And I will hand it over to Mr. Keer for, um, his updates. All right. I don’t think I got to you two, My update. So, uh, three items on, on the update. Um, first items are preview of coming vote. Um, it’s gonna be necessary to change our voting location, um, for this June. So, um, the main reasons we need to, so we have polling at the old townhouse. Mm-hmm. And we are polling here. Uh, the change, what’s precipitating the change in both

0:57 cases are the elevators. So it, the, the buildings have to be fully accessible. So at the old townhouse, um, there were issues at the last election and ongoing that, uh, if the elevator gets frequent use, which it does during, on election day, it overheats Oh. And people get trapped in the elevator. So The elevator room is air condition, and the elevator’s not an elevator to lift. It’s not made for right. For, for massive Use. It’s not built for the that capacity. So that’s an issue here at Abbott Hall. The elevator here has required maintenance and, uh, there’s some, uh, uh, mandatory upgrades for safety compliance reasons that have to be done. And it, it’s on a deadline that it has

1:44 to be scheduled, which is in June. Mm-hmm. So both these buildings will not be accessible under the law, uh, for, for election day. So Chief Gillin and, and Robin Michoud, uh, working together, uh, approached the schools and coordinated the schools and received a, uh, a vote by the school committee to allow the use of the, um, uh, the, the field house. The field house. Thank you, um, for voting on that. So there’ll be one location at the field house for the elections, and then in coordination with the schools. I think that’ll be a, I think it’s gonna be a professional day for the teachers. Okay. So that it won’t be kids at the schools,

2:31 which I’ll tell you from the other communities I’ve worked, that’s the way a a, you know, communities have gone in addition to the elevators. I mean, that’s, those are particular problems that are affecting the US now here. But in general, the challenges with the multiple locations is finding enough volunteers and poll workers to cover it all, plus the logistics of being dispersed that more and more communities are just consolidating to a single voting place. So all your volunteers are one place, and all the logistics of moving ballots and, and, and coverage and check-ins, all that simplifies the whole process. But for this June outta necessity, because of the accessibility of these two buildings.

3:17 Um, so the boat will come probably at next meeting. Um, part of the steps is, uh, there has to be a site survey done for a DA compliance through the, the, the Secretary of the Commonwealth to, to certify. Yeah. The, these sites work. And then, um, that has to be done before the vote. And then the vote has to be scheduled at least 20 days before the election. So probably next meeting, we’ll, we’ll meet the timing, and then the clerk’s office will have given notice to all the voters of the change of location. Yeah. So I’ve been through this in Bury, uh, you know, it’s, it’s a bit of a project to do it, but it it works. Yeah. It is, it is way mu much more commonplace now

4:03 to have a high school field house be the central polling place for all the reasons that you stated. And I would, would just, I think that we should see how it goes, because I think that potentially, I’ve personally heard feedback from voters that, uh, you know, having so many multiple polling places and the parking situation, it, they, there is a great parking setup at the high school. And it, it is true that there’s a lot of towns that, that move to this direction and for the reasons that you stated. And I’m wondering, you know, like if we can, you know, see how this goes and potentially, even though we’re doing this out of a necessity now, find that if it works well, um, and it works well for, you know, public safety and parking and, and the clerk and, and volunteers, we could consider, you know,

4:50 making this more of a permanent thing. Right. Depending on how it goes. We Did it during covid and it worked fine. That’s right. We did. So, So the COA will not be used either. So this is for all precincts. Yeah. Co The co a’s right there, right there. So you might as well consolidate. Makes sense. I know that this and yeah. The parking is better and Yeah. Okay. So I think that, so it went well. Yeah. Yeah. From your perspective in covid And then, uh, the building commission, I are gonna do the measurements for the state and get those sent in, and that, that said, okay. Yeah. Well, maybe it’s something that the schools would, we can talk about it and if it goes well, yep. Maybe they’d consider like, this is a nice community effort and we can coordinate that going on.

I, we wanted to kind of get that out there for, it comes before the board, uh, next, uh, sort of update on certification of free cash. ‘cause we know we, we need to get this done before town meeting. Um, basically, uh, all of our expenditures have been fully reconciled and documented on the expenditure side. Um, we are on the revenue accounts. Um, we have finalized reconciliation of the revenues relative to the bank accounts. So we’ve accounted that, uh, that we have the funds that are in the bank. Uh, it’s, it’s on the accounting side

6:22 that we’re still trying to get through and, and, and process and, and clear out all the adjustments that, that occurred during the year. Um, so we’re pushing to get that done. Um, part of the, the challenge for this year as well as past years, um, we, we have the, the legacy software system, soft, right. Um, you know, the, the, the Treasury’s office had to implement, um, QuickBooks and things. Basically, we, we still have too much of a manual process in order to keep up and reconcile. And then that’s compounded when we have turnover and staff, as we’ve talked about, um, mainly in the treasure collector’s office. So we’ve, we feel like, you know,

7:08 we’re always playing catch up mm-hmm. In the reconciliations. So, um, we’re working with DLS ‘cause they are anxiously waiting for us to finalize. Um, we know we’re, you know, getting close to deadline. Um, um, Alicia Benjamin, our CFO has brought in an accounting firm for extra help to, to, to make sure we get these transactions done and, and get everything certified in time for town meeting. So we’ll continue to work with DLS, keep them happy. Uh, we’ll keep the full court press. And again, what’s being reconciled is just the revenues, um, on the accounting side to reconcile with what’s been done on the treasurer’s side. So, uh, we’ll provide any, any updates as necessary.

7:56 Uh, and finally, uh, today we had a very successful town employee benefits Fair. Um, so this is the annual event for town employees, town school retirees to come in, and all the vendors who provide the various health insurance, iCare, all the, all the benefits as employees or retirees that we offer. And this is the, the re-enrollment of, you know, the opportunity to change plans. Um, so, uh, Amanda Elli, who is our benefits coordinator in our HR department, organized the whole thing with the vendors and everything. And, uh, I went and visited, I hit it right at the quiet time.

8:42 Uh, they got slammed in the morning, I guess I got slammed in the afternoon. I, I did a quick visit right in the middle. Um, but it’s been reported as one of the busiest municipal fairs, uh, in quite some in years. They had over or had approximately 250 attendees, more than doubled in last year’s Wow. Numbers. Um, so we’re planning for next year, but, uh, special thanks to Amanda Ally. Uh, I, I was on the email exchange. She coordinated the whole thing, worked with all the vendors. There was a lot of swag, uh, there. And so it was a very successful event. So thanks to our HR department and Amanda in particular Awesome. 11:14 And Kim can join us at the table and, um, talk to us about the na the signage. Yes. They’re requesting. Yes. So this is the national library sign that you’ll see in many towns. I don’t know if I, if Marblehead has ever had one. Um, but it’s a quick and easy way for people to know that there’s a library in our town and sort of how to get there. So there’s two locations that I’m proposing. One of them would be at ER, road and Atlantic. Mm-hmm. And the other one would be on Lafayette as you’re coming into town. So those are the two locations. The one on BIA Road would have an arrow pointing toward the library. And the other one, um, we don’t have the right arrow.

12:01 We have a arrow that doesn’t really work. So we thought maybe just the sign. So it’s like, as you’re driving, it would be sort of this way instead of this way. Yeah. So, and what are the dimensions of the sign? The Dimensions? Well, I roughly Question. I think it’s about roughly, you know, I can get you that in information. Oh, No worries. No worries. If means, Well, it’s, it’s a significant, it’s not here. It has to be visible from a passing car. Yeah. Yeah. So, um, I can show you a picture of it so you can kind of, Amy’s got an idea. Yeah. The idea being that people

And I’ve talked to a form, like former town administrator, Tony Saso, they went through a whole thing to like really reduce signage in town. Yes. And I just, I’m trying to find the value add of, ‘cause I don’t, I I respect that and I don’t want us to get back to that. What is the value add of having the sign at Lafayette? Mm-hmm. That’s just the library. Library. No direction. I mean, I guess I’m wondering if we need that. I don’t know. It’s, it’s a good question. I had really thought of just because it was two different roads coming in and there that,

16:24 because they both lead to the same place, so to avoid confusion. And it’s right after the main live main Marblehead sign. So it’s, it would be like, you see the Marblehead sign, then you see library. Um, I, I’m just wary. I, I just Too much. There’s a lot of signs and I think, I’m not sure that we’re attracting people with it. Is it just noise? And I’m just, I’m mindful of that. I, you know. No, I understand. Yeah. Um, so I just put that out to the board to chew on so it’s Not gonna get one more. So is the, is the concept people are coming, they’re looking for the library and this is pointing ‘em in the direction Yeah. For Booby Road, but not necessarily because You’re across, you’re like, look, that’s what I’m trying to write,

17:11 You know? Right. Like Get used to the hospital signs, for instance, when you’re looking for ‘em. Mm-hmm. So it’s Like, I think it makes sense to have it on the Booby air sign for sure. You know, I mean, if you’re coming from Swamp, Scott, ‘cause I’ve also visited a Swamp, Scott, I know there’s a lot of interchange between Swamp Scott Marblehead. You’re coming to pick up a book that you’ve held at Marblehead that you didn’t have. You know, I think most people know there’s a library in a town like Marblehead. I don’t think we need a sign. That’s my opinion. A sign to add to that, to the polls. Because we have to be mindful of when you diffuse messages, when you have too many. So you’re saying that maybe one sign is enough rather than two? That’s my personal opinion on it. But I’m just, I’m just mindful of the efforts that we went through in the nineties to kind of clean up a lot

Well, on, on that note, you know, in the library itself, we’re also mindful of overs signing, you know, we don’t wanna have too many signs because then people don’t, they don’t absorb it. So we’ve tried to keep it fairly minimal. So I understand the Point, ‘cause the board has authorized, just since I’ve been here, we’ve authorized the Purple Heart City. We’ve authorized, um, the, um, a new signage at the, uh, was called the Indian Monument down by the, um, the beach. You know what I’m about? Yep, yep. I do. And there’s been a couple, like one maybe other that it’s escaping me and I’m just, I don’t personally wanna just put a sign up to put a sign up because we, somebody asked for it.

18:46 Like you And all due respect, I think It makes, I mean, I guess my question is, I, but I, and I I, I do think that, you know, coming into town on Boober Road, that makes sense. It’s a directional, I’m, I’m less inclined to favor a sign just that says we have a library at the beginning Of town. So what do you think about having the double-sided approach then at Vivie Road? ‘cause then I do, then We do have, I think that most people in town know where our library is, right? Mm-hmm. Like, um, So you’re thinking just that One point? I, I, yeah. Okay. Okay. I mean, I’m looking at it subject to the review approval by Tom Ra and DPW director. So we’re, you know, I, I think I’m fine with the motion. I know it hasn’t been officially made. Looking at the written one, I’m fine with that because the two of them, or the three of them get to decide,

But I’m fine with letting the three of them because I just don’t, I think sitting at the table without physically going to these locations to, to look at it is, is gonna be much help. For and I, I would think you’d want to be somewhere where there’s the, you know, max, you’re In the Vicinity and I, well, well, or, or just a maximum kind of volume so people kind of, you know, if you’re coming from out of town, especially if you’re visiting, you know that you get it. Well, is there, well, I wonder though, ‘cause there’s a lot of volume that comes over Lafayette, right? But there’s not really serving a way, finding purpose. Do you know what I mean? Because Yes, there’s no, it’s too remote.

20:41 So like, I think when you’re within a vicinity of it, it’s calling attention and it is a busy road and you don’t, you want people to know and not be like, distracted. We’ve had it’s traffic issues on that road. And so I, I understand the way finding issue and, and I think it’s a reasonable request on as regards to Boober and Pleasant. Is It, it’s on Boober and Atlantic, right? Yes. Atlantic. So it’s actually like, Oh yeah, but that makes sense because swamps have people come through Atlantic because If you’re on Boob air and you can’t find the library, it’s right behind you. Right, right. So, well that’s, it’s almost like, hey, you’re one street over. Go that way. Right. I have no problem with it on Boob Air Road as a way finding, personally, my opinion is that’s Atlantic. We’re just, I, I just,

21:30 I don’t think it’s needed at the Lafayette. That’s just my opinion. Just because I know like we have to be mindful of, of signs. ‘cause it gets kind of nutty. Do you Feel strong let’s you, do you feel strongly about this one way or another? Um, actually to be honest, no. If you decide you just want one sign, I am perfectly fine with that. I just, I would love to have one sign. That would be wonderful. And if you think that it’s too much sign clutter on Lafayette, I’m completely fine. I just don’t think it adds value, like to the wayfinding mission, which is real. Mm-hmm. And I appreciate that. For the Swamp Scott connection, What do you see the value of it as? I mean, what’s your, what’s kind, your motive? Well, I think that, you know, it’s the national library sign. It has more, it carries a lot of weight in itself.

It’s very subtle, but I think it has a great deal of meaning, Right? Yes. See, so yeah, it’s, it’s not just wayfinding, it’s also a, I’m driving in the Marblehead. Wow, okay. There’s a library here. You can see that. Yeah. Just a reminder that there’s a library, right? Mm-hmm. And to go to it And having, sorry, through the chair, um, having the sign, you know, on with Atlantic, um, do you think that that would provide the awareness that you’re looking for as well as the direction? You know, I think I’m considering all these variables and thinking about traffic flow

23:03 and all of the other things that are coming up, right? Anytime you are adding a sign, you are, you know, taking people’s awareness away from where they are. If it’s not, you know, depending on what, where the, what their point of focus is, right? Mm-hmm. And if the initial mission of this is to provide the acknowledgement that we have this great facility, and also here’s the location of this facility, I don’t see how that sign, you know, that sign is really not taking both purposes in my mind. Um, so sort was curious to see, you know, do you think that you’re getting that awareness, that recognition with that sign on Atlantic? Like it’s serving all of the things that I hear you saying are your priorities. Yeah. Where do you get the biggest bang for your buck, do you think? If You, I mean, and if you, if that is the location,

23:49 then that is fine. I think through, I think the question is, if you could choose one location, if we decide on one, where do you, where do you get the biggest bang for your buck? Would you prefer it on Atlantic? Or do you think that you’re having more from people coming in town from Lafayette, I think is what I’m here asked. Well, it’s, I don’t know, exact traffic flow numbers, you know? Fair. I feel like there’s only a couple of access points in the town. So, uh, it sort of depends really. I don’t really know if I have a good answer for that, but I Yeah, that’s fair. I think that, um, you know, if you’re around town and you’re using that street, you see it. So yeah. I have a follow up through the chair. Um, to, and I don’t know if this is, this might be, um,

24:34 the town administrator to weigh in our DPW, but is there a possibility for a two-tiered approach? Meaning do we need to vote and execute and put both signs? And is there a, you know, some sort of cost benefit analysis of, you know, um, that you, you, you’re saving money if you’re ordering and putting in both signs at the same time? Or is it possible to put in one sign, assess and then perhaps, you know, maybe in six months say, you know what, we really, um, feel strongly about implementing a second sign as opposed to doing them both immediately at the same time. So is that a possibility? And, you know, for Thatcher, is that a cost concern issue or is that something that they’re really wouldn’t impact us? They exist, correct. Purchased them already. They’re Already on Amy’s desk.

Um, and then what we do is before we come here, we sit down with queue and we nail it down. I’m just thinking that might give you the opportunity, okay, this time seems like it meets both of your needs. Great. Let’s place it. And then perhaps this amount of time to come back and revisit and say, you know what, maybe we’ve decided this might be a better option. Or, you know, maybe we add some sort of location dynamic to it somehow. Maybe there’s something that you come across in the meantime that then allows that to serve two purposes instead of one. And so you’re getting more out of

So do are, this was just literally, I didn’t even anticipate this discussion, but, Well, I think the public library is a special place. Yes, absolutely. It is a special place too, right? Um, that one has some funding that the work has to be done by June 30th. So that contract has a June 30th completion date. Okay. We also put out an early construction, uh, project, which is from Rockaway to Clifton. That section. Um, both those sections were ones that didn’t require a lot of permitting ‘cause they don’t have any wetlands and they were all, they were pretty simple, great areas for us to do. Um, that one has one piece of curb that runs all the way down, just about all the way down it.
