These lower-rated streets were selected to maximize cost savings before the current three-year paving contract expires and new bids reflect inflationary increases in labor, fuel, trucking, and materials.
Coordination strategy: McCue explained that Marblehead’s old infrastructure (water from the late 1800s, sewer from the early 1900s, century-old light poles) requires utilities to complete work sequentially on a street, meaning a single street can take up to five years to be ready for permanent paving. She noted that consolidating Water, Sewer, Stormwater, Highway, and Tree departments under one director, and reaching out to National Grid and other utilities for coordinated capital improvement planning, is intended to reduce the number of simultaneous projects and their community impact.

Routine consent-agenda items including officer indemnifications, event approvals, and traffic management for the December 3 Christmas Walk were all passed unanimously.
The board approved police indemnification for Patrolman Andrew Demari (injury October 26, 2020) and Patrolman Andrew Clarke (injury October 15, 2022). And the reason I’m bringing it forward to the to the board is because we saw an opportunity at the fair housing committee to place it in the position to more effectively execute its mandate. And so there was much discussion between myself and the chair with Aaron’s involvement as well. And ultimately I made a presentation to the fair housing committee to explain the rationale for the augmentation for the reorganization and it basically involves adding three new members one is the Town Administrator the others to town

They should be at the same time doing a lot of work on a lot of infrastructure how it impacts. So the presentation is bit about you know, what are the challenges why why the

Um, so that is Smith Street and pleasant and then Westshore Drive probably has another two and a half weeks. So that will be early December.

We’re going to see are the gas projects. That is the Elm Street, which is scheduled for completion in March. Hopefully they do a little earlier and Tedesco which is scheduled for completion February.

The structures are being reset now and their scheduled for completion by the end of November Paving is scheduled to start on Friday, November 18 with the completion in the first week of December.

So it’s going to address the lower grading roads and also some of the roads that we have a lot of trenches. So how do we end up with all the paving at the end of the year and all of the projects that we had going on which was a question. I heard quite that we have a lot of projects. so a quick lesson in Roadway Engineering 101
25:25 residents have confirmed multiple times over multiple times that the condition of the roads in the sidewalks are one of the top issues facing Marblehead. In the 2021 town-wide survey. The roads were rated very poorly and in support the town meeting 2022 article 11 followed passed by a positive vote of question one on the June 2022 ballot. That gave us the funding and the drive to start really looking at how fast we could get Paving done or how much baby we can get done. But of course when you’re going to look at a Paving project, you need to build from the bottom up. So we need to look at what’s under the street where we have multiple utilities. We also need to look what’s a budding mystery. So the trees and the sidewalks have to be taken into account. Since Marblehead is
26:12 an old town. So is infrastructure water has ranges back to the late 1800s sewer. The early 1900s lightfoles are over a hundred years old and gas is all in similar age. So to achieve the goal of long-lasting payment we must take into account many factors. We need to upgrade and we need to know what there are for upgrades and plan utility projects. We have a sidewalk and Ada transition plan, which is being under review right now. a pavement management plan grants that may be available for improvements the railway area have to be taken into context and we also have to schedule all our work by priority. But it’s important to note that each utility should work
26:59 alone since the space required to complete the project on that street campers all the other utilities from all working at the same time. And also you should all know that most utilities have to go up the street down the street and back up the street. So they put a main line in they connect Services. They go back and finish all their tie-ins. So it’s not uncommon to see a utility on your street. Go to one end and then start back at the beginning. So that is part of the plan work.
27:32 The issue is and you also have whether and funding that play really critical roles in how you’re going to schedule all this work. The largest, you know an issue becomes that a street could take up to five years to get ready for permanent Paving. So we also we all want our improved streets and sidewalks as quickly as we can. But all these factors that are just discussed lead to multiple projects during the construction season. And the key to this successful multi-project Improvement plan is coordination.
28:10 So marble housing a lot of In-House coordination and that’s because we realize there’s a long list of projects that are needed to be to completed. So the selectment and the Water and Sewer Commission agreed to appoint the water and sewer superintendent me as deputy director. This puts the coordination of many key departments in one under one leader.
28:36 So to complete a successful payment Improvement plan. We have water sewer storm water Highway and tree all under the direction of one person. Since my start is director. I have focused on many efforts. One is reaching out to National Grid. That’s our guest utility company and they have come to the table to discuss their projects and their Capital Improvement plans. Marblehead light and cable companies will be included in the DPW coordination being this winter.
29:11 With coordination you also have collection and review of data. We reviewing pavement and sidewalk reviews. We have a tree inventory a water and storm water Capital Improvement plans. All these will be reviewed and will review what work has been completed in the past years and build on that progress. We’ll also be looking for grant opportunities to maximize any state and federal funding that’s available. The desired result of all, this work is to choose a Paving project that will give the town the maximum benefit of dollars spent.

So in this case for whatever the project that prevailing wage was not paid the rates that the plumbers worked out. We’re at standard payment rates. So the the settlement to make everything right is that we need to pay the vendor the difference between what the plumbers were paid and what prevailing wage was in. The
