all of those reasons, I just stated weren’t enough to decline this permit. The choices plan itself in permanent itself. I would argue is not complete under the new rules of regulations that you’ve posted. It requires a topographical information by definition topographical list three dimensions in our plan does not say anything about elevation, which as I raised you as a concerned
29:16 mind because I can’t build a higher fence. The Joyce’s chicken Planet itself makes no reference the legally required building permitting process. There are no electrical plans in place to make sure that it’s well-lighted which is required under requirement for there’s no mention of drainage structures, which is required under requirement number six. There’s no mention of the applicable flood zone that it would be placed in which is required in order to ensure that the under requirement six as well that it’s not going to be placed in the blood. So There’s no approved building permit for the structure as required by the Marblehead zoning. Bylaws. And there’s no Plumbing fans or plumbing permit to provide the poop with an adequate inputable water source, which is required under requirement number seven. their plan also lacks details around the fencing that surrounds the
30:04 group including the type of material and exact location and said only showing General sizing in
30:11 I’d like to reemphasize that the approval of the building permit is especially important to verify that the location they’ve actually selected is structurally safe to build a structure element is legally allowed to be located there. I’ll wrap up by saying the new process states that the applicant must demonstrate that the issuance of a permit shall not be detrimental in any way to the public welfare. The Merriam Webster dictionary defines wealth there as the state of doing. Well, especially in regards to the Good Fortune happiness well-being or prosperity. As you’ve heard tonight from several labors keeping a follicle in Haley road is not in our well-being or happiness, but only the choices. I’ll further add that the new process also States the applicant must demonstrate that the issues that are permanent would not endanger the health or safety of the municipality.
30:59 as I stated these follow would not would attract rodents coyotes and diseases all of which representing very real imminent danger to the health and safety areas and if you consideration
31:13 Hi everybody. I’m Michael carrots. Okay. Well, I’m gonna try not cover some of the same ground. I encourage you all to please read my letter before you approve or deny the application tonight, but I’m gonna hit the high points of it. So we covered kind of things 22 Hawthorne Road. Sorry butter choices here. I’m gonna cover a couple of topics and we’re mentioned the rodent population. They heard from Haley Road. They’re not a road an issue. There is a road an issue on Hawthorne Road today ever since the Joyce’s moved in and cutting down large swaths of greenery trees. We’ve seen an increase in rodents mics and rats on our road. I think the chickens are gonna exacerbate that when you bring rodents into the area, you’re gonna bring other prey and courage the Predators we talked about here. I’ll skip
31:59 over this because I think you’ve heard the areas is literally with young children small pets and frankly because of those things you should deny that because the the benefits to one family do not outweigh the risks this community given what you’ve heard. Tonight second and importantly I have no confidence that joices will hear the rules and regulations because of what has heard continues to occur in their properties on many occasions. It’s moving in the choices violated Town rules and regulations and continue to do so frequently it consistently violated Town ordinances on Leaf burning and open fires. They said all the legal fireworks in the Fourth of July. They’ve been performing seemingly daily work in their home for over two years and the only building permit file was a roofing permit on by local contractor. If you review the online application permits
32:46 here to ignore the rules which are inconvenience them and face with situation where they don’t like it. They hire an attorney to change them. Okay, as it relates to the many instances of beef burning and open fires. And within the application is a picture on May 13th. They were they were photo there were burning legally burning degrees in their property on May 27th. There’s also another legal fire department to come out and extinguish that point in time even today. It dumpster on their property, which is greater than six cubic yards. I do not see a building permit filed for that within the town records. Okay, third narrative created by the joices in this process and other public forums says that hey we’re unwilling to allow a simple request, but they but they’ve actually misinformed you throughout this process. They told
33:32 you if you go back and watch the videos that only one neighbor was against this but in reality prior to ask them for the regulations being changed, they actually reached out to all of us all of our neighbors and we all said the exception of one. He’s 90 years old. Okay. It’s not gonna confidence. So so it clearly contradicts their previous statements given the densely populated nature of this this town the fact that chickens are allowed and smell. How are you going to ensure that? This is not negatively impact the quiet enjoyment of our property and our family. Okay, given their continued violation of town rules. How can we be assured that they’re gonna follow the food and waste provisions and regulations. How are we going to make sure that that they handle all of that and a proper manner by approving this application you
34:20 Us and our neighbors to be the monitoring body to ensure that the environment and the neighborhood are not negatively impacted by this request and none of us want to do that. Let us at the time or bandwidth to be able to do that at this point in time when inevitably there is an issue in the future forcing the neighborhood to wait up to one year to address. The situation is unacceptable as conditions will clearly deteriorate impacting the community. Please do not force us to ensure that the environment and our properties are not impacted lastly the new regulations require the applicant demonstrate that the issuance of a permit shall not be detrimental in any way the public welfare and would not endanger the health and safety and municipality followed 17 Haley Road would be detrimental neighbors our properties and we
35:05 clearly impact the health and safety of the neighborhood including in particular our children. Please deny this request. Thank you very much.
35:16 The Andrew how many families have chickens in Iowa had it’s not a dozen about 12. Oh, yeah. Are there any who’s been a butt concentration when you talk to the channel if that’s right. I would have to do the research on that around that information tonight. So is Mr. Steven slot either of Tony Haley Road? So you wrote a letter too. So I have two other letters that I use the record there. He was trying to party it generally had to go to that’s why I always referred to And I’m sorry. Yes. Yeah with any comments online. You don’t know the comments first. You want me to read the letters? Why don’t we continue with the comments tonight? Is there
36:01 maybe with headrest?
36:06 It’s this Choice. Yeah.
36:10 Well, that’s Mrs. Jones. She’s muted. Muted she’s us. Yeah. Oh, can you hear me now? Yeah, okay. Hi. Denelle, Joyce 17 Haley Road and a couple of things I would like to address and I there’s a lot here. So I’m gonna try to remember all my points. But first of all Michael pointed out that we said one person a great we actually had two people that signed Mr. Powers signed and Mr. Edict and we did not hear back from the rest of them. After Andrew told me keep doing it, you know, go ahead put letters in the mailbox. We explain the coop. We did all that. I never heard back from anybody and I even tried calling a couple people put my email on there and no
36:56 one got back with us. And that’s when I called Andrew and I said Andrew what how long do I need to keep contacting these people? How many times do we knock on their doors? You know, what do we do? And he said don’t worry about it. We already got a letter from Mrs. Rice’s attorney and at that point is when we You know reached out and try to figure out what we could do next. So that is something as far as everyone. I’ve talked to and these are the wildlife experts Dave Waddles th a PhD biologist with Mass wildlife Bridget mcgallis also works from Mass wildlife and fisheries and Meghan McGrath as you guys all know is with Mass Department of Agriculture, and I have brought up all of these concerns because as I don’t know how many of you know, but I have young children too and I want I don’t want
37:42 to do something that could endanger them. I think this is a great experience and could potentially be a wonderful experience for my children as well as Neighbors. If we had that nice neighborly situation occurring it would be a good experience for everyone if we allowed that to happen, but as Dave Waddles told me and I have it in writing in an email and they have it and you guys should have it in front of you. He clearly stated that having coyotes would not be an issue as long as you take the proper precautions and this is for rodents too the quarter inch half where hardware cloth Michael is is stated in there as well as the dimensions of the run seven feet wide 14 feet long and six feet tall and the exact dimensions of Cooper. They are all so the quarter
38:29 inch hardware cloth if you bury it and do a skirt out from it and then put the gravel around it. It will prevent things from tunneling in and getting into the coop after all we did you guys. I don’t even know if you have any idea these kids are thousands of dollars. This is thousands of dollars of an investment. So it’s not just something You know, we would want to get and then not take care of not, you know, take care of like their car. You don’t want to get a car and then not take care of it. Or anything you own. Other things the building permit. I know Michael brought that up. I’m and if I’m jumping around, I apologize. It’s hard not being in person. But I have a compromised immune system in my doctorate. Dana Farber said I should stay home. The building permit Android buys me do nothing. Do
39:15 not buy The Coop do not do that until you know, you get the permit from them then the building department and I did talk to the building department after we have the approval for the foul. Then we go to the building department and present our information to them and then they You know granted or do not Grant it but yes that is when we would go get our building department. As far as lighting there’s many many sources of adequate solar lighting that can be utilized for a coupe. You do not have to have electrical and you definitely do not need Plumbing. Your water is something you will be filling up every day and removing from that Coupe at night because when they’re in their Coop, they do not need water in their tubes. They only need it during the day when they’re out in the Run they do not there’s sleeping at
40:00 night same with the food. You can remove the food every night. They do not need food. It’d be the same as if you had a cat. I know that you brought up the people in the heart. I know the hot allows free ranging of chickens. and if you’d like your chickens free range, absolutely they’re going to be predators and a lot more Predators as well as talks. Everything else is going to come. I also talked to Dr. Riley at Atlantic veterinarian and she concurred with me. Our own Matt Wolverton and Sarah Fox here in town on Beach Street, very small tight lot have chickens and I talked to Matt and Sarah and I said well have you ever had issues? And Matt said to me as many times as I’ve seen coyotes down on Deborah Beach on the marsh. He said I’ve never
40:47 once had one in our yard. I thought that was good. It was brought up that we’ve been removing brush for years that I guess the owners before us took all of their brush and debris and put it down in the woods and right when we moved in. We had three big trees fall and they were laying down this we are removing those that we did not take those three big trees down. They came down in a storm that also took down a big tree in front of our property and I think Cliff remembers that because it was it was a big storm. Everybody had trees down. We are removing the brush because I was advised by Bridget and Dave that if you have any loose brush or debris, it is best to get that off the property. It is somewhere where rodents and things can live they can make the home of it.
41:33 So it is good to remove it. So, yes, we are removing the brush. Um, I’m kind of thing. Oh, I know my husband could address this better. But with the fire department they did come out and actually only once did they tell us to put the fire out and the other time they actually said that they would like the person whoever was To stop calling because our fire pit was within the Realms of what they require for a fire pit. on I know Cliff himself said they have not seen rats. We have not seen rats. I know that as far as sound this is a Mass GAR states that the average chicken and you guys have to remember we are not getting roosters and we’re gonna get them as pullets which means that they’re gonna be old enough that we will know their hints.
42:19 They will there will be no risk of a rooster. And that states that the average chicken is actually the sound of 60 decibels. So I know Yale said not louder than a dog. The average dog is 80 to 90 decibels 60 decibels to put it in perspective is like your dishwasher and the sound travels approximately 25 feet, which is very you know much further than any of our Butters will be I’m trying to see what else and there’s also somebody who wrote I talked to another person and I read parts of his book. He wrote the Eastern coyote book, which is a really good book. You guys should read it’s knowledgeable. Somebody brought up. You don’t want to bring I think Matthew said you don’t want to bring more coyotes to the area. And if you are knowledgeable according what Wildlife
43:06 Specialists have told me Dave and Bridget Megan and the person who wrote the Eastern coyote book coyotes are territorial they stay in their territory. So yes, there are coyotes. We know this but we are not going to be attracting more coyotes the coyotes from Salem are not going to be coming to our property because the coyotes that are currently here will keep them away. They’re packing animals, they will how and they will make noises that they will go after them and it you know all else fails and other coyotes come in they will attack them. Um also I know I do have a letter from Ruth play that I’ve attached in it. in the packet for the Board of Health She used to be the Board of Health director for Melrose Wakefield
43:51 and she was the interim director fertil Enfield and she said I think 25-35 years. However long she’s it’s in the letter that she has been doing this. She’s had many neighbors who are nervous or concerned. You know and and that’s fine about coyotes about chickens about whatever. However she made it very clear to me that once the coyotes are in place. Most of the time it’s never an issue. She said she had never had a problem ever and she asked Lynnfield if they did and they said no. As Matt Wolverton and Sarah Fox told me you know, they they had neighbors that were very concerned too. And they were actually worried that they wouldn’t be able to get their permit because it was when you had to get your neighbors to sign and they talked to Andrew about it also.
44:38 However, they were able to convince the neighbor, you know that they wanted and she signed so they got their chickens. And Matt said now nobody ever says anything to him about it and he says because their lot is small that if you walk by you can hear the chickens making their little, you know, quite chicken noise because they’re chickens. I think are you know right there they’re literally really close as far as the building department is concerned with setbacks. I want to make that very clear. It is not a shed setback. I know that came up on May 31st. It is not shed setbacks but is single residence setback, which is 15 feet. So technically if we’re worried about topography and stuff we could put it, you know on a lower part of the ground, but we plan to put it In a section that would be as far apart from the neighbors
45:23 as possible. And as Matt mentioned, he’s he is at a lower area. But the area where this is being placed and it is depicted slightly on the map and we did ask Andrew about that. There are lines that show the topography it is a lower level which I would think would be good for Matt and there is no way a chicken is gonna go through a quarter inch hardware cloth. They just can’t I mean I they just it can’t get out. It’s some weird thing happened and the chicken got out. I guess then that would be a reason for you to call the Board of Health. You know what I mean? I would say then you could call also. I don’t know if anybody knows Jody Smith in town, but she’s also the Miss Manners lady in town and I spoke with her because ever since this happened. It’s just been horribly uncomfortable with the
46:10 neighbors. And basically she explained to me that she had a friend years ago who had chickens and had the same thing with uncomfortableness with her neighbors. And then once again, she had no problems with him once they were there. Bringing up avian bird flu and all the avian diseases that can happen Megan McGrath’s Department of Agriculture said to me people have a greater risk of getting avian bird flu from Shorebirds and wild waterfowl because that’s those are the birds carrying it right now. So you have a greater risk of maybe going to the Village Middle School where there’s geese poop all over everywhere or going to the beach are poop will have a cover over it that prevents droppings, you know from getting into our poop because we don’t want our Birds
46:56 to be sick. There are pets. And what else did she say? Oh and these diseases don’t travel like they’re not going to travel through the air. So as she said unless somebody is trespassing on your property and handling your birds. The risk is minimal. It’s a zero. She said unless they’re touching your birds. I’m trying to think if I miss I feel like I’m missing something. It’s like I said, I’m sorry. It’s hard being not there. Oh and what Cliff said? Yes. Our trash cans are secure and I would be willing to talk to him about that. You know, if he wants us to build a Corral there, you know, if you want to play, you know, some I know some people have those plastic, you know containers with their trash and that’s that’s a reasonable request. um
47:42 I’m trying to say.
47:46 I’m sorry, and also my daughter I aren’t my daughter walks our dog. I’m sure I know actually I know everybody in town, you know in the neighborhood has seen her because everybody comments and she does it very early in the morning and I always ask her deep but you know, do you see coyotes and she said once she did but I’ve taught her and I would encourage all of you and I know Matt your situation is unique and hopefully Your daughter’s never left alone in that sit where Anything could happen, but I taught my kids you make yourself loud. You be big, you know, you scream you yell. There’s things on Mass wildlife. That’ll tell you what to do. You throw rock sticks and I like I said, man, I totally understand your situation is different, but for other people it would be wise to educate everyone. You know of what of things to do.
48:35 just because they are everywhere as I know it’s hard McMahon mentioned to me that he also lives in Old Town High. I assume that was you and he lives in Old Town and he has no Woods nothing and he had three coyotes. Following him home and he’s right in Old Town. So I feel like you know what according, you know, based on what happened in Swampscott and everything. It’s like I don’t know. Where do we draw do we not leave our homes? I just want to say based on every professional I’ve talked to. Coyotes do I mean coyotes chickens? Do not they’re not a magnet. They do not attract. coyotes rodents If you do not maintain them or take care of them or you leave,
49:22 you know food out that could be an attractant but the chickens themselves are not. And I mean maybe Yale. Do you want to
49:34 well, I don’t my daughter wanted to say is it professional? Oh, hold on. I think my 17 year old daughter when it’s a comments on something. Um, I would like to make a comment. I think this entire situation at its root is just wrong because here we have our neighbors and our cells engaging in debate about what we get to do on our own property. It’s our property we own it. Right, but they and we’re not even doing anything severe. We’re not even hurt. We’re not hurting one. Well, we’re following we’re following all rules that maybe shouldn’t even exist in the first place. We’re at all know me. It’s not she’s talking about this. I’m allowed to talk. Okay?
50:20 We’re following all the rules. So there’s no reason why we should not get to have a foul permit. It is our property. We’re not hurting anyone by getting a foul permit and there are there are I would just like to like add with this with the new. It’s a passionate thing in our family, but I would like to add that with the new rules and regulations. There is protection for the Neighbors because it I mean as Andrew says you get you know a call here, you know, you get so many calls. There’s protection in place. And I think that’s important.
50:54 Thank you. Thank you. Thank you, and I appreciate you listening to me over presume. I know it’s hard. Android videos wanted to talk I I’ve been yeah and quick, okay.
51:09 All right. Thanks everyone Ryan quick 16 Hawthorne Road, not a whole lot else to expand upon but I would agree with with Matt Mike and their their concerns around, you know, the coyotes the rodents, you know, we all have two young children as well as a as a, you know, small dog. I have definitely seen coyotes in in and then around the area while I’m walking my dog and and it’s it’s a very uncomfortable. My daughter was doing that at 10 years old. You know, you can tell her to get big and you know be loud but In the Heat of the Moment, that’s probably not going to happen. I would just like to reemphasize the you know, kind of self-policing and neighborhood watch. You know, that that
51:56 I think all of us will you know? Not want to bear that responsibility. I know that there’s obviously a protocol around how many times things can happen before there needs to be a change, but that should Our responsibility as neighbors to hold others accountable and point out when when things are are becoming an issue. So don’t want to take any much more time. I think everything else has been said from the concerned side. So, thank you. Thank you. Is everybody else online? I think get your hand raised analysis done. We’re gonna wait till the very end. All right, anyone else nobody else and then did you want to
52:41 That’s something.
52:44 You’ve done yet again. Hi. Janelle Joyce 17 Haley one thing I’ve forgot to add is that we’ve also talked to Charles Quigley. He’s at the conservation and we are working with the surveyor to get the bottom of property line in the you know, the sides the rest of it surveyed. I know the rice has already have their survey done. So really it’s just the bottom line and a little bit on the corner and we are going you know, as long as everything goes through and Charles says it’s okay. We would like to put up a fence a six foot fence, which would also help deter the the train, you know the movement of Wildlife. So I just wanted to add that that we are being proactive and taking everybody’s concerns into consideration.
53:29 Thank you.
53:33 very
53:36 soon here, which one of you is going to take direct responsibility if this goes boiling that’s the community. No, I’m talking to the Board of Health. Which one of you is going to accept personal responsibility of this? If there’s any issues you call over Health Department office and then it got thank you. Perfect for rabbits. You need to be not very well. So the average will kind of create the same problem. They can only and that’s you know people while that’s like chicken for some reason.
54:17 Anything else in the audience?
54:20 With yes, Stephanie Rice nineteen Healy Road with all the coyote and the area now over the past few years watching the news at night. I have seen it was a woman on TV at a might have been two years ago. Where Child was attacked walking to school. I think it might have been lingfield, but I’m not quite sure and then the mother was formed pulling her child away and bit by the coyote. I mean if you knew the amount of coyote in our area and living in the conservation area, I think you would be concerned.
55:01 It’s all right. So we’re gonna before then one more comment from you. Yeah, something not discussed so far. It wasn’t my letter. I didn’t forget to mention it. I don’t see my testimony. I also have an allergy full tree. I’m actually two women that includes chickens that they’re planning to us. So what? So we’re gonna we’re gonna close out comments and you can have the last word. Let’s talk about here. The first one is from Stephen sloth for 20 Haley Road. Although I have concerns that the sounds and smells of chickens might attract coyotes from the budding conservation land and leave the applicants who homeschool a big family should have a chance to make this project a reality
55:46 with a young children a small dog. They have the most at stake should prove and attractive nucleoties. They’ve told me that this happened they would Place their family’s Safety First and close the coupe. I hope that everything goes well and that the kids have a wonderful educational experience. The second letter is from Sarah Tim 23, Hawthorne Road. I Andrew sorry for the delay I’m a concern is about the family requesting chicken permit on Haley Road. I live on Hawthorne Road two houses down from a Hawthorne pound station area and just on the other side of the street from Haley Road, the Joyce family lives right next to the woods. In fact, it’s their backyard and terrified that having chickens in that yard. We’ll try coyotes from other parts of town. That’s our neighborhood, but the recent news of the coyote on the other side of town as well as the one who just this week been a man in the bay parking lot. I think
56:34 you did. It is a dangerous time to consider allowing chickens to live outside outside near the woods. Through civil several very young children on our street that would not be able to get away from a coyote. Our street is a deadhead into the woods and we like to be able to allow them to play safely at the end of the cul-de-sac. However, we would not feel safe to continue to do so, if coyotes movement these Woods are also next to three schools Village Power and Brown and several children walking around their bikes to go along the path in the early morning hours. When coyotes would be active. I know that the Joyce family has said they would provide a well-contained structure for the chickens, but I do not trust that this would stop coyotes from smelling them. We’ve also had a recent rat problem in the neighborhood due to the choices cutting down several trees and the
57:19 conservation area when they moved in the rats will only get worse if they smell fresh chicken eggs and then not to mention that the choices also provide themselves in irresponsible landowners, they cut down all the little streets. I believe they were cited or repriminated by the conservation Society of this. I apologize for like this letter, but I don’t know if Will be able to attend this meeting tonight and I feel strongly that a chicken coop in this particular neighborhood is asking for trouble with their Cody coyotes and rats and I am afraid for the state of New York kids and pets. Thank you and take care certain.
57:54 ly
57:56 so before we make our deliberations on few.
58:02 Thank you. I just want to Mr. Respond to a couple things that made obviously we have a coyote problem. We have a problem and yet we still have 12 families 12 households that have chickens. And that coyote problem did not arise from those 12 families. The coyote problem is because where we live where we are the animals that we have. Just because the choices will have a chicken. It’s not mean that more realities will come on. you can’t we can’t make sure that that’s that will in fact be the case. and in fact
58:49 Like other people said other animals attract cataly’s dogs rats rabbits anything and yet we don’t need any kind of permits or anything like that to have those. I mean if you have a family that has eight small dogs on their property and the dogs are outside that will also attract you. If you have a family with 15 cats or even forecasts that will also check the yogis. Ionis will come here. This is just this is what we have to live with. But again those 12 families that have chicken coops. They’re not being the coyote problem nor did they increase the Peyote problem? And we we don’t know what will happen because for people that we did speak to it seems that it’s a Peyote comes on a property tries to
59:35 get something that they see whether it’s a dog or a rabbit or a chicken or an animal or a child if it can’t get it once or twice. It will just leave that place and not come back to that. And that might happen with the choices. We don’t know that we just don’t know that. Now I do want to say something about the trash. Although if the choice is want to build something for the trash then, you know fun to them. I don’t really see that the relevance between the two but of course if the choices want to accommodate the neighbors then and that’s something that they should absolutely absolutely do. There was somebody who pointed out that the joist is brought me in order to change the law. No, what happened was is the Joyce’s contacted me just to see what can we do and as as I
1:00:22 was researching it as a municipality attorney, he’s pop this policy just came about and I looked at it in my professional eyes and it just seemed It’s something was wrong or something was off or as a Marvel had resident. I wanted to ensure that my Board of Health in my town just has the best regulations and procedures in town. And I think you did the right thing in this marriage that is if they decided that they wanted something and if they don’t get into change it that wasn’t the idea.
1:00:55 I have small kids as well. I lived just a couple blocks from the choices just a couple blocks in my kids run around and they’re in bikes in my afraid of peyote’s. Yes, of course. I’m a bit of Kaylees. Yes. We just heard that story in swamp style. And that was I think that was in a public building. Let’s just sitting outside by his truck smoking a statement. That’s what it said in a coyote human denim. We don’t know where that they come from everywhere and they go to any they can go to any single property just because of property has chickens does not mean it’s gonna increase our coyote problems.
1:01:34 And again, I’m just going to finish by what I started. the choices brought a complete application It’s completed with Dimensions with care. They are homeschooling their children. They have six right? They have six children under the age of 17 that are homes. That means that the kids are home. Or around the house the majority of the day. They don’t want they don’t want anything happening to their kids. In fact, in fact General. Janelle Joyce did tell me that once they’ve got a dog from the shelter. And within a couple weeks a job was a little aggressive to one of their children and they took the dog back
1:02:21 or they didn’t I’m sorry. They didn’t DNA wanted to know what kind of read the dog was and it was a read that was a little more aggressive and they took the dog back because they did not want to take the risk of their child being harmed by an animal and the choices do not want their children to be harmed. And of course, you don’t want any other children to be harmed. And they will do everything they can in order to ensure that the chickens are appropriately and according to all of the regulations that they have. Thank you.
1:02:54 We ask a question first. So like there’s a direct about it. So to be no non-direct letter between
1:03:07 here
1:03:12 You know.
1:03:16 Babies across a short drive, right?
1:03:23 You goes up to the bank and sell numbers. Okay, so we have a lot to talk about the process. You start with before doing if you having. pleased to start you want to begin conversation. Yes. so and signing this to be really really difficult because
1:03:51 I really appreciate everyone’s point of view and everyone’s research and interests and I respect everyone’s interview this evening. So I’m processing it and processing it for a couple weeks because I grew up in a rural area where my neighbors and I thought it was one of the greatest things and then a family member of mine had chickens in her backyard and it was wonderful. And so, you know, and I had a neighbor that has chickens. So I do appreciate so much about that interest. And I but I’m also listening to neighbors abutting and and I really do value. community and neighbors as far as I mean, I think it’s something that I appreciate
1:04:38 so much and I’ve seen so many divisions in our world, you know where we can’t come together and agree on things and
1:04:47 But I see.
1:04:50 how these excuse my
1:04:53 challenge trying to
1:04:58 process this one quickly process this and make the best decision for all. I agree. It’s the tough one and I think that of course, we don’t want to protect our children. And we want to protect our neighborhoods and our pets and everything like that. But I’m thinking also about the fact that there already are activities and they’re already are. In this neighborhood and every neighborhood business neighborhood for several people that there are coyotes are there. We do have 12 other permits in town. And we really don’t have issues. We have every right in the world to go and expect to address issues.
1:05:46 I hear what the neighbors have said and I and I completely agree with certain points, and I don’t
1:05:56 I don’t want to be. Disregarding concerns, but at the same time just thinking that historic perspective of chicken permits in this town. we still have Every rate in the world to revoke return. and If their counties in the neighborhood already. What is to say if a well-enclosed coup? Would bring more than the neighborhood or not. They’re already there. Um rodents like we’ve talked about typically the other permits in town. There aren’t learning issues. I it’s impossible to make everybody happy. And I think that that’s a problem. But at the same time, I think that We as a board as a department have the power to make change if things
1:06:43 don’t go as planned and based on all the other permits that we renew every year because there’s no issues. I’m kind of leaning towards. personally
1:06:54 approving the application because I think that There haven’t been enough for any issues or just one issue of all the things and and again, like I’ve said we can go back and say we need to go in your property and see this or we need to hear what these people say. And there is the argument people were saying. Well, this shouldn’t be on the neighbors, but why not do something that’s worked in other parts of town just in case somebody’s gonna have to make a report. so I am being towards improving application and I don’t want to make it seem like I’m not listening to all these people who come tonight to speak because I completely value your opinions. Hopefully, you know with the trash cans things can be worked out in neighboring neighbor, hopefully. but
1:07:40 I I just again I’ve seen we’ve done so many permits over the years and we haven’t had rodents in coyotes worsening neighborhood and orders too. We haven’t heard about orders. so that that’s where I’m leaning right now.
1:07:57 Could you just You might know but by her, but repeat what the order of it is a complaint or read to us about so many days and so many people.
1:08:13 Their families there’s a violate for this regulation the designated agent of the board of health issue a written order. 1:11:16 When I was interested in is what when you said it was a complaint that somebody complaining so many days.
1:11:28 if I’m wondering if you have to wait a year to in order to no because there’s that’s theory that I’m interested
1:11:41 I’m sorry that you would know that. so gotta find it was
1:12:01 it’s 19 in any person who order has been served since the session Channel opportunities because hearing personalization
1:12:13 reference asking about if it was more than one complaint at the same day. You’re saying week it’s worth.
1:12:35 Each importance of Master Mala 111 and 31 when he violation of this regulation Shelby’s subject defines each data to violation comes continue shall be considered a separate offense. Nothing containing here and shall conclude the board from seeking Equitable relief to enforces regulation. What’s the phone and what symptoms? Generally, no the fines are pretty minimal generally a fine like this would be a hundred dollars and we can continue on and then but obviously the board can seek relief Xbox. Thank you, but it’s 10c. It’s 14 days. You’re right, it’s Tennessee. So it does it says finding right if I made a complaint.
1:13:28 Violations of these regulations the permitting shall have 14 working days or six time is noted in the notification to correct sit violations. Failure to correct sits violation shall result in the person being subject to finance and penalties as outlined in the regulations.
1:13:46 So somebody a neighbor complaints on day one. the So your neighbor campaigns on day one? We’ll call you know, we make an appointment to go inspect the coup we go and take a look to see if the the complaint is verified or not verified and then depending on the complaints. The choices would have the opportunity to correct it. If he’s not only to correct it we could subject them to come back before the board. You would follow everything’s out London, but it was actually it would happen immediately. You haven’t immediately. Yeah.
1:14:20 benefits 14 working
1:14:25 days up to 18 days.
1:14:29 On my mind is going. on different directions
1:14:35 I see that there’s a protection for the Neighbors on that. I then say to myself. I’d rather earlier on the side of caution.
1:14:43 That’s and I also I don’t like to see. It’s not there yet. The
1:14:53 Chickens are period. So why? If something if people are so petrified this medical problems, I’m really concerned about the medical problems. The kids are going to grow up the three month old will get older but I can see they won’t take a while and and I was thinking about a three-month trial and then I’m saying that she’s telling me that there’s thousands of dollars invested that I mean, I have no idea and I grew up right here. So I have no I didn’t go up and it rural area we have other things to be concerned about and you are purchasing the chickens are not doing a rental program. That’s correctly everyone. So
1:15:35 and I can see there’s a device and MMA. We rather.
1:15:43 Two three four five six and happy people are one in here family and Families. I don’t know. The days now with the marketer role organic.
1:16:00 If you need to make a boat tonight so discuss as long as we need to but we definitely need time right up any points that seem to be no, I mean various to the table. I I we’re on a coin it’s I I would like to add I think of Public Health as an ounce of prevention is worth a pound of cure. I really appreciate that from a public health perspective versus medical perspective rate go solve problems after they arise public health is about preventing problems. And I see really compelling.
1:16:38 a very compelling efforts to prevent any potential problems to protect these foul and to protect them from the Predators or attracting the Predators which looks like a very fancy coop. And a very thoughtful thoughtful effort to put that forward.
1:17:03 And also I certainly appreciate. neighbors and their concerns representing any products you probably see children or any other so certainly seeing rat You know, I despise those things and appreciate that. That’s it. That’s as well and preventing that. but It’s really. I do expect I live in the neighborhood near the narrative project and we’ve had a lot challenge in our neighborhood because people are very upset about that project going in and
1:17:40 so I’m Dan Spencer to that experience, but I do I really believe that we have a community that does have regulations in place. that are very carefully evaluated reevaluated and very, you know meticulous efforts with our town attorney in kind of trying to figure out how we can tighten the regulation to make it as thorough and able to protect people as possible and I am I’m impressed with the choice families efforts to meet all of those. Standards moment was pushing.
1:18:24 Thank you, the. new requirements that Is there’s room for the person I’ll be detrimental. Anyways the public welfare. And then says and open safety. So in the context of Public Welfare, maybe really helpful to you guys could explain how this is not detrimental to all of our welfare.
1:18:56 it’s
1:19:02 thinking but what? we asked for the native to trying work things out among themselves before we took about because I don’t think that’s gonna happen. Well, I know but I think it’s it’s a situation. Yeah, so and and we we changed our regulation. We create a regulations or just that issue to create a cost exotic relations to have us. Is where the elected board and this is there’s nothing easy about this.
1:19:40 but
1:19:45 I think I I can’t make a motion because I’m chair but I it’s put down some chance. Yeah, I mean I I I I like I said, I would. Be willing to Grant the permit. and instead of worrying what could happen seeing that most likely it won’t happen based on precedent. Based on what’s happened this time already. That to me is very powerful.
1:20:18 I again, like I know that if I approved permit they’re gonna be angry people and So be it unfortunately, that’s the way it has to be because there is a divide. But I’m just I’m unwilling with the layout application. That’s no different from other applications. We’ve seen and improved without. Attorneys involved in Neighbors being upset we just approve them. And as interested before one issue came up and it was easily corrected and there hasn’t been any issues since what was you just so it was complain about rodents and the individuals stop feeding them on the ground and rodents went away and neighbors responsifying is it just everybody understands the process? So if the choices are granted Department tonight, so the choices we need to go to the building department and make sure they have
1:21:05 a permit to construct their structure. Obviously, they’d have to make sure they’re informs at all and planning board regulations and all that stuff. Once they are satisfied with that and they begin to build their structure. I will come out and have to inspect this structure. So everything they stated in their application how they know how the hundred netting is supposed to be done the overnight all that has to be in place, um before they move forward and buy the birds so we will go out there and conduct that inspection. If there’s any any kind of concerns or issues will always a phone call away so you can call us. We always like to know who the person is calling, but I have to act regardless if I know who the person is if there’s a concern for public health. I have to go out with investigate. So if
1:21:53 I got concerned that there was written the rodents in the neighborhood and the neighbors were concerned that was coming from the choices property. I would call the choices set up an appointment to come out and do an inspection of the property at that time depending on what I found I would have to make determination on that. If we saw signs of rodents, we’d have to instruct the Joyce’s to hire a really control, you know specialist. Obviously I ask questions about bait boxes before I think it would be a good idea to you know, your neighbors are concerned about the trash. I think you should make a good faith effort and say we will you know, I you know, your wife did but I would say it right here now that we will contain our trash we will go the extra mile and build something and make sure that it’s contained and no animal can come up and not good at work. Just get that right out there and over with but you know, we’re always
1:22:41 there to go out and take a look at the property. We’re here to help. I and that includes the app. Can you respect to the property already? So I was I walked around the you know outside of the property today just to make sure I had an understanding. I have not gone on the property yet, but we’re waiting to do that once the permit so, you know the next step. Yeah, there is a Next Step. You know, I would have to I would have a very strong reason to stop it at that time. Obviously like so as it’s called out the regulations if I was conducted, you know inspection. I saw signs of rodents right away. I would say hey you need to address this right away. Obviously, we do rodent inspections all the time. We know it’s over for it’s pretty easy to identify rats this town, you know
1:23:29 ioties they’re a lot of coyotes in this town that that’s something new that we’re it. It’s a it’s a kind of a new territory. Yeah.
1:23:41 Seems to me like one of the public health issue one of the biggest public health issues. We’re talking about tonight are the coyotes. Yeah, and is there any movement from a state level about it’s not just marvelous? It’s we’ve talked about everyone. Like some of these really I heard of someone I’ve had lunch with someone who’s from Revere who has coyotes on her straight all the time. So really density is the state doing anything. Is that something we can so obviously the states always, you know, we’re not gonna get rid of these animals or this this used to be their home. This is their home. We have to learn to live with them. So by living with them you have to remember to do certain things that aren’t gonna attract into your property. You’re not leaving food out and open areas that they can get to we talked about all of that stuff your your bird feeds gonna be content confined.
1:24:28 It’s gonna be kept in the garage. That’s not going to be a source of food for these animals, but you still have to remember about everything, you know, it can be this smallest little things you talk about the dog weights. Rights, love dog waste and just because you have a dog, you know, I’m not gonna have rats we’ve seen had many issues with rats surviving on dog waste and saying hey, you need to clean this up on a regular basis that needs to be done. So food sources can be many different things and everybody needs to look at their property and say hey what kind of food sources it’s like mosquito control. What do you have to do to keep the Skittles away? You got to remove the Water Source. It’s the same idea. You know, I do think the regulations are spelled out. They give plenty protection from the community. And yes, we are there
1:25:14 to make sure that it’s it’s not appropriately if you concerns we will be there. Let’s try to enforce the regulations.
1:25:24 So it seems like you. If you said that you would be faces. I think the choices are provided all the information that you requested. And yes, there are concerns for the Neighbors. I understand this. This is a brand new hearing for the board. You know? Yes. This is a different situation where you have a lot of neighbors that have a great concerns about it and voice does concerns. So I would not want to be in your seats. I understand that that’s a tough decision. But the choices have provided the information that’s required. Well, I also heard that the choices have. and of events that occurred in there if they’re at their property that maybe seven.
1:26:11 Very pleased with so you’re asking for them to maintain their trash. Maybe they would try to be better named results. So I just want to make sure you have a current permit for the concert too. And I don’t do the premise of the dumpsters the dumpster premature through the fire department. Just make sure you have occur. Yeah, that’s when you’re a few days just
1:26:31 And I’m sorry. I just got a text from Jen shower. She said that there’s some people waiting. So that’s up to the Cherry. It’s not up to me about how you know, we’ve gone through public comments. So, you know. No, no get in. Don’t try to get in the meeting.
1:26:54 So it’s been doing this for well over an hour now. I think it’s time that we have to Move on with our agenda. So is there a motion from either view to day or night? I think you’re going to step down from mature. Okay, so I actually
1:27:15 I really feel. That having to make a decision. I feel that I would like to make a motion to. approve this permit and see with eyes wide opens and
1:27:35 According to the guidelines that we’ve written received because this is what we ask them to do. they met
1:27:47 so specifically that’s what you she’s praying that you okay. Is there a second?
1:27:58 and why don’t you make the second because I’m uncomfortable, but I have to make the second. I’ll make a state. Okay. In fact, I’ll make this a second with the session. Yes.
1:28:12 Um, you can see that I have reservations.
1:28:18 When I heard about the 14 days.
1:28:21 very helpful I hope after we’ve been here an hour and a half assessments. I hope that the choices have learned. That they want to be good neighbors and they will. Be so I hope that the neighbors. will
1:28:38 get to us immediately if there’s anything out of line. I couldn’t.
1:28:47 Abstain, I could vote against it, but I see the two people voting for it. so it seems that
1:28:55 efforts both the committee and the 14 days and so I’ve mentioned thanks to you about I went through all the things in my mind about going on the side of caution and really concerned about the Child that is not well, I’m concerned about the job. It’s not well. with our parents so you have my wishes go the rest of the child’s life. And that’s not why we had today. We’re here to see whether the choices have chickens
1:29:32 So we’ll do a pull boat. Mr. Wayne Miller in favor, Dr. Scott belfortner. Okay Muslim. He’s like yes with my special I hope that those lower than
1:29:45 okay. Thank you everybody.
1:29:59 That’s for something. you finally listen to
1:30:09 these other people and response has been here for an hour and a half with Ms Morris, so maybe could hear them first, so if that’s something thank you for thank you for having you.
1:30:26 yeah, yes, so you’re So, I’m Betsy Morrison. I promise you that I will only take five minutes unless you have more questions for me and I’ll take as much time as you I’m here to tell you about the Sea Glass Village. while you are very broad scope of trying to keep the public in good health. See class knowledge is much more focused on helping individuals. And I’ll start tell you about sea glass Philadelphia introducing myself. On Betsy Morris. I live at six Union Street with my husband. I’m 84 and Monty’s 88 we’ve lived in that house for 52 years. And we want to continue to live in that house.
1:31:14 Brookfield Village is a wonderful place. I’m sure the Mariners can be a wonderful place. But we’d rather not go there. We’d rather stay where we are the rather attempt to pull our own weeds and to trim our own Hedges and to change our own light bulbs, but we know that we can’t because because of our age sometimes it’s best to tell the stories of something like Secrets Village by telling stories. For some reason in my family. I’m the one who paints shutters. Why did it fall to me? I can’t tell you.
1:31:52 I do a very good job of painting our very very old children so houses for years old. But I can’t get up in the library anymore to take the shutter yourself. And I’m a member of Seacoast Village. And I have called sequence knowledge and said did you send somebody will help me to get the shutter results so I could paint the shutters and see Glass Village did found a volunteer that came to my house and helped me to get the shutters off. That’s a tiny image of what seamless knowledge is to give you a broader idea of it. It’s one of 350 villages in the country. The movement is 20 years old. It started on vegan Hill 20 years ago. A lot
1:32:39 of you probably have heard of it. You probably read about it because he’s a lot of people about the 20th anniversary. and every one of the 350 villages aims to do the same thing and that is to help seniors to age in place. safely independently And maybe even enjoyably. Because the villages all offer. volunteer help to do to get my shutters down and to do some other things that we’ll talk about. Um, they also exist to perhaps a broaden the social life of seniors or in their own homes, and maybe
1:33:24 have lost a lot of friends. And they’re also exist or at least signal at Village particularly exists to help people to find.
1:33:37 Define Services outside of what we can do. Which means that if somebody calls us up and needs a plumber we can help them. He’s a dentist we can help them find a dentist needs nursing Services Way Beyond, we’re not we’re not nurses.
1:33:56 Needs hot and needs to know how to reach hospice. Needs to know who to call on or why to call the health department of Marblehead.
1:34:08 And once again, let me tell you a couple of stories because I think that that illustrates it best. So I’m a member, but I’m also a volunteer. And there’s a woman in Marblehead who’s lived in Marvel have for about six months. Now. She’s 96 in this lowest. And lowest much Marvel did because her daughter lives here. And that’s really all she has in the fallacy. So she stoked a marble and she’ll know anybody. But she’s a number of seagullist village and she calls seagulls Village for the first time maybe six weeks ago and she wondered if somebody would take a walk.
1:34:45 ER well, I felt that so pretty so, you know, I remember but also volunteer. So I went I met Louis the first time and we walked to we took a walk together, but we’ve taken four walks together and last week we had some coffee during the walking day because it happened to be raining. We went to the Muffin Shop we Of it and you know Louis now has a friend in Marblehead. but so do I so do I it’s a wonderful thing about volunteer organizations? Some of you are old enough you have been brought up as I was and they’ve drawn Fox was who has also a member of civilized Village. You’re brought up to be volunteers and you know, the pleasure that you get
1:35:31 from doing small things for people because things there’s a small place you get and coming to my house and taking down my shutters.
1:35:41 Of how can we work together? I’m not sure. I have a couple of ideas. I’m here really with Ron to explain to you. What civilized Village is because in some small ways. We’re in the same business of trying to make life better for people. and first we can brainstorm about ways that we’ve done working together because one thing that Seema is Village is is cooperative. We’re working with COA. It was for working with someone nursing organizations.
1:36:16 and we’ve we’ve we’ve kind of told them what we can do and what we can’t do. A couple of really quick for instances. We drive people all the time older people can’t always drive. We drive them to doctor’s appointments to the airport to get the groceries done. Somebody comes back from the hospital needs meals for three or four days. We make meals for them for three days. Um, somebody needs somebody to walk their dog. We walk their dog. I’ve trimmed some hedges for some people who needed some veggies trimmed. You need your holiday decorations put up in your attic and you can’t get up those deep stairs anymore. I’m your guy I could help you. It’s just
1:37:01 that it’s that kind of stuff that Maybe when you’re as old as I am, you’ll find that you can’t do it as easily as you can do it now.
1:37:13 so I don’t know how we can work together. The first thing that comes to my mind is that some of the things that you do and I know more about what you do today than I did yesterday because I spent a lot of time on your website, you know, we can help you get your word out some of the things that you do. I have it right our newsletter which goes out once a month and I thought I might put something in about fix the mosquitoes that I signed your website and urge people to go to the mass.gov more about mosquitoes and things like that.
1:37:53 More than anything wrong and I want you to know who we are. Because maybe you’ll have a client who needs us. I think that’s a really important piece. Obviously is that Obviously, I had your brochure and stuff like that. But is there a point of contact person that I should be calling? So obviously, you know, we work with the COA, which is another great resource for you guys. Yeah, and obviously we often work with you’re sure Elder services and this is generally working with people that are you know, we find that some somebody’s in need and we’re trying to arrange services for them. Sometimes it’s small things. Sometimes it’s always things but this is how you know, and sometimes there’s some unable to
1:38:38 pay and stuff like that. This is might be where your organization can help now. Is there a membership fee for your organizations and membership fee and it’s in here but what may not be in a copy that you that we have scholarships. Yeah and scholarships come to $5 a month you dollars a year? Whereas an individual will always be things through. Okay, there’s a subsidized member called me up so that I mean, that’s the only thing that I have to do something don’t promote programs, you know, obviously promote programs. I’m not promoting Brook Village.
1:39:18 But obviously another resource for us. It’s another resource that we can’t have too many, right? Yeah. We can’t. I would love to have you potentially. Yeah, get the Marblehead mental health task force when we have a meeting. We are a task force from the Board of Health and it’s comprised of last mental health professionals represented chief of police. The Council on Aging is there’s of member of the selected select board and we often talk about how you know our goal is to Support the mental health of our community members and so often, you know, how could you go into depression if you were staring at your holiday decorations in June
1:40:05 because you couldn’t take them to the attic or if your laws for those of the gentleman doesn’t know anybody and this mighty six years. It was a very smart woman just yes. Yes, so that’s how she did, you know, the mental health test force was formed the tandemic and it’s probably this board single most important. Yeah work right now and I would imagine that it’s also going to be our major thrust in the next year, but I think that I think that a lot of what we’re doing and talking about so applicable on because the idea of being at our age
1:40:51 Is I’m 83 also and in the idea of wanting to stay in the house you’ve been in for over 50 years, but the idea that you may not be able to do some of these things. You may not be able to mail it to get somewhere. The stress of that the idea that maybe I’m going to have to move but I don’t want to move but I really don’t think I can do all these things and I think some extent we’re not a nursing home. I’m not providing that kind of support that the kind of support we’re providing is maybe a mental health kind of issue in any questions that it is, so it would be very appropriate to participate you.
1:41:36 Please we’re taking a free Hiatus in July. Will be back in September and I’d love to. certainly along the right names billions are chairperson of you. That’s about this. the other the other member of our marketing team who isn’t here tonight, my wife started the community mental health system is not Lynn in 1970 or start was part of the first employee of community greater Lincoln Community Mental Health centered which you said 1974
1:42:19 are all the villages called seeing Alaska so much only else that’s just more going on. It’s not and despite the office. Is there is there a pain in person or what’s going? Yes, we have started. Maybe we have a paid director and we have space in a basement office and one of the churches and forms get not because we’re religiously Affiliated anyway, but just because they were kind enough to offer a space. So we’re very glad to have it and you know, we do work closely with the COA and you’re right to call Lucia and say always for million things a for instance of something that we can do that they can’t do if somebody needs a ride to their doctors appointments a lot of things they can you can do that they can too so, you know, I mean one of them, yeah, you can go into a house
1:43:07 help somebody on with her coat right help her to get her crutch or her show and helpers, you know, we can’t go into anybody else right and if you want to go grocery shopping Interesting, but the Coe is only driving to the south on Wednesday. Then you know but so there is a little more flexibility. However, we don’t offer about you. I’m sorry. 1:43:54 castle volunteers what you missed the counselors. Um, we are in touch with the counseling center, but we haven’t been yet because I mean they would probably want some of these groceries.
1:44:09 Yeah practice person and who’s on well here discussing any stance. Yeah, that’s just retirement being the head librarian and this once again Library, which is our director. Okay. Now run things on the agenda. You say it’s all right. I know you know what I have to say.
1:44:34 I just have the basically.
1:44:39 I was an awe of tonight. I really was I mean no question. No no issue about being held up and being. picking all that time because to me it was just a incredible lesson in democracy just watching this and watching what’s happening with what’s going on in the world today and the bitter battles the way in which people are more with each other and are fighting with each other can’t talk to each other just watching you I was I really was an online appreciative of I I don’t know the whole thing. That doesn’t
1:45:27 that doesn’t usually voice it is so much for those comments you all how many complaints have you had from the other dozen? Areas that have chicken head healthy had the last five years not many. So I had one AC that we dealt with and when it went very well we were able to resolve the issue. and we have one person that didn’t have chicken from him. It was constantly. Oh, yeah.
1:46:06 like I do want to add a couple of things leads to consolation can’t do spoke to Alice and one of the requested they’ve had recently with somebody had a mouse in their House, right? Oh, that’s right. Okay came over and set up tracks. Nice. Yeah, I think just going to the hairdresser. You said walking the dog candy people setting up a stereo computer? No the Stereo Plus the computer. Oh, yes for Our Generation, but it really is a lot of driving one people need them and not necessarily.
1:46:49 To specific places like the airport Etc. How are you getting the word out of the 96 year old, you know nobody find out about you. How are we getting the word out? We’re coming and talking to people like you all over the place while you’re talking to one of the seminars tomorrow with Department of nurses in the clubs and all over we’ve gotten stuff in the Press. We’ve got a Facebook page. There’s an around that when a new member comes in and we try to understand how that person here goes. The best way is when you tell your sister.
1:47:28 It says as young as 15 can join but sick as young as 50 years old Conjuring is killing. Yeah. Yeah, watch out guys. I promised five minutes and I think I lied but we him sometimes too. So maybe it’s nice to meet you person, but it’s nice to meet you in person. It was nice for me. Sorry and I I did say that I probably wasn’t going to bring this up, but I I have to say that it’s a pleasure. Meeting time because not may not be aware of this right come by step grandmother in law. Was assisted its great grandmother. You’re
1:48:13 related. Wait. Say that again. All right. Yeah right by step by my wife’s. Step grandmother was assisted to Mrs. Becker. And this is Becca was your great grandma and step grandma was yeah, baby, of course baby that you know, my wife loves. It’s my wife said she’s but then again, yes.
1:48:58 Thanks everybody. Thank you.
1:49:02 Everybody have I want to go home you want I came to give you an update on the traffic. Really the one who you thank you.
1:49:20 our Point did not arrive in my box today, so
1:49:26 And I have no idea what format is in but it’s a general. data point assessments and the final
1:49:40 Document will be problems within someone that’s the traffic studies. Yes by PhD and so we were expecting it to make them. Oh, no, I was both getting today. and the reason I didn’t we didn’t know what we’re actually received today. We didn’t know if it was just gonna be in the numbers, you know that the actual numbers and stuff like that. As soon as we have the PowerPoint or what we received from the company, we will disseminate that to the to the board and then we get at our next, you know, scheduled meeting last week. We can discuss what we have so far and obviously like Jerry said they owe us, you know, when they are finished with the traffic study, they will give us a traffic report that will be using for our same days the company it’s easy. They
1:50:28 will actually come okay. Yeah, so anyway, you know, I mean there are things. That they don’t just about you know, there are large firm. They might you know Stone lips. Are you?
1:50:57 When you waited two hours to tell us if you know. wrong tickets are you Eat softening service background Cleveland if it’s all fallout. They start why don’t they’re terrible did how long were they on the site PHP, you know when it is this time, you know because they were kind of they can’t put instruments up on occasion. And you know, I I think I know did you even feel good the bill is only part of it. So the only thing about it, I look at the bill. I only saw there was $3,000. So it’s only a portion
1:51:44 of what yeah, that’s a total bill is yeah. Oh, I don’t know. I didn’t need to spend a lot of time. Yeah, you know, they have drawings. Obviously the instruments that they deployed is really what you’re looking at for numbers and stuff like that sensors. Yeah. It’s like a type of radar and stuff like that, but you can they will answer All Those Questions by And selected days. Yeah, that would have different. traveling and see you know, if there’s something for making sense and if there was something that they might catching with the machines we even you know, all access to the facility, you know, we’re like we said before you don’t want to steer them in any direction. We want them to take a look
1:52:31 at the facility with an open minds. We didn’t want to steer them any direction and say give them any materials. No. Well, obviously, we keep provided anything that they asked wrong drawings and plans and stuff like that. You come up with another alternative. That’s really all you wrote. Yeah, but now we didn’t want to influence them at all. We really want them to be able to they ask a lot of questions. Yes. so the conversation that the architect had come up with solution in terms of people entering on the everyone entering through Beacon Street. and excuse me, Green Street
1:53:17 Excuse me, residents coming into Green Street and everyone else the contractors using the Beacon Street entrance and everyone leaving out of Beacon Street was that presented at presentation. That was yeah. That was one of them A or B or one or two you but yes, he did not have that that was not diagrams. No, so we did we make sure they’re well, you know aware of what the board wanted. So option being and down smaller, but they had the two pieces to it. So option b all access into the facility comes from Green Street, which is residential commercial the other part that you guys had talked about was residential comes from Green Street and commercial
1:54:03 comes from Beacon, but everyone leaving out begin, so we wanted to make sure they understood what the board was looking at and we want to analyze those two options and then anything else that you want something else. Yeah if they said oh you guys ready? Yeah. But they also had to know that they were seriously we could not put roads of the difference. Well, yeah, we they neighbor. The mainstream elephants was one lane only and so it’s only been in. It could be out because I can’t have it wasn’t ever anyway, traffic is a single way bro. So that those all that stuff was. They clearly so that you know, they have the
1:54:49 as Bill plans for the philantha closure. Well, I mean obviously they know where the cap is. They know what they can do. So they’re aware of all those that’s the issue. Yep.
1:55:06 That was way so we sort of you know bound to the campus. Now we have not. we these issues early.
1:55:16 What is happening? What oh, that’s these are you and I try to give Lieberman has a question if you know about the tradition. Yeah. Okay. That’s that’s fine. You raise me. Yeah. David garetta, thank you David Lieberman, five Arnold terrorists. My recollection of the The Architects alternative proposals a little bit different. That as I recall, he had all traffic commercial residential coming in on Beacon Street. Commercial traffic exiting on Beacon Street and residential traffic exiting on Green Street.
1:55:55 It was it was residents coming in on Green Street and and everyone exiting Beacon Street and commercial comes in begin and exit speaking as well. Has there any been any progress on the design of that plan is the board see any? Alternative proposals waiting for the traffic study to be finalized. That’s our next step. And once that is that we can
1:56:25 and traffic study what you’re expecting you were expecting to receive that today, but it didn’t happen. So yeah, it was just a preliminary document not the complete traffic report. I think it’s gonna be another couple it wasn’t on our agenda for tonight. Understood I just was looking for Clarity on what Jerry had had stated. Okay. Thank you. Another hand over here with James. Oh, yeah. Good shot your next there’s lots more.
1:57:00 Then you’re muted. and
1:57:11 Your question, maybe that hand was very early. This heads down now. Yeah, I put it down because she’s not responding. Okay, who’s there anything further fishing today? No, that’s it. Thank you.
1:57:28 I’m ready.
1:57:31 Yeah.
1:57:34 So happy to update them overhead medical task force. We had a meeting on May 16th. And that meeting we celebrated the Cinco de Mayo open house in panels discussion that we held on May 5th and Sharon Oliver and Leventhal all members of the Marblehead mental health task force built an outstanding program and I think I had brought you a little bit of detail about that our last meeting we had almost 100 attendees program and a lot of the tables were visited she set up just a lot of terrific resources that are really relevant to the people that attended and we got great feedback. The panel discussion was also very long received by the community. We
1:58:20 had really robust conversation from the mental health professionals that were specifically hoping to speak to our elderly community members as well as adult children of our elderly. terms and one of the things I think that I may have mentioned that was most
1:58:40 impactful to me was turn off the TV lots of R. Elderly family members might have television ongoing on as company throughout the day and lots of them have it tuned to a new station and a great way to improve your mental health is to turn off the news and not hear it over and over breaking news again, and I thought that was really and I think all of us might do well too take a break. Sometimes we decided that going forward with our speaker programs. We’re going to aim to include the three apps which which Drew this crowd that we’ve hadn’t seen it our earlier speaker programs. The three of us are free stuff food and fun because they certainly that was a draw so Dan Bauer
1:59:27 at high school’s promising music and having The Culinary Arts students. Yes, put together some food. We’re gonna do community event and hopefully be really keep it fun. I don’t know the free stuff, but we’ll figure something. We also held a meeting on June 13th earlier this week where we reviewed our strategy for September in September. We planned to hold a mental health open house for the community and it kind of model after what they did at the castle on Aging where you have the tables different groups that may have some resources to provide for the community and we’re going to have it at the high school and our aim is to have an engaging speaker program named it positive parenting for all the different levels that are our community are our
2:00:13 parenting and trying to keep things positive in this, you know challenging environments for the school Community. Yes in school community. Including College age, you know parenting ID. We are hosting we’ve got Terry McDonough has ordered organized a man program and the nand project to hold a program at the high school this fall. We don’t have a date we’re working with Dan. He’s got so much, you know on Deck the back to school time and the Nan project Works to promote mental health awareness and suicide prevention for young people using a peer-to-peer model. So it’s something every lots of people had familiarity with it. It’s a local North Shore family. I believe that had suffered a suicide. We have fun
2:00:59 and they send kids to camp and if you is that if people have youngsters that have problems of loss than men program will send logistic Camp. That’s beautiful. I mean, they’re give them a week of something that I think it’d be promoted. I hope that they’re hearing this right now. Yes. that’s really I think there’s just so many resources here we can tap into and I think You know, we’re looking at funding some speakers. We’ve been using our local professionals. We have such a wealth of you know, talented passionate community members who are professional mental health in the mental health field and what we’re
2:01:45 looking at also learning some funds to bring in a specific that could potentially raw a bigger crowd as we hopefully go back to more in-person events. um our chief of police Dennis King updated us on Police Department’s recruitment for the mental health professional that’s going to serve on our Force 24 hours a week. This is about through the grant that he wrote which was approved. And this is for the jail diversion program. So we will have mental professional or social worker going out on calls with our police force. Where as a jail diversion program. So many calls for people are having an alarming situation called the police. It’s not a criminal act but there’s a mental health crisis and that is and they’re also going to be training our police force 40 hours of training
2:02:33 to be Mental Health First Aid, who are we trying? the great question, but it’s He’s getting Dennis has a dream. I’m not sure. I think that they’re going to be sending our police officers for over a certain amount of time to earn 40 hours worth of triangle and I’m not sure where that’s going to be but it’s funded through the grant that is wrote. Wonderful. So yeah. Yes, he’s really impressive and then as we are taking a little Hiatus this summer from holding bi-weekly meetings to maintain our mental health while this world was churning. One of our goals is to continue to post on our social media platforms.
2:03:20 We have an abundance of really impressive content that can be helpful and and we’re trying to measure it and see what’s most impactful what’s getting, you know, most clicks and likes and so forth and shares. So that’s a way we’re going to stay busy this summer and I think
2:03:38 I mean back with a really strong agenda in the fall. Can you share this social media? Names. Yes indeed Marvel has Marblehead cares. It’s a Facebook page. So yes spread the word because I think and if you can jump on it and share it out to people Kim Leventhal and Kim Howard. And Melissa calich are Manning that and they all have access so much wonderful content. So I think we’re going to continue to. To put out really helpful information to the community great. That’s that. Thank you.
2:04:27 All right directly. All right, first up. We had a lack of control violation we have in fact control grants since I’ve enforcement agent they do inspections and we had one violation the Marblehead Village Market. So this was sale about 200 age. They bought a singer. It’s called a single singer Dom. Cigarella, you know, it’s got cigar. Um, and they did not charge the appropriate price and they sold on it is It’s in Village concept so nice to come to donuts. Oh what former way home. So yeah, that’s called. Yeah. So this is their second violation. So the fines can be two thousand dollars and a seven day suspension of their tobacco
2:05:14 license. So the board just needs to vote motion to find the Marblehead Village Market for Tobacco Control and also a seven day sister. Evidence Mr. Miller. Pulling easily. Yes doctor. Yes. Okay. So all issue the violations tomorrow instead of private ownership to yep. It’s 50% Yeah, that’s the second. That’s the second violation in so many years and it’s Joyce still go around and do that. I’d be happy under she’s in charge of the program and said, yeah, she sends up sets up the instructions. So she’s the one that said to me the letter to notify me apologies.
2:05:59 So I’m talking yes. Yes. Okay. Thank you for the license. Which you didn’t last so we’re into baby Beach water quality season. So last week was the first time sampled on the beaches. We have we had an issue of gas out of speech. So the gas so speech is not officially been opened. It’s been closed technically from eating each swimming. So in the first test it came out 121 colonies per hundred million liters of water. The second sample was one 48 and ask you over 110 anything below 10 is suitable. Anything over 110 is a failure. So we will sample dig in today. Hopefully we have good results. We’ll
2:06:47 see what happens if we have good results go down the beaches open if we continue to have issues. Obviously, we’re communication with the train Department water and sewer and stuff like that to you need to make sure that we don’t have any known overages and stuff like that. So I’ll keep the board updated. I was the second test today of the third test. Today’s the third test you do the samples to the left of the language when you’re facing out. I’m so at gas so speech. You go straight out ways deep elbow deep. So if it’s regardless of the tide, it’s always ways deep elbow D. So that’s the IE Grandma sample. I’m obviously refers. Yep treat Tracy does it and I’ll do it, you know, it’s fun to get out there and take a
2:07:34 look at all that the summer activity and stuff like that. So you do take a look at if there’s any birds in the area. There’s a form that you fill out that there’s any scum or any like oil change other things that can be contributing to the problem. And so you mark that on the form, you know, what I call it Clarity. Obviously, we’re not using a sucky this stuff like that, which is the water quality tests and device but you’re noting, you know cloudy murky, whatever that you know, you feel the corporate adjective to do it. So a lot of times it’s been you know rain event. So obviously we sample last Wednesday it had begun to rain but that was kind of the beginning of last week’s large rain event. Obviously, that’s why we chose not to sample on
2:08:19 Thursday. When we know we had a failure. We just kept the beach close. We’re hoping Friday was clear everything out. Obviously we have good time Cycles in generally flushes all the water out and we have new water but depends on the prevailing winds can push keep everything in so we try to take a value. No, evaluate all this decisions. We want the beach to open up. But we also want clean water. Yeah not at this time. We obviously, you know, we’ll continue to try to pay attention to it. And you know, I’m trying to figure out the problem is a lot of time it is just Arena event. And you mentioned Birds you look for Birds. Yeah, so if we have a lot of birds there, yeah. No, it’s for bird droppings. Oh, yeah. Because I can Elevate back to the accounts pretty quickly. Yeah, so it’s just something, you know, are there
2:09:07 a lot of fish in the area any of those little things, you know when you’re grabbing a sample and you know, I contaminate the sample but having influence. Thank you. Um trash collection on Monday, even though it’s Juneteenth as a federal recognized holiday on JRM will be collecting trash. The transfer station will be closed. So curbside collection is normal collection day transfer station is closed Tuesday. The pit is closed in the morning, but will reopen in the afternoon. That that’ll be on our website. Yeah, I just general maintenance and stuff like that. Would be better because on Monday, which is the when it’s getting I can’t have people coming and work on the holiday. Oh, that’s but in jail, I’m telling everyone would come that’s up the
2:09:55 gym. I’m not paying Jeremy employees.
2:09:59 Thank you. Thank you. Wasn’t it a recycling that would? Be has one. Yes. Today was a household has this way stay, you know, so those events people were very well. It’s a much easier event, you know, they come right to your house you pay online. It allows us to do the events four time every year rather than Twice and they get a full day with just the way they’re doing it. Yeah, so they’re collecting from both marble hand and swarm Sky. We’ve been running about a hundred households for event at least. Man, come on. Yep. I’m pretty still a large event. Even when we have them twice a year. You still at once we’re hit not 100 Mark, you know towards some of the bigger events. We’re up to 140 and stuff like that, but these are still good events.
2:10:49 Before we wrap up we have public comment periods things. It’s moving on this line. No, no reason. It’s not always the answer is everybody’s going, you know, most people there but so our next meeting would be after the election. but the second wasn’t we just
2:11:13 so he’s always reorganization, but
2:11:19 we might. Need to do, you know I think in past years, we just reorganize and then how to registered later as no. No, that’s correct. Yeah. Let’s see. so I would say Tuesday usually works we could do June 28th. So I’m gone. I’m out of the country that that week right. So the next week is the holiday though. The fifth, let’s see what’s going.
2:11:49 Okay.
2:11:52 Because we’ll be sure. Can we do it early? We could do it my sons coming from Saudi Arabia? We could do it. Yeah, we can also do it as a zoom meeting. Just you know, would you mind doing that maybe?
2:12:06 That we can just do the piece here from the second field so quickly created the center. Can we do the seventh? I can’t you can’t the 2030 you out of the country. The 23rd is the last day of school. Yes Andrews away. Oh, no. No, by the way, I’m away next week. Yeah, it’s last days long. What time do you want to have me? Yeah. I’m the country do it on the seventh, but I really They’re not the sixth but he’s leading the six. Oh, so No, I apologize. At this point. We need to just do the 12th Andrew and just have yeah just do the 12 and just do it before anyways, will you be back on 12? Yep, okay,
2:12:52 so why don’t we just thank the next regular schedule being on the 12th year as that night. do you have well, you’re gonna have three people so they whoever is sitting in the seat will have been sworn in right need something signed. They may not meet but you can still so we’ll just plan for the 12th. And the first item will be very organization. Sounds good. Thank you for that because I should. All right, he doesn’t get you. Yeah, 7:30 7:30, the motive adjourned someone I think I was sure Miller in favor. Miscellaneously touch yourself five bills back there. Yeah.
