Board reviews waste-ban enforcement policy with tiered warning system for transfer station users

State regulations under 310 CMR 19.017 3A ban numerous materials from disposal; account holders receive a verbal warning first, while non-account holders receive a written warning immediately.

Read the full breakdown

The board reviewed the town’s waste-ban policy implementing state regulations under 310 CMR 19.017 3A. Banned materials include asphalt shingles, asphalt pavement, broken concrete, cathode ray tubes, compact fluorescent lamps, clean gypsum wallboard, commercial food waste (greater than half a ton per week), ferrous and non-ferrous metals, glass and metal containers, lead-acid batteries, leaves and yard waste, mattresses (beginning November 1), paper/cardboard, single-resin plastic containers, textiles, treated and untreated wood waste, construction and demolition materials, white goods/large appliances, and whole tires.

Enforcement tiers:

Holder Type 1st Offense 2nd Offense 3rd Offense
Account holder Verbal warning Written warning Account closed
Non-account holder Written warning Banned from facility

Staff described how most banned materials are recycled at or directed from the facility, including mattresses (via New Tech), metals, textiles, and yard waste. Board members suggested adding an asterisk or designation on the waste-ban list to indicate which items can be recycled at the transfer station.

COVID-19 case count rises to 4,497 total; wastewater monitoring and vaccination discussed

As of October 7, Marblehead reported 58 cases in the previous two weeks; the board noted that home rapid tests are not counted in official totals.

Read

The board received the weekly COVID-19 report. As of October 7, 2022:

  • Total cases to date: 4,497
  • Cases in the last two weeks: 58 (trending upward)
  • Average daily incidence rate per 100,000: 18.9
  • Total PCR tests in the last 14 days: 636
  • Percent positive (last 14 days): 8.96%

Home rapid test results are not included in the official count unless witnessed by a medical professional. The board discussed wastewater surveillance (Biobot) as a trend indicator; Marblehead and Salem share a combined sewage district so data is not Marblehead-specific.

Current guidance: isolate for 5 days from positive test; test on day 5 and if negative, return to public while masking for an additional 5 days.

The board noted that COVID boosters and flu shots can be received simultaneously. A booster clinic is being considered. A high-dose flu clinic for seniors 65+ was held the prior week; an employee flu clinic was scheduled for the following day.

Board member raises sticker signage and Saturday enforcement suggestions at transfer station

A board member suggested sandwich-board signs advertising transfer station sticker availability and noted a prior suggestion to check stickers on Saturdays; staff cited staffing constraints.

Read

During public comment, a board member suggested placing signs at the transfer station entrance and recycling area when new annual stickers become available (approximately the second week of December), noting that some users are unaware stickers are required.

A prior resident suggestion to check stickers on Saturdays was discussed; staff noted that dedicating one employee solely to sticker checks would leave other areas understaffed. Installation of cameras at the facility in the near future was mentioned as a way to free up staff time. The new automated gate system was also noted as a longer-term solution.

Mental health task force updates board; counseling center waitlist of ~300 prompts budget discussion

A board member raised concerns about the Marblehead Counseling Center's waitlist and suggested inviting the center to discuss needs before budget season; a Council on Aging speaker series on mental health transitions is planned.

Read

A board member reported that the Marblehead Counseling Center has approximately 300 people on its waiting list. The board discussed whether allocating additional funds could help, but noted the core challenge is a shortage of available counselors rather than funding alone. The board suggested inviting a Counseling Center representative to an upcoming meeting before budget writing.

The mental health task force has held two meetings, with Counseling Center representatives discussing financial and staffing challenges at both.

An upcoming Council on Aging Marblehead Speaker Series event was announced for the following Friday, featuring task force members discussing mental health and life transitions. Presenters include Melissa Coupe, Dr. Limpin, and Sharon Tolliver.

The next board meeting was announced for November 15 (moved from the originally scheduled date due to election day).

0:04 And good evening everybody Welcome to the Arts over 11 for the health meeting 2022. Let’s start with a hold of honestly everyone Miss Holly president Dr. Todd dolphin Crescent and our first itemly agenda is the waistband policy. Oh, yes, so we stand policy. So the city of Massachusetts through 10 CMR 19.017. 3A bands certain material from disposal and assault waste so when we’re talking about our facility we’re talking about what’s going into the hopper. So materials currently bands asphalt shingles asphalt pavement breaking concrete Catherine tubes compact fluorescent lamps clean gypsum wall

0:51 board starting November first commercial food greater than a half a ton per week. And this is for food waste from a business. It’s generating a greater than half a week. Um, Ferris and non-ferrous Metals Glass and Metal containers are also known as bottles and hands lead acid vehicle batteries leaves and yard waste mattresses start November first. We’ve been recycling mattresses since 2018 recycling paper cardboard and paper board single. Resin narrow next classic containers classic models textiles, which includes those sheets Fabrics except this So that waistband begins November first of 2022. We’ve also been recycling these for many years at this point. I’m treated and unfeated wooden wood

1:39 waste construction and demolition materials NX, you know greater than five cubic yards less than about a cubic yards. We’re allowed to take but we really try to make sure that people, you know are aware of these waistbands and try to recycled much as possible white goods, which large appliances refrigerators items like that still stuff whole tires and recycling tires for quite some time. But we do have a waistband policy and there’s two different policies. I want to make sure the board is aware of there’s one for account holders. So people businesses that are in Marblehead can have an account and so upon load inspections. Any account holder that does not call the waistband regulation that’s outlined and P10 CMR 19.0173 a

2:26 will receive a verbal warning for the first offense a written one for the second offense and on the third offense the account will be closed and they’ll no longer be allowed to use the facility. For non-account holders a little stricter upon load inspections any non-account holder that does not follow the waistbands that regulations as outlined in 310 CMR 19.01738 will receive a written warning for the first offense. And after the second offense the account the non-account holder will be not allowed to use the facility this policy applies the way you commercial trash also known as Solid Waste this for both account holders non-accountables. So pretty straightforward, but you know, you can’t continue this these offenses. I’d like to comment if

3:12 you don’t know. Yeah, thank you for reading that. I really appreciate it. Number one where we’re made people bring these now that they’re not allowed. So all these items so so most of these items so asphaltric and concrete we do not take period I believe laying me over in Swampscott takes it I also believe Mellows up in Georgetown takes up material, but we do not take any of that material Capital Ray tubes or compact for us whites. We do take those. We have us a like shed there. We work with Wheelabrator Saugus and we get paid or reimbursed for making sure that self is kept out of the waste stream. So we do recycle all about that material. I’m clean Egypt some wall board construction demolition.

3:58 Material is harder to recycle. There’s a place up in North Andover. Construction demolition material is going to become harder and harder and they’re looking for you to recycle as much as possible. They want you to separate it out clean gypsum from wood waste other items and try to recycle as much as possible. There’s only a few construction demolition recycling places in the state of Massachusetts. I believe the closest one is North Indian River. On Ferris nonfair Metals, we’ve a large metal bend that gets recycled all the time. Those are all those items glass of metal containers. Obviously you write recycle those through JRM lead acid batteries. We work with different vendors. A lot of times. They go to scrap yards in the early recycled

4:43 there. So we do collect those and sometimes during household hazardous waste you can get rid of them at that time for a fee, but generally we take them in no charge. Leaves in yard waste obviously. We have a large yard waste area that we recycle that material and that material never ends up in the landfill. Mattresses we’ve currently worked with the company called new tech they separate the matches out. They pull all the metal all those Springs in the box springs or in the mattress themselves the recyclable and then all the fact that itself can be recycled as well as a textile in Massachusetts. There’s a very large rag Supply. So they take these used fabrics and they turn them into Rags that garage is combined purchase some stuff like

5:30 that. So when we buy brands for our shops, we buy recycling materials. recycled paper cardboard and paper board those all go to grief and Salem OR to JRM to everyone’s Um single resin neck classic containers classic bottles same thing those go to JRM Greenworks and recycled there textiles. Like I said close sheets Fabrics, we’ve all those different bands everything from all the different vendors Red Cross and all the different ones out there all that material you see their resolds on the open market or made into other. Materials it can be anything from insulation to text, you know

6:15 to bags and stuff like that. But all that stuff is recycled. I’m treated untreated wood waste. So treated wood ways. They try to separate out and still copper cremate. It’s not no longer arsenic. So that’s a better product. But yeah, they want to make sure that would waste doesn’t end up in the landfill as well. It can be ground up in these real items white goods appliances. They tend to end up in the middle then um refrigerators don’t take or ACS. We don’t take and that’s because the refrigerant material it’s in them whole tires on those are all recycled as whole or use into other products or playgrounds and stuff like that. We deal with the vendor down. I believe it’s better. So those are most of the items and obviously, you know,

7:01 When those are shrinking in Massachusetts, we only have so much space. So we want to make sure that we can take out any container that can be reused or recycled. So that’s a whole idea of beliefs. I appreciate you going through that because in our audience whether be here at home with I think it’s helpful for them to hear that. Yep. Also before we um, is it worth it? You ready? Is it worth it to anastasis or something saying, you know, these can be recycled and petrol station just not going to the trash or is that so none of the trash? That’s the whole idea with many of those things. Yeah many people to our site. We should take a look at like putting an Asterix or somehow designating to say all these items can be recycled at the transfer station. Now when we

7:48 get on to the new facility and we have the split between commercial and residential we’re gonna have to talk about allowing commercial businesses into the right residential side and we’ll deal with that later do the facility committee here.

8:02 I do have a couple of edits actually just just two one after this to Andrew. Also, the word offense is is spelled incorrectly, but it’s an Essence that I was seeing the and there’s a word missing in the last sentence. The account will be closed. You actually read the word be when you read it.

8:32 Oh, yeah. So put the word be in please and you’ve got a fence in one two, three four times five times. That’s five times talking to you. So it’s good. And we voted last time to prove that we spent balls. And so let’s just information one. Yeah, so the waste their policy has been no, it’s me that to all the cameras. So they’re aware of this. Obviously, we’ll have information up the scale house for non-account holders. We will have the written warnings essentially written up already. So we kind of fill in the blank the guy that soon inspections. He has conduct so many inspections a month and so he needs to be prepared for these so

9:18 we’ll have a good board and everything’s set for him to say Hey, you know, these are the violations and they’ll call out the material that he found. And so yeah, he doesn’t you know, he looks in the back of the truck when they’re backing up but one materials dumps. That’s true when you get to see everything. So he takes a second look and says, all right. You don’t did there’s a band, you know, I’m an issue your first warning or you know, whatever it is. Do they have to pull it out or no? They do not have it pulled it out because it’s potentially dangerous or put somebody In Harm’s Way when you’re pulling them now. So you have to notify, you know, you have to write it down and stuff like that. You have to log it so it will go up never leave the premises. Yeah. But the idea is to take a look in the back of the truck as it’s back here, but you can’t always see everything

10:06 intimate people. More careful with what they’re disposing of because there’s consequences. That’s exactly and I think this is really helpful information and I’m sure the people that are there every day with their you know, Loads to the transfer station will probably pick up on its quickly. But I think if we can communicate this story to the resident that maybe don’t use it as much I think it’s a really important conversation to have because this empowers people to think about this more I think more we think about it the more we practice it the more empowered we all feel towards, you know, making some changes and being more conscientious. Yeah. I mean the hard thing with trash is like I said, there’s less and less space, you know landfill space out there. I’m trash the cost of trash is only going on. We need to

10:53 know we really need to reuse more then we cycle and then you know by again, but you really need to take a look at everything that you’re doing. But yeah, honestly the state it’s looking all these different items and making sure you know, all their different uses for these so that asphalt shingles that a** Haven so asphalt pavement breaking concrete gets made and so a couple of product called ABC that’s all written concrete. It’s brown down and then It for a lot for like driveway based and stuff like that. It can come back really well and as a great base to Overlay your Asphalts again. So that’s what they want to think about stuff last week’s glasses really hard to deal with obviously. They want you to recycle as much as possible. It’s cheaper to make new glass and is to recycle glass. So

11:40 they’re looking at other uses of it. It’s now allowed is what we call trench fact though. A lot of us don’t love it as trench back though, because once it’s in there you start to pull it out and it gets mixed with all the material you start to see all this class in your gravel and stuff like that and it’s something that people pick up on me like wait a minute and so it’s something that some of a lot of us are kind of concerned about we’d like to you know, see the glass industry try to figure something else to do with it. It can be used and asphalt it just hasn’t been started to really use that way there are other uses and as we go on the state that you know, the government is gonna get more strict about how we use the same.

12:21 I know someone who might know what to do with a glass. He was an engineer that’s worked with things like that. Yeah, that’s interesting. Thank you. Let’s go right on to need directly support. Right? So the first thing that I have is the Opium contract. So this is the First Amendment to the project management town of Marblehead transfer station agreement. So Jerry Smith is the current OPM. We’re you know, obviously staying with them. There’s a lot of knowledge. And so this is the amendment to keep that work going. Um now because we’ve kind of shifted from building a new facility to doing some redesign. There is some overlapping lapping work or some redo work. And so that’s called out in this amendment.

13:09 And so I need you to vote, you know to approve the First Amendment to the project management in town Marblehead transfer station. Did you do have some edits? I’m sorry, but I do you want to know so this was approved. So depending on what the edits are and this was approved by Town Council. So, you know if they’re very minor and stuff like that. They’re more grammatical in anything else. But yeah, awesome to Andrea and what I’ll do is all I’ll take a look at them. I assume they’re not really changing that the nature of the contracts I also but I do have one question. Yeah. I made up a familiar with the terminology, but I’m wondering on eight contained the third page.

13:56 It’s a development Implement procedures in front review and processing of applications the payment from the contractor for progress and final payments. If the word progress used in that way, I was looking for the rest. Yeah, it is all Progressive progress payments. All right, then. I didn’t know the other question I have is on 12 right below there. Yep. I think we call you health direct instead of director of Public Health same thing. You have happy with you. Okay? Yeah, that’s a grammatical those of intensive because I was just questioning them. Okay. do we have a motion then to accept and that’s corrected. And motion for acceptance correctly second. I’m

14:42 a student Noah in favor Mr. Wayne Museum in favor, Dr. Donald and they’re thank you household. Hazardous waste we’re continuing with household on this way is quarterly so our next event will be December 7th. It’s a Wednesday. Um, these all these events for householders Waste you have to pre-register. Um, and the next couple of weeks. We will post this online you follow the website. It connects you to a link you thought you answer the questions you feel all the forms and then it’ll generate in your cost and you pay that with the credit card. And so at that point once you finalize all that you were signed up for the event. But you have to do it in the steps. There are

15:28 issues. You’re supposed to contact ACV. It says it on the documents, but you’re more than welcome to contact the office and we’ll direct you. It’s along with that. We have leaf collection schedule for 2022 and 2023. So this fall we have collection for the week of October 24th. We really like to have obviously the idea is at supposed to be collected on your day of trash recycling. It doesn’t always work out that way with JRM. They’re gonna tell us that they have a full week, you know to finish leave collection, but just please put it out on your day collection at least at that point and we’ll make sure that it’s picked up. If it doesn’t get picked up call the office will notify Jerry and make sure

16:15 they go back but so for the weeks this fall is the week of October 24th. That we the week of November 14. The week of November 28th the week of December 12. We have these cards printed at the office. We also bring them up to the transfer station Commons people can just grab these and focus on our calendars. And the springtime the week of April 24th the week of May 15, and then we can shoot.

16:46 It’s ideally that everything is in paper bags the lead collection bags. And that way it doesn’t get it mixed up with your trash or any other items. It’s much easier during Leaf Bags. We covered report obviously. We’ve been continuing on with this but we just want to make sure no people are aware that we have many rapid tests being taken at home. These tests do not have to be reported unless it’s witnessed by a doctor or myself. It doesn’t get added to report only verified pcrs and some probables problems are antigen tests. Like it taking generally in the doctor’s office. So obviously we understand that the report that

17:32 we’re pushing out is not the true number of cases in town. So for last week as of October 7th through Friday, we have a total of 4,497 cases. That’s a total of 58 cases in the last two weeks. So the numbers are going up. You know, we’re not surprised by this everybody starting to move into doors. This is something that’s gonna happen. We’re highly vaccinated need to learn to live with this. We need to continue on but we need to still follow the CDC guidelines or Masky. We’re asking you if you become positive that you need to quarantine for the first five days from the day that you take your test. After day five, they would like you to test and then as long as you’re negative, you can go back out in

18:20 the public, but they’d ask you to wear a mask for the next five years. We will continue to push out the report. We try to stretch it out. So if you look at average daily, I’m giving you almost a little over a year of data so you can tell that last year at this time. We’re actually pretty close to where we were also we’re just hoping that we’re not going to have this huge Spike like we did in the summer. On the average daily incident rate per 100,000 as 18.9 that was higher from the week before the total test for the last 14 days is 636. That’s PCR tests the percent positive for the last 14 days is 8.96. So we always add information on

19:06 here about isolation quarantine and masking all that information is here. But if you do have questions, please feel free to call the office.

19:16 Um one question, right? Yeah if after the Days that you’re quarantine if you just positive then you go over the mess. Yes. And so if there’s 600 tests that were done. Yeah PCR dentists do they have like a Statewide estimate of what percentage of that compared to home at home tests? No, we’re talking about that today with the state and they are unwilling to come up with an algorithm to try to figure out right with this number positive PCR tests. What’s your channel number in the community? I think looking at the waste the Wastewater. Yeah, they are looking at the Wastewater. So we install the biobot. They have a biobot and say only biobottom any communities. Yes, that’s a great indication of Trends going

20:02 up. So they do take a look at that and the trends aren’t surprising. I mean, we’re moving from outdoor activities into indoors the weather’s getting colder or gathering more. We’re moving into the holidays. It’s just normal that we’re gonna be pushing the virus around more and you know people talking about using the Wastewater as instead of actual numbers that we would I mean so obviously we don’t have Wastewater the biologan every Community to give us an idea. Um the Bible it’s a great indicator and and for sale they were using it in neighborhoods and stuff like that. You could use it at the hole. So Southeast Essex Essex switch District, we’ll be

20:47 pulling sewage from both sailing and Marblehead. So if you’re testing there’s gonna be a combine so it’s it’s not gonna be a representative Marblehead. Um again, you know, you could say it’s an indicator, but but these weekly reports are awesome indicator. What kind of an indicator obviously at this point, you know from last week, the number of cases are going up. Like I said, we are a highly vaccinating community. And even with that we still saw a significant rise in cases last year the good thing right now for the most part people that are fully vaccinating aren’t scenes to deal with severe illness. We just still have to be you know. This is this is here to stay. So we need to learn a little bit. Just someone with The flu. Unfortunately, it is indicating that’s going to

21:35 be a bad flu season. We look at the southern hemisphere. So Australia to see what kind of flu activity they had. That’s how they base our all our food vaccine. They had a pretty severe blue illnesses this year. Is there any studies about whether the code booster and the flu shot should be taking together separately now, so there is no indication. So it you can sign up for at CVS right now and get this the booster so the covid booster and the flu shot at the same time. There’s no indication that we should be separating these out at all. So that does make it easier so you can walk in and get everything all at once rather than having to do multiple worlds. So that definitely makes it

22:21 easier we are looking to probably have another booster Clinic there will we do feel that there’s booster shots available, you know throughout Town through the pharmacy and stuff like that your doctor’s office do other areas. There will be booster shots available and surrounding communities and this potential that will be awesome offering booster shots in the summer.

22:44 On the last for my transfer station, it’s kind of the update. So today Jay and I just kind of sat with or met with you know reader who’s the architect for when there’s three Architects and just to kind of bring up the speed. We informed him that the board chose option b option b is that commercial traffic will enter Whitman and exit Whitman and residential traffic will enter Green Street in exit within so we just want to make sure that he understood the full scope of services that we’re looking for. So this includes a scale house a staff support building on those buildings will be kind of joined together. It will be a different he’s trying to make sure there’s good viewscapes out of scale house

23:30 and take a look at that. Obviously again, you know, you kind of tell the architect this is what we decided you run with the design and bring it back to us. Um, the existing pit structure on that will be clouded on the outside. a lot of solar panels trying to make the properties Net Zero as possible that the pit the RAM and all that stuff will need to be the reason she so all the surface steal that slides or that shoot needs to be rebuilt and then actually compact a ram that’s gonna have to be replaced. So he’s aware that Jerry is aware that we’ll be working with our existing company that services to make sure that we get the equal robust system in there. They’re really big piece of the operation and we need to make sure

24:17 that’s a robust piece of it. We can’t have a second, you know machine that’s not us, you know strong as that the other piece that we want to make sure that we have is that you support that that new staff kiosks and the residential recycling area and that can deal with the TV recycling that can deal with any other needs of people need a train, you know, facility sticker any other small transactions those will take place at that food? Again, we’re going to try to push everything online as much as possible and make sure you know. Streamline a lot of stuff but yes that is a piece of information needs to design is kind of a kiosk building force that over to be there and some some little things obviously and then obviously we have the news the swap share. He’s looking

25:05 at how to cite these how to be the most efficient with that comes new gates for both the for the exit the gate on Green Street is new but that needs to be elected by so that will be an automatic key. So the truck drivers that come to the facility in the morning can hit the button they don’t need to get out of truck. We talked about that employees when they get there in the morning open that up at 7 o’clock and then internally for that residential that will have an internal date or internal barriers that will stop traffic in the morning and Loud all the Queens to be inside. We also need a new game to prevent people from going into the what we call kind of lower area where the trash trucks are to keep them out of that. And then also when we want to make sure that we have people

25:50 working for the swap shop

25:54 So Dana is going to be taking a look at that stuff. It’s gonna come back with the schedule make sure that it’s contracts has all the verbs that they need to move forward. And so these are the things that we’ll be working on in the next few weeks. Any questions about that? Does he to think the parking for this election will be already pretty robust. No. No so good. I mean so we are that’s like one piece that we’re trying to figure out a little bit. Um The the use of the swap shop on a Saturday is she which is what we want? How do we find additional parking how do we organize it in such a way that we don’t have people parking in their cycling area preventing people from using that so one of the areas

26:40 that work we have asked to take a look at is that when you drive into the facility now you have this giant road that leads out you driving out drive around the recycling back. We’re not going to be using the driving. Now, you’re gonna be using the driving back. Can we create some parking in that area with a safe walkway over to the swap Shin with the crosswalk that would allow from for some additional parking to put a Saturday. We just want to try to organize it have stripes painted on the prime round. So people know where to park. It’s you know, very user friendly. The other thing that he’s working on is signage making sure that the signage is consistent and everybody can understand everything there. You can look around and say okay. This is where this goes stuff like that. Oh, the other piece that I’ve got to mention is that currently

27:26 be about oil recycling tank right next to the large compactor and that’s gonna get moving to the backrest.

27:36 And that’s really about it. Any questions regarding that. I think that a lot done this week.

27:45 So yeah, the big piece is gonna be scheduled. What we’re trying to do is like we’re working backwards in a way. So we want this to go out to bid and February really no later than March we want to construction to begin as soon as possible Springtime. So we work back. We’re kind of pushed into a tight schedule there. We don’t have no we’re not going to design and so let’s say we don’t have a lot to design, but we just want to make sure everything’s gonna work and then we do have to go through different process. and living what as you yeah and bidding, you know, we want to make sure that all our our plans and our specs are really well written very, you know anytime you have Areas of questions that’s where people start to raise the

28:33 bid because they don’t know and so they’re like, all right, but I don’t know what the answer is. I’m just gonna add some more money to it and we’ll deal with that later. So we want to make sure that all the sometimes you say all the unknowns are known.

28:47 That’s about it. One question that about the transfer station, but we’re doing some blue Clinic smooth seniors or yes, we did gluconics for senior or what we call high dose. So 165 and older last week tomorrow. We have an employee’s flu clinic in the afternoon. We’re going from there.

29:09 And back to the tradition. So the order would be zoning board then planning board then bidding. That’s a bit I believe so. Yes. No.

29:20 Thank you. Yep, right public comment period should be planting. Anderson tomorrow I will say that way just some real quick thing. I got my flu shot today thought and as my doctor the same thing and he said what Andrew said to get him the same day, but he suggested wait a couple days, you know in case you have that reaction you can do the same thing. I’m gonna have my own next week. The other thing is we’re coming to the end of the year my favorite part of the year when we get to buy those sticker. Yeah, which I like best deal in town and those of us that buy this figures we always notice is a fair amount of out there.

30:06 The other thing I notice it’s actually no signage that says you need us there and what I would suggest is I would do it now way whatever. It is, December 15 when K gets them is have a couple signs and stick a tree wired, you know now available in the office on the entrance and probably out back because I think this is no people that legitimately don’t know your stickers and then there’s ones that don’t know about there being under something you did some selves, you know. Anyhow, it’s a great suggestion. Yeah, really simple as a sandwich board and stuff like that. Yeah. Yeah. There’s something it’s excited to say. Yes. There’s required you stay with board for when they start out and more permanent exactly.

30:51 But And I think you’ll get a lot of people and your people waiting physical enforce and I’ve seen them try before people don’t yeah it every excuse anymore. Yeah, it’s hard. Yeah, but I did have a suggestion from one of our residents last time last meeting to have someone checking on Saturdays. Yep. Is that something you’re interested in? So it is something that we would love to do it. You know, it always comes down to the number employees. So if you’re having somebody just checks checking stickers, that’s all they’re doing. So they really can’t do anything else. So that means in other areas. Things are being overlooks. One of the things that we are installing in the near future our cameras. Yeah, and so we’re hoping that with the cameras that it will free the employees time up

31:38 a little bit. Yeah go and do some other and you know and long term you’re gonna have the gate any now so I’m just in a couple hundred dollars, it’s not Having time for every now and then someone over time. Just checking when busy time right then the other thing I just want to congratulate you on option b, it seems to be making everyone reasonably happy and I just wanted to throw one thing out here in case you run into a problem with any of the approvals which can always happen. You know, what happened on the school and just gonna throw this out. I’m not trying to Rally from watching. We want to stick with it and just get this thing back. But I came up with Washington Z and I was I got a couple weeks ago and gridlock

32:24 going to just inside the game. And you know, it was a 30 year old pickup truck based it off with them. You know, he’ll Range Rover. You’ve probably seen that one get away. But you know, it was stuck it was going nowhere. So I ended up going like stuck like it was broken down. No. No, they just don’t move and I said, well I can do something. What I did is I went down the road by the Wilkins station and then off the back, you know, five or six cards follow me, right? And that’s where my options Z. Like I said. I’m not trying to really but It occurred to me that you know coming in that way if all the residential Crapper. Came down there as a my options e solution and then went up that.

33:10 That would make certainly down on terrorist people would be thrilled so you can’t make this part. So I I can’t take a pickup truck and come around and turn I have to do one parent. So

33:25 You can but it’s difficult. I cannot okay, some people fall in. Yeah, so it’s over that I’m just talking about the line work truck. But that is the biggest thing and I thought of that that was the biggest. Yeah, and then the case was I’m I’m guessing the DP is very controlling the real estate and understand that that would be an issue. and Sport within we got into the revenue going to be coming in. Blocking that entrance that’s a commercial entrance only. That’s commercial lunch and someone which one is commercial. So they’re going forward. No, no, and yes, they I know I was saying that you would just again this stick with

34:12 objective. I’m just saying you would you would be just like today except the people rather than trying to cross the resurrection right across it. Yeah. We’ll go down. Yeah, the problem is that you can’t yeah, I get I’m gonna get against the pizza. You can’t getting the real estate down there. Oh, no, it’s all this is all cap area. So I can’t change it. You know, I can’t add green stuff with all that stuff setting but it’s in the bottom line is that that’s the that’s the bottle actually why you wouldn’t do that. Yeah. Okay. Yeah because you can’t make this turn. Okay. Yeah. Oh and I can’t so the cap runs right here. Okay got it. And so I can’t change that intersections. Okay here. Okay, and then the last thing is the Tomato growth but I have a Tomatoes right? That’s the pretty good. Well, they’re okay, but I have

35:00 something that I have a giant pumpkin right here. So if anyone’s in the nuggets out here just go down here. You’ll see it sounds good. It’s made of they’re still in the background. You know, when did you plant them? pumpkins so I planted out of it indoors April 31 and then put it outside about 10 days later and your girlfriends not this year. Okay, and then July 12 the pumpkin Farmers aside for golf ball, which is kind of impressive balance. So it’s pretty good. It was good. He’s job still. Cocktails has passed now, but it was last week. But yeah, but you know, you have to leave it there for 10 days. Oh shut people trying people. It’s you

35:48 know, they can drive all the way up. I thought about maybe so it’s I grow around this in color. They grow just for size. So so they’re bigger but here the tanning lot so they do have the best. But anyone so all right everybody I go with that sign for the end. Oh, yeah, I think that’s good. Thank you. Maybe it’s a volunteer. Yeah invoice when are stickers available when other first stickers available really clear the second week in December? So these would be on the side so there’s two things so they’re not available. The second week of December because you have to buy this year’s sticker

36:34 that I start selling them too early. They just buy them and say well I have a super next year. I’m not gonna buy this year. So yeah.

36:46 Some of us have K everyday so we get below number. Yeah, there’s people that are going for numbers and we generally accompany. Yes, you call me with the reservation. Yeah for the low number. Yeah like that I deserve it number four is Big before staying right? Number one. How government does it take that one? Well, how do you All right here. Those who work more and the other business joint, holy. I would just love to quickly talk about the Marblehead mental health question two things. I may number one. I want to procedurally.

37:32 They stay where I need to stay and we continue to have them virtually because we have a pretty big group. Yes, so we will take a look at the state guidelines. And with the regulations are with that and I will know make sure you’re aware of all the information. Thank you. I figured we’re still okay. I’m going forward I think. As a conversation does it look like they’re going to allow us to continue to have potentially some of these meetings remain 100% virtual just no not necessarily they go back and forth. Um, but we’ll look at what you’re committees trying to do to non-regulatory committees. So there might be some slightly different guidelines. So when we take a look at that, I’ll just make sure you know, I’m not looking only at War to help but I’m looking at them that sense. Okay,

38:19 great. The governor hasn’t changed. The governor is not I mean they did set a mortgage boring on things. You know, I just have to take a look at the dates and stuff like that. Okay. Thank you so much. And the Council on Aging has a Marblehead speaker series next Friday. There’s going to be a channel made up of members of the task force and they’re going to be having a Marvel head speaker series talking about Transitions and mental health and targeting everyone within our community but specifically for And people who participate in this series are generally connecting with it through the Council on Aging and Melissa Coupe which and Dr. Limpin and Sharon Tolliver

39:05 are going to just build this conversation out to Meet the need that’s been expressed by some people interested in learning some skills and resources to try and tackle some of the concerns that arise and we’re going through transition. We really add Stress and Anxiety. So that’s coming up and next time our next meeting is on Halloween at 7:30 October 31st, but trying to get a day it’s kind of challenging. So we’re gonna have holiday here. don’t know if

39:47 but that’s right. Oh, I figure pardon it. Thank you very much on Wednesday the 19 part of the oh committee. So that’s why I know thank you so much. I apologize. Thank you sometimes. But I think that’s a speaker series. We’re going to engage in going forward as well. That’s right. Yeah, and we can talk online about some other ideas for speakers and something that Um, you know, it’s it’s hard to communion speakers and there are some of the speakers out there but it’s always a challenge. Could I ask a question about the Counseling Center because I’ve been getting information about how backed up they have. I mean we’ve known this but they really good. I think they said 300 people

40:33 on their waiting list. Is there anything that we as a board of health can do like? I mean, they don’t need one more money. Could I recommend that we see what more money in our budget for them? No, we can talk about that. Just because we have money doesn’t mean there makes no counselors available. You know, that’s that’s generally what the issue is currently is that there’s not enough Council out there to service everybody. So then you ask, you know people they’re trying to get services. Are you willing to do different type of you know counseling can you do group counseling can you do and so some people are available to that and some people like well that doesn’t really work for me. So it’s it’s not necessarily a problem that we can just throw money. Yeah and make it go away. So perhaps

41:19 could I suggest that maybe we the president and maybe the CEO? I don’t have a direct deal, but somebody it seems pelleters that correct people.

41:36 Answering your half effects. I mean, so maybe we could possibly come early and talk to us about their needs before we start writing our budget. Yes. I think that’s a great idea. It’s very I think that we really need to assist them. And maybe I don’t know. They took people in January you want to do really mean that yeah, maybe November. I mean our next meeting. He’s not told me. Yeah, and we’ve had we’ve had two. How mental health task force meetings and on both meetings we did invite someone from the network accounting Center to talk about some of the challenges that they’re facing right now and it

42:21 is it is alarming that the challenge that they have in front of them financially and specifically to your point trying to get counselors to practice and to get reimbursements for some of the treatment that’s going on.

42:43 I think there is a lot of urgency. So I’m really appreciate your comment going great. I guess there’s still people who play in the golf tournament seems like a message. That’s not my client, but I just happened to read in the background. So we can reach out to them. Yeah, please. Okay, so their motion to enjoy

43:09 make sure please second. I was just kind of thinking about whether my husband will be happy. You know, right it’s years. That’s what stopped me my tracks. I miss you anyone. Okay, very easily in favor Dr. Tomlin paper. And our next meeting is November 15. Because it was before his election day.
