So the alliance is applying for Grant programs at the state. And so this is the board authorizing the chair to sign a letter and support of that effort. The benefit to Marblehead in addition to supporting the regions. We applied to

Yeah, so on Smith Street is one of the areas in which the new crosswalks is where the so-called rail trail cuts through in order to enhance pedestrian safety the the current best practice out there in the in the traffic management world is to have bump out. It shortens the distance the pedestrians have to cross the bump out also allows pedestrians to stand in a fairly safe spot and be visible to oncoming traffic. Now the particular motion here is that that area that’s now been bumped out

Bonnie Grenier 17 Sagamore Road, and this regards the agenda item s 3027 and I’m a member of the League of Women Voters that sponsored the amendment which is now home the home rule petition, which is now this piece of legislation and I’m thrilled that this is just a technical grammatical Amendment. That was put forth. And I don’t think is going doesn’t affect the intent of the legislation. My bigger concern actually has to do with the process of getting a home rule petition through the legislature which can be very lengthy time-consuming and tedious and honestly, I don’t understand the whole process

So I’m not going to go there but what I will say is that town of Marblehead has two home rule petitions in front of the legislature in addition to ours you have Senate bill Always do it. The number on that one is 2288. Which has to do with? parking fines during snow emergencies and my understanding is that this was originated back in 2020. It came about as a result of town meeting in 2020. It is now two and a half year later two and a half years later and this bill is still languishing before the legislature now, I don’t know how

36:25 it doesn’t matter to me if they bump up the fines for snow emergencies and but I do really care about our piece of legislation You know, if if this two and a half years for this piece of legislation two to eight eight, I’m concerned that our bill is going to run have the same fate. Our Hope really is that Whatever the process is there could be some intervention by somebody in town government that basically could try to expedite the process. It would be ideal if this piece of legislation could be enacted in time for Town elections in June of 2023. I don’t know if there is a process now. But if you could inform me, I would appreciate it. The resulting data indicated an average speed just 15 miles an hour, which is well below the default speed limit on rock with 25

41:24 miles. Chief King determined that the residents concerns were not supported by the evidence the Marblehead Police Department had collected. Rock Cliff Road did not get a stop sign or speed humps, and there was no need to reduce speeds on Rockaway Avenue. So do these residents concerns? In essence, he said no. Now it’s interesting to me to just digress briefly the police could easily and immediately reduce. speeds on Rockaway Avenue without A single study or calling on any other department. And in fact, they could earn a bit of cash doing it. They could if they were so inclined issue

42:10 citations to the vehicles parked. on Rockaway Avenues sidewalks There are a lot of vehicles routinely parked on the sidewalks. They must know that they drive by there. They must know that parking on a sidewalk violates CMR 700 505.5 those two. so issuing citations for violating that law which encourage those people to get their cars off the sidewalks. So I walked and move them onto the street where they belong. Those parked cars would in turn narrow the travel Lane which by the way is the same thing you talked about doing on Smith Street.

There are 17,000 registered motor vehicles in London.
