Board of Health: December 12, 2022
The Marblehead Board of Health approved increases to transfer station fees, raising the mattress recycling fee from $25 to $35 per unit and the non-residential solid waste disposal rate from $210 to $280 per ton. The board also voted to allocate $145,000 from a $200,000 mental health fund to the Marblehead Counseling Center for infrastructure, office buildout, exterior repairs, and staff retention bonuses. A fowl permit was approved and a step increase was authorized for the Board of Health director on his 11-year anniversary with the town.
Mattress fee raised to $35/unit; solid waste disposal rate raised to $280/ton effective Jan. 1
The board approved both increases after comparing rates at facilities across the state, citing rising costs and the need to stay competitive.
The Board of Health reviewed two transfer station fee adjustments, both effective January 1.
Mattress recycling fee: The town has recycled mattresses since 2018; as of November 1, 2022 they are legally required to be recycled and cannot be landfilled. The town contracts with UTech for recycling. Current cost to the town is approximately $18/unit plus a trucking fee (~$25 total). The board approved raising the resident fee from $25 to $35 per unit (box springs also $35). Comparable facilities range from $25–$60/unit across the state.
Non-residential solid waste disposal rate: This covers cleanouts, construction/demolition material, and commercial waste above normal household trash. The rate was raised from $210/ton to $280/ton. Georgetown’s facility charges $300/ton; Marblehead will remain below that level. Non-residents pay a $20 minimum.
The board briefly discussed the residential transfer station sticker fee, noting stickers go on sale December 19 at both the transfer station and the tax collection office, but determined it was too late to change that fee for 2023.
The director noted the current recycling contract with JRM has four years remaining; the town currently pays $95/ton for recyclables and expects a significant increase at contract renewal. Textiles were also discussed — roughly 10 tons of textiles are collected via vendor containers (Planet Aid, Red Cross, etc.), with the town receiving $0.05/pound. Magic Hat was highlighted as a community resource.

Board allocates $145,000 from mental health fund to Marblehead Counseling Center
The $200,000 ARPA-designated mental health allocation was tapped; the remaining $55,000 may go to the mental health task force or Council on Aging aging-in-place survey.
The board discussed and approved a $145,000 allocation from a $200,000 fund designated for mental health to the Marblehead Counseling Center. The request broke down as follows:
| Item | Amount |
|---|---|
| IT/Observer Network infrastructure, workstations, cloud software | $50,000 |
| Interior buildout / new office openings | ~$15,000 |
| Exterior repairs and painting (two remaining sides) | $35,000 |
| Hiring and retention bonuses for mental health professionals | $45,000 |
| Total | $145,000 |
A board member noted the lease clarifies that the Counseling Center (not the town) is responsible for exterior building maintenance, which resolved earlier concerns. The board noted the town currently allocates $60,000/year to the Counseling Center and intends to revisit that amount in January budget discussions, with a goal of returning it toward $120,000.
The remaining ~$55,000 may be directed to the Marblehead mental health task force (speaker series, educational materials) or the Council on Aging for an aging-in-place survey study (previously developed with UMass Boston but paused during COVID). There is no spending deadline on the fund.

Transfer station architect presents updated scale house renderings with ADA and door revisions
Designer Dana (Winter Street Architects) revised the scale house layout to move the ADA parking spot south, reducing entrance doors from two to one and improving traffic flow.
The board reviewed updated architectural renderings for the new transfer station facility. Key design changes since the previous meeting include:
- The ADA-required parking space was relocated to the south side of the scale house, allowing the building to shift north as originally preferred.
- The number of entrance doors was reduced from two to one, lowering costs and reducing air movement through the building.
- An entrance canopy/group was integrated over the remaining doorway.
- Renderings now include: the pit structure, solar panels on roofs, wind-energy poles (vibrating ‘wing terrain’ poles rather than spinning turbines) on the building exterior, the swap shop with outdoor display area, and various approach views.
The director noted all renderings and updated drawings will be posted on the town website. Security cameras are being installed at the transfer station during the current week with minimal disruption. The board noted the current project budget is $1.65 million but that a formal cost estimate awaits final design completion.

Director reports ~30% rise in COVID, flu, and RSV hospitalizations as holiday gatherings increase
The board noted wastewater monitoring is now the primary surveillance tool; at-home COVID test kits expiring in late January are being distributed to churches, restaurants, and the food pantry.
The director reported approximately 30% increases across COVID, influenza, and RSV hospitalization rates, consistent with holiday gathering patterns. Wastewater surveillance is now the primary monitoring tool as PCR testing has declined. Weekly COVID reports to the public have been discontinued due to incomplete case data.
The town has approximately eight remaining cases of at-home COVID test kits to distribute; the kits expire at the end of January. The state has not confirmed whether expiration dates will be extended or whether additional kits will be distributed. Kits are being placed at churches (for holiday services), restaurants, the food pantry, and the tax office. Residents needing help finding booster or flu shot appointments were directed to call the health office or visit mass.gov.

0:05 Mr. Wayne Miller president obviously president Dr. Todd golf bagger presence first item is our mincible, November 15th. the motion dripping so that and I’d like to congratulate Andrew and we’re doing fabulous job of the difficult minutes. Thank you very much for doing that.
0:32 So Mr. Miller in favor, this one is whatever doctor Plaza newspaper. Now, we have a foul permits. I assume that’s you too. Yeah, you want to composer are you okay where you are fine? Okay, so we have your application. Everything’s in order from road. Do you have anything you want to start listening to us? Or maybe okay, so Very delicious. Usually, you know, we we have slightly new. rules, but I think everything has been done according to the plan
1:17 you have all chickens, no roosters. We always reserve the right to inspect if there’s any issues or any complaints. Do you have any questions from the border? Your questions. Yeah. Okay videos here pictures.
1:43 So you have it’s Fried Chickens and they’re 25 weeks old, you know, so yeah, I think that we’ve better not believe that we all know what to expect. You know, how many people have taken them? Elevenly? Yeah. It doesn’t know that. Yeah you
2:07 Know it’s a great thing.
2:10 So do we have a motion to approve this file permit for? Everybody’s permit the names here memory and Brian. It’s been. And I second.
2:28 I’m missing you just join Miller in favor you thank you. That’s why that’s because I will be able to you. All right, we’ll get it probably sometime this week. Okay. Thank you.
2:55 the evening here
3:02 so let’s get to our next items move right along. It’s on Solid Waste feed discussion. All right, so I’ll be usually take a look. It’s always figures every year. We always want to make sure that we stand today with these and as there are across the street state if our fees are less than other facilities you get a lot more people coming to our facility, but we want to make sure that we’re paying attention to Be structure is so disposable wind speeds and then all the fees that go along with it tonight. We’re really just taking a look at two different fees the mattress fee and the solid waste. So solid rate disposal that’s really for commercial or any other residential ways
3:49 that’s above and Bach Beyond like normal household waste that’s construction material that’s less than five cubic yards. So obviously mattresses the town has been recycling mattresses students 2018 on November 1st of 2022. They became part of the solvent so they can no longer be thrown away. They have to be recycled. We use a company called UTech as costs are increasing. We’re seeing that cost increase when we’re paying the bill everything’s done on unit price and then we have a trucking fee. So what we are suggesting that mattresses should go up to 25 dollars per unit. So that would be whatever tell us the mattress and 25 dollars with a box reading itself. Um,
4:37 they’re very strict with this regulation at this point. We had a box spring that got into a trash truck the other day. I got all the way to Resco and it came all the way back to us. So they pulled it out the pile and they put it back in the truck and they came back to us as a warning to make sure that we’re doing a little inspections like we’re supposed to but they’re very strict with this regulation. So like I said, the first one is mattresses, we look across the state, you know, we look at Wellesley all the facilities on the North Shore they range anywhere from 25 up to 60 dollars per unit. So we try to kind of stay in the middle there, but we feel $35 per unit is a reasonable at this point. So it used to be 25 dollars, but both pieces together, correct? So you not only jumping up Beyond $25
5:26 a piece you go into three bedrooms, correct? Yep. We are currently paying $18 per unit plus $300 in tracking these so comes out to be about 25 dollars per mattress that you’re paying for Justice Louisville. That’s no Manpower Association.
5:46 Yeah, can I ask why you guys got in front of this back in 2018? Was it something that how did you know that this was awesome? We received the grant for nasty people. So they wanted to take a look at communities that wanted to start early on and see if we were willing to participate we participated in the program and this allowed the state that they look how well it does and that made them go to this always been 21. I think I’m always in favor of raising things because we’ve always been behind so I’m kind of pleased with what we’re doing this but I would have thought you would have gone to 25 when each but I understand now without if you’ve got waiver involved. Yeah, the biggest thing is looking at the other facilities. If I’m the cheapest facility
6:31 in the area, everybody’s gonna continue with the mattresses, we won’t be able to handle them and so we won’t be able to take mattresses that regular basis. So we only have two shipping containers the 220 yard art 20% containers and so I can only put so many mattress and in there. There’s a pretty popular item right now. But you want a motion. That’s what I want, you know. We’ll do that. Right? So yeah an emotion or mattress being goes up to 25 jobs which 30 right? I apologize 35 does each piece the box spring 35 for the mattress. second
7:11 And just so everybody’s clearing with this. I’ll go over some of the can I get a vote. Yep. So miscellane Hayley David Thomas doing the learning paper and Dr. Tuggle. Thank you. I apologize for that thing. That’s right. So mattresses do not include any mattress pad mattress topper sleeping bag pillow car bed Carriage basket Dressing Table stroller playpen infant carrier Lounge pad could bumper liquid or gaseous Billy including any water beds and air mattresses that do not contain unpolstery material between the ticking and the mattress core and mattresses and futons and silver meds. So that’s the regulations people those and just doing the regular they can go right? Yeah, so they can’t do
7:57 in your household trash that would be considered away. I solved waste. So this is non-residential solid weight. So this is everything above and beyond your regular household trash. So this include cleanouts this include construction demolition material. And again, we look at facilities across the state. We’re trying to stay equal with them. We tend to be on the left lower side. We are currently 210. Her tongue and we would be suggesting or recommending that you go up to 280. We know this is quite a jump. But again, we’re trying to stay equal with a lot of the other facilities even Mellows up in Georgetown is 300 dollars a ton currently, so we’ll still be below them for
8:43 non-residents. So anybody that doesn’t come tomorrow that doesn’t live in Marblehead coming from outside. It’s a $20 minimum if you’re a Marblehead resident, it’s per pound. So we are recommending to 280 dollars per ton. You want motion for that? Yep. I move that we increase the pH of 280 dollars per 10% waste and a second. Honestly. Let’s join Milton paper and Dr. Title and beer and so these will all go in January 1st. And so before we go up that Could ask you to look at the beach and student this year? Yeah, we can take a look at that. I mean that’s something that
9:28 we were no, I plan to stay away from it’s been the current price for the last couple years. But if the board would like us to take a look at that we can definitely do that obviously stickers won’t start to come out be sold next Monday and from January 1st to December 30. And yeah, so Is it to link to that? I would say it’s too late for that. Yes, but that’s something that we can take a look at for next year. All right, because I think I thought that’s the one I’ve always thought. We were rolling in the year. I mean we went up a couple years ago again, we could take a look at all the other facilities, you know. Yeah, we tend to be a little on the low side, but I think it’s still, you know, pretty comparable. I don’t think you went up like you’re benefiting these incidents. No this with the commercial Solid
10:15 Waste. I’m trying to stay the same level as all the other commercials commercial establishments. We see a lot of commercial material coming in from not just marvel ahead but surrounding communities. So it’s only fair that we’re making sure that we’re covering our costs but we’re not the cheapest place around where everybody wants to come to us rather than doing to another person. Well, maybe because it’s this is for our citizens thing you transfer station in each sticker. I think it’s nice treatment and a nice place. Yeah, so I mean Feature when we do have a new facility we do we will need to continue to look at fees. So a lot of facilities charge for AC units auto batteries lawn mowers right on lawnmower snowboarders white
11:00 goods propane tanks Furniture TVs monitors microwaves, and the other thing that we will take me to take a look at is allowing Marblehead businesses to use our recycling facility in the future when we build our new facility will be dividing commercial and residential and therefore commercial businesses from Marvel head. We will have a hard time tracking those businesses in our residential area easiest way to do that is really through a sticker program that we would allow stickers to be purchase for businesses and Marvel head that can recycle the material facility for the but I obviously you try to make it so they’re not weighing in pain and all that stuff. But thank you recycle all that, but we’re going to wait till we get the facility. Yeah, we’re gonna wait to the facility and obviously so
11:48 like everything else the recycling Market is changing all the material if we didn’t have J around with the deal that we have currently but we don’t pay for any of that material curbside the material that we bring from our facility to JRM. Currently. We’re paying 95 dollars at fun for a second. So, you know, it’s not really anymore. I just want to make sure everybody’s aware of that. So yeah, we will take a look at a lot of different these structures when we take a look at the facility and all that stuff. When did that contract end with jerem. We have four more years on that. Yeah. So yeah, there will be a significant increase. in that contract for collection and then also for the disposal
12:35 of the recyclables. While we’re on the topic, I think it’s worth just reminding me more of the textile ban where the transportation they’ve been bringing this text out. Yeah, so we have several like approximately tendons in the back four textiles and it goes everywhere from planet Aid Red Cross. There’s a whole bunch of groups that are allowed to bring their containers and they go through all that material recycle that material but we also collect five cents a pound for all that those kids and then yeah. Obviously, we also have magic hat in town. We really want to push Magic Hat. It’s a great resource in town. A lot of money that they make this act of the school system. They have collection bins around the community as well. So, you know, we really recommend people bring there we’re slightly
13:21 used clues of these clothes that happen as well. But there’s also a complexion container down by Staples. There’s no Goodwill, I stop and shop and then there’s also a few at some of the churches. So there they are scattered around you don’t have to have a restaurant residential sticker to get to do that outside of the facility that you have to have a residential sticker to go into the facility for us. And that includes none wearable oracles that includes non wearable alcohol. So like if I wear this shirt all the way out where it’s you know holes are in the elbows and stuff like that. It still can be recycled into the rags. There is a large rag market and in the state of Massachusetts municipalities or encouraged to buy Rags for our garages, so
14:09 we currently do that. We try to get other organizations to do this thing. Since you touched on the transportation in each sticker, would you just told the audience with? You’re doing studying next week. Yeah, so we will begin, you know, someone stickers Monday.
14:30 December what’s the date of that? That’s right the night the 19 we will sell them both at the transfer station themselves, and I said also at the tax collection office. I’m not no, we don’t still matter practice. We have not we only do that for special occasions. But yeah tax collection office facility.
14:54 think that that’s really able to solve my speed at this time. Unless there’s any other questions, okay. All right. Let’s talk about carbon funds. We had our meeting with members of the Counseling Center at our two meetings ago and they had a request for 145,000. I can read out what their requesting. but I think that’s where we should start with this discussion said we would vote tonight about at allocate this so they had requested the Counseling Center had requested $50,000 for the Observer Network infrastructure new workstations new cloud-based software. and they have written which criteria for the Arc of allocation applies
15:39 involve around here. They were requested roughly 15,000 for interior buildout 5,000 per opening new offices 35,000 for exterior repairs and painting of remaining two sides in the building. And they had also requested about 45,000 for hiring and retaining mental health professionals leading to meeting one-time hiring and staff retention bonuses, which is the need. So that’s to help with that issue. So that comes to 145,000. We have an allocation of two hundred thousand dollars from our planet specifically to allocate our mental health issues. And I think this is clearly within that criteria. Is there any further discussion? Yeah. Do you want to make a motion and
16:25 the discussion that you want to have the discussion first with other schedulers? Okay. I I it’s no way that’s I think knows that and more of a friend of the house and Sons and everybody else in the community and I am very good friend of the cast of that kind of vast president. So thank you very much for it. And I’m glad that we had some time to meet here and then I had some time to think about it. I did ask some questions to you and I’m satisfied after me reading the contract and the least that that constantly said it is. responsible for the outside of the building and that was what was troubling me because I wanted as much of the allocation that we’re giving them to go with mental health treatment or
17:13 care about putting up numbers and where we are responsible where they are responsible. I think that is what was kind of a sticky one for me and I see that they are responsible for it. So, but the only one question I have When you enter that maybe I asked it, but I maybe I see somebody is in the audience that they need to answer too. It says that for replacing the roof that the town would decide within a 10 year repeater 10 year period now when we talk about replacing a repair in the mood So with these these buns it’s for impairs
17:59 and painting this. This is not for the roof itself. Um, I think when they talk about the 10 years when we look at Rooms, we said it to the last 10 years. So the town would look at the roof and say Yes, it needs to be replaced or not that that’s not part of the art of discussion. But that’s part of the contract. It’s kind of the contract because that do we know whether they’re going to repair or replace those I don’t believe it’s for the repair of the roof at all, right? No, it is a reason it is not. Oh, okay, see because I watched when I was like with me, I guess then I’ve got too much information. It’s what the problem is. so and obviously the health, you know, the Board of Health has on what along relationship with the privilege Counseling
18:44 Center. I’m wrong. I think it began back in 1982. Oh 53 years 53 years. It was right from the beginning. There’s a 1980. So yes now before that it was it’s seven 19 seven. So yeah, it’s been a great relationship. Like we talked we last met with them, you know, obviously want to move forward with the arbor request and then in January when we start to have budget discussions, we will be meeting with them again. We currently you know, allocate 60,000 a year towards accounting Center and the board will be looking to increase that amount because we’ve got them back to 120. Correct. So quite a few years. Yeah and that this
19:31 In this market 60,000 as much less than it was quite a few years ago, right? Okay, so Yeah. Everybody make emotionally you I just I know that these requests came in several months ago and I’m imagining that the Counseling Center has continued to find other areas of concern. So I would like to recommend we continue the conversation with them. These are for dollars are spearheaded for mental health treatment and care. I think it’s valuable to continue having this conversation with you organization and make sure we lean in listen and find out given I don’t know when the first requests went
20:17 in when the Ark of dollars. We’re starting to become available. Would you agree it makes sense to continue to have a conversation and understand the need may have grown more great more when we’re dire because in January and I hope that we can set us by budget and that might be different things, but maybe this Doesn’t have anything to do with accounting Center, but it has something to do with other has any other requests come in for the other 50,000 dollars. It is not so obviously we were hoping that the Marblehead mental health task force may have a need and we’ll put in a requests as well. Obviously that we can maybe get some speaker series maybe some promotional or any kind of educational material. They haven’t finished
21:04 those discussions at this point. Yeah, and how long do we have to That undetermined amount of time. But obviously we want to try to get this money out in the community as quickly as possible. If you know depending on how large the need is obviously there’s a need with the Marblehead. Accounting Center, so we want to do that. As possible, but we can’t put this in our budget you cannot just we’re not required to spend the ultimate. We’re to allocated ultimate and there’s no timeline. There’s no time and that’s interesting that no other group is requested that good for the Counseling Center. Want to make your motion? Yes, and we give that we allocate 145,000 of the Opera 200,000 fund to The Marvelous many Counseling Center and the old
21:51 term out of the counseling center and
21:55 and my motion and second that motion honestly needle in favor. Let’s join Miller in favor, Dr. Title is better, right? So then how how soon could be available to them? I think it’s available pretty quickly. I think I would just need a an invoice from the counseling center. You know, I think just on the lines of the request you guys have here I will get that paid as soon as possible. Like and we can talk offline about I’m at Michael pellets here. Yes, perfect. I think just say something I would check here. I’d like to put some of the Town specials money. We’re with their mouth is well, my mouth is I have some leftover funds from my campaign and I’m going to donate it to the constants and
22:42 So if you could raise up, right?
22:47 It’s time passes wrong. Yeah.
22:51 It’s very generous. Thank you. And you have conflicts that are in the kids were in front of serve but it’s been a great relationship Ron. So we look forward to continue to work with you guys and looking forward to meeting with you again in January. I have put it infections. Yep. Thank you neighbors and it was yeah. I had one please and so with respect to requests and I think the Marblehead mental health task force has some ideas of some budget that we’re putting together and I just heard from the Council on Aging they’re interested in doing a survey study that has been done in some of our neighboring communities looking at Aging in place and
23:38 they’re interested in seeing that may fit and they’re trying to get funding to do the survey. They’re interested in determining how this survey could benefit the mental health of some of our residents that are trying to stay in their homes going forward and we can all imagine. Was a difficult trial it can be for one’s mental health when they’re at that place where they’re not sure if they’re going to be able to continue living in their homes. So prior in 2019 the Council on Aging had partnered with UMass Boston and they were proceeding to do this survey, but it kind of that table as so many things did during covid. So they’re interested in having a conversation also about gaining some of that funding for that need which they were presenting as
24:25 as having an impact on mental health for our community as well. So according to hearing that’s in development, right?
24:39 Okay, let’s move to your report, please sorry, so transfer station up in the drawing. So last meeting we met with Dina a Winter Street Architects, and he had a drawing for us for the scale house. And so we’ve had some discussion around that and so I want to pass out these drawings that we took a little at last time. Yeah. These are the same as before now.
25:08 I know it started and I have it in here too. But and so these are so data continues to work on this stuff all the time. And so he has some small revisions that we would like to put those and then that happens here. So one of the biggest things that we talked about is with the scale house and the position and making sure that it’s 88 compliant. And so we’re required a parking spot and that kind of pushed their building down. Let’s say south We were trying to put it as North as possible. Um it also made for two doors on the building and obviously, you know with our budget concerns and everything the doors got some additional money and he’s always trying to make the design as best as possible. So he has gone back
25:55 and was able to move that 88 parking spot I’m going to say south of the building. And only so that reducing the number of instances down to one. So in your packet I gave to you you’ll see the second. Yeah, you’ll see on the second page. And fun, you guys want to take a look at this? You don’t have them. I don’t know.
26:27 So if you want to take you know, the second page now you only have one. in handicap parking space allowing the entrance to be on the south side. And if you go put the page to the next one, that will be the scale house. And that allows for you still have that airlock. That’s there. Yeah the lockers now on a street row so it’s kind of
26:55 Making a little bit more storage. It flows a little bit better. You’re removing that door which will also decrease the amount of movement of the air. I don’t see the doors will be political the time you’re eliminating one door, which technically should be reducing costs over as well. What was the purpose to do is to begin them? So you have to have your had that 88 parking spot to the north. We’re still house and so we’re now going to move it to the cell and just have one entrance for the employees and you know and with the Ada parking spot.
27:30 He also was added a entrance group over that. that doorway You know Julian I’m talking about that. So that’s now integrated into the design. Um and the biggest piece now that you know, we’ll have a lot of discussion about and honestly go back to the facility committee is silent. He’s also done a lot of renderings in this. So all of this stuff will go up online. So, you know, he’s given some different views. This is all computer generated photos. You have that the pit structure. With its potential signing all the solar
28:17 panels. There’s also we’ve talked a little bit about some Wing terrains and rather than turbines these poles that could potentially use and that’s something that will also bring back to the transfer station facility committee, but you’ll see that that bit structure where this those six poles on the building. Those are actually winterlands. How do they how do they actually move and so the vibration creates energy? So there’s no spinning turbines. These are just poles that kind of vibrate and losing that generates energy. Yeah.
28:58 Um, if you continue on you’ll see different, you know. Photos or your renderings of people driving around on the scale house the drop-off area if you’re pulling up in a vehicle looking into the sale. So well, I just want to make sure that you guys saw all of these there’s a photos of this the swap shop. The solar panels on the roofs the base design of that facility and outdoor photos of that. And everybody on this Workshop what you’re talking about making it? No that is always been part of the design because would be the swap shop. The idea is that you open those doors you bring a lot of materials outside and it’s a little you know, because everything
29:44 get kind of gets packed in there right bringing outside allows for more space. So let’s talk piece that we’re yeah that topics is all part of that design. That’s always in there. It’s a design element.
30:02 And then the last page is the attendance to these are just more rendering that is put together that material on YouTube. So again, that’s a type of siding. But again that we’ll have lots of discussion about the siding and you know, probably sample than all that stuff. So the one thing, you know, they’re holding them. where that little area is next to the pit that we’ve talked about previously. We have to move the nope. So that blue, you know could be a essentially a dumpster, you know, 30 guys container and that we can place there but there’s bollards are all movable so I can get to that container with Roll Off Track that can be stuff for like boom shrink
30:49 wrap that we can have it on the side there. That doesn’t go in the pit still need Speedway and then tossing this container. I think we might have so many you wanted to put that someplace else and I have we did discuss it with that, you know, because those bollards are movable I can get the roll off right there and we can leave that obviously. So we all have that on the flex area and if there’s other items that need to be recycled there’s TV, they’re coming from commercial on those can be placed in those areas as well as just wondering I guess earlier now why we have to you know, those areas of biology and
31:26 and we have that dumpster area there why it wouldn’t be someplace else with so we have some commercial shrink wrap that comes in from the marinas and that’s where the material would go. Just in the spring when people are Yeah, we actually get a year round we get in the springtime and we also get in the ball when they’re vitalizing boats residents don’t have to pay for the spring Grant but when it’s coming from a business, it’s something that we must where is that area now that area now is over here.
31:58 It’s to the right when you’re driving to where the contractor started at home. Yeah, Andrew, where’s the mattress spot? Where do they leave the mattress? So mattresses are out back. Yeah soon the recycling area. So they’re just next to the textiles. Okay. Yeah to look 2 20 foot shipping and there’s okay. And so we fill those up on the companies are very particular that we make sure we maximize the space in there. We call them when they’re full and they can change other containers when we first started the program. We just had one 20 foot container how we’ve been doing something mattresses, they ask for us that to containers and that allows a little bit more time. That means they’re not always coming to our facility to pull that container. They like to only about once
32:45 So you fill two of those 20 foot things once a week again? Yes. Yeah, I can build two of them. Yeah. Yes. There’s going to be matches. I’m trying to figure how many matches we do alone. But yeah, it tends to be about 40 units in a container. Okay? Yeah every yeah. Yeah, we do approximately almost 240 yard containers of scrap metal week as well. 40 years means eight pieces. No, so units one piece. Yeah. You sometimes put one two in the container with mattress? Yeah.
33:22 And so I will take all these renderings and we will post this all on Google website. You take them back. No, so I don’t need I just need to show them a problem tonight all these photos and all these renderings will be posted on the website. Because anything been posted on here? No, because I wanted to go over so we had shared all of these original drawings, but we will be posting all the renderings and stuff like that and I wanted to take some time to make sure you got the renderings, right? We had a slight change with that parking space and using the number of doors. And so now that we have I had this from being on Winter Street, I will post these online. Thanks one question with respect to the staff building. I remember I’m sorry
34:11 the scale. Yeah. Um, I remember Dana talking about having the bathrooms close to each other which would really be cost-effective. Yeah, but it’s not turns out. That that not only much more. Square feet in the building. Okay, and as Dana said a little bit of PVC pipe a lot cheaper than square feet though. Yeah, so that’s that’s the reason for that. Thank you. Any other questions about the grinds to work in products, that’s it. I cameras security. So we do have a contract a Signet to install security cameras up at the transfer station and they will be doing that installation beginning. They actually began on Friday and this through
34:59 this whole week and so, you know, obviously I’ve presented this these costs to the war before but those cameras aren’t going to be installed currently. Well, they need disrupted when the works with him. So no, they’re pretty able to work around us. So they’re really shouldn’t be any disruption. There might be a little disruption around the bit, but we’ll try to do that lunchtime and offer us. We try not to disturb people to understand but besides that they should be able to work, you know, and we should be able to accommodate them without shutting down at all.
35:32 This is the last last week of lease leaf collection for 2022. So if you still have leaves make sure they get them out, but we will have the collection of the springtime. There’s a week of collection in April. There’s a week question in May and there’s a week deduction machine, but this is the last following collection. I really appreciate that service and I was wondering in terms of cost. It’s something the community probably values a great deal. Is it what does that did you get a contract with them to? Yeah, we have a contract really good contract. Yeah, right. It’s 1500 dollars to pick up everybody, please. Yeah in the spring and fall. Yeah, they are really.
36:18 They don’t like that contract at all. Which is that for four more years too it is so, you know, I’m sure they’re gonna try to add some gas escalation through a book that really not allowed to it is you know, so we just have to remember when we knew all these contracts when they put numbers to this in the beginning maybe you know. We have what in this spring important? I know we have four in the fall and three in the spring. We’re total of seven weeks. Well done. Thank you. I’m covid RSV and flu obviously covid RV blue numbers are continuing to go up. Um, now we’re this isn’t surprising to us. There’s a lot of gathering during the holidays and so we are seeing some increase in
37:06 hospital rates. It is about a 30% 30% 30% across the board covid blue and RSV. Um, the best way for us to really look at these numbers, obviously, we are seeing some additional PCR tests in the state of Massachusetts, but we’re really relying on a lot of Wastewater numbers these days again, we’re not seeing these increases as much in the Northeast as across the state but we will continue to see increasing numbers for these three items. We want to remind everybody to get there booster shots get their flu shots and to stay home with their sick. But yeah, these are, you know, pretty prevalent obviously. Blue has been pretty active the last couple of weeks. Our RSV
37:52 is very active as well in this area. You still have kids here for testing for oh, yes, so I still have tested that. We have been passing out to restaurants any Resident that wants them the current test kits that we have are set to expire at the end of January. We’ve asked the state if they think that those expiration dates are gonna be pushed back a little bit more. Nobody’s giving us an answer on that. We’ve also asked those tests expire do you think you know, we’ve asked to see if they’re gonna be pushing out anymore again, we haven’t had any answers to that. At this point we are really relying on these tests. So we are really hoping that we’ll see what that comes down. But yeah, we probably have another probably another
38:38 eight cases to push out. I mean in case I forget how many are in a case I want to say it’s 60 so yeah, we’ll put a lot out to a lot of the churches during the holiday Services try to push them out to all the restaurants and try to push it out for the food pantry. We also played some of the tax office a lot of people go through that area and just pick the kids up. I’m obviously there’s no no cost in the resume. Does it make sense to engage more at the camp? Aign towards helping residents find vaccination opportunities. I think most people know but what have you know, you haven’t had a lot we haven’t had any calls into the office to say I’m having a hard time finding a
39:26 covider booster or flu shot. If you are having a hard time, please call the office. I’m obviously we have a coalition on the North Shore where we’re working with many other health departments. So we know when they’re having other clinics or other booster clinics, so we always share that information with each other and so yes, we are able to push residents other communities to get this really your best place to get the booster is still currently like CVS Walgreens and stuff like that.
39:59 I noticed before you go on. Yeah that I noticed it. You haven’t sent out the Weekly reports. So at this point we’ve stopped that we could reports on the I just don’t have a solid picture of it currently with everybody moving from PCR tests to antigens. Our numbers had gone pretty low and not and I I don’t get true Wastewater numbers for Marblehead. The best thing for people to do is to go on to the State website. They change their numbers all the time and you can take a look at those numbers and come up with so come up with still doing the Commonwealth is still don’t understand. Yeah.
40:42 Yeah, obviously the best place to get all that stuff is mass.gov. There’s a lot of information they have where to get boosters. They have the Wastewater numbers. They have other communities. That’s really the best the best places to get it. And the last thing is that today marks my 11 year university with the town. So, you know, it’s been great working for this community. You know, it’s obviously it’s added challenges. It’s been fun working with the boards and fun with working with a lot of people in town. So I look forward to continue on with that. But with that I am up for a step increase. So I need the board to offer as a step increase that would happen January first. We need the exact numbers or no. You just need to make it motion for us that increase and increase and I’d like to put a
41:29 letter of congratulations in his personal style that okay.
41:35 I I second that and congratulations. Thank you Thomas Joanne Miller Dr. Tomlin. All right, that’s it for the director’s report feels like we just started sometimes I know right here. Okay. I don’t know I keep doing it during the pandemic. It was a lucky when I went to work on. Yeah, is that when you started? Anybody and a half? Yeah. That I just remembered during that. I met like almost every day. Right and I just remember during the height of the pandemic when when everybody in town was working so hard. I just hoped that everybody would stay in place. That would be the only thing I was worried about and lived through that that we’re gonna live through many more years and I said the end of the other day your time together almost ready to go you high school
42:23 here a little kid when he usually the baby wasn’t even here, right? Yeah. He wasn’t even my dad wasn’t even born. She’s in fourth grade. So I just came back from the fourth grade course. Yeah, right. Yeah. And that’s important. Okay, the last thing participation if you raise your hand, which can do online transfer station was the current budget so we have one point six five million dollars but what’s the current question? What is the current class of the building? We don’t have we haven’t gone see once you’ve finished final design. You can push that to the estimators but
43:09 locking me with our architect to get out a casa plan. When we be doing that. I would have to talk to you the Architects and then where do we find all this document? Ation, so we will post this packet online.
43:23 That’s it. There’s no other meeting minutes or anything like that. No, so obviously the board Health meeting minutes with the facility committee or I believe are online there. Yeah, the facility committee. Yeah, I couldn’t find it. Yeah, so it’s a joint meeting. So it’s with the Board of Health.
43:43 Our next meeting is scheduled for. The second Tuesday in January, right the 10th.
43:53 You and just remind people with the first Tuesday in February, maybe this chance of them. We’re doing these seventh first year. Yep me imagine. No, sorry. We’re meeting in January 10 and then February 7th. Okay. Oh, that’s right. So the motion to adjourned seconded I was waiting for you emotions. What’s going on Thomas and Friends with their favorite Mr. Miller in favor, Dr. Donald here the night. Thank you.
